City Council Minutes September 9,2024 6pm 1. Opening Ceremonies: Mayor. Jolly called meeting to order at 6:00pm Those in attendance were City Secretary Nacona Martinez, City Administrator Derek Stephens and Councilmembers S. Braddock, J. Forsythe, S. Overstreet, S. Hendersonand K.S Stone 2. Citizens Presentation: NONE 3. Department Head Reports: Derek- Zenner came down tol help with meters that aren'treading. They were able to fixa few.' We are: still having issues with our tablet. We have already sent it off twice to geti it fixed sO we can work ont the remainder of the meters that aren'treading. But untili then we are still having to read meters. Dale was able to finish thel lead and copper project sO we will be ablet to send that report off on time and not get any penalties. The reporti isn'tdue until October 16"h.S Sol big shout outt to Dale for getting that done for us. 4. Approve and Accept August 20241 Minutes: Shiloh- motions to approve. Discuss, consider and take action on approving new school parking on: 2100 blocko of Ronny-We did this 5 years ago, buti it didn'tworki in the past. Kent-Idon'ti think we ever didi it. But when we changed itt to the parallel parkingi it was favorable from thet teacher and parents to keep them fromr running or crossing inl between cars. But there have been some newi issues that have come up. Apparently, we have some additional children with the middle: school andi in the elementary: school. When that happens that increase's vehicles. The way we have it right nowi its 344ft from the grass where the generatori is andi the 461 ft down towards the stop signed which, you can't park within 30ft of the stop sign anyway. Or 20ft1 from that crosswalk that thes school has put in which has been nice. The kids are actually usingi it, and it helps us knowwhent the kids are crossing. Idon't knowi if any ofy youg gol by there, but we stand out therei to help thel kids cross and also help withi traffic. But whatlam proposingi is 344ft, the average vehicle is 18ft and we can fit upi to about: 38 cars downt that block if they are painted diagonally. Discuss, consider and take action on authorizing the purchase ofa a city vehicle for Derek- Ihave had about 47 different plans on how I'm going to get a vehicle, and Iget locked in on one andi then another vehicle decided to do something like Dale's pickup. I'm thinking about moving Dale'sp pickup into water and sewer and getting him a smaller pickup. I honestly don't know which vehicle I'm going to buy. I've sent you a price sheet on newo ones and wej just don'thave the budget for al new one: sO what we are going to look at is a used 3 quarter ton pickup andi they are priced between 25 and 30 thousand and that's what I'm looking to spend on one.' We really don'thave the means to haul anything heavy. So, I'm requesting thaty you authorize $30,000 to purchase a 3-quartert ton pick upj just sO Ronny- onet thing we need to remember is that all the pickups we have now are about 12- Derek- They are that old and wel have managed to string them along. Its unusual to have a pickup that long andi the water department. Most of them last about 5-6) years andi they are done. Iknow one oft thet things you1 talked about is who's going to see to iti thati the maintenance gets done. Ihave talked to Raymond and with the new ones we will start fresh, and1 they will have an hour for reading mileage and we can start truck checks. Going forward we are going to start assigning them to a person where that person is responsible fort that vehicle and color coordinating some tools specificallyt for1 that vehicle. All this just cost money andl know that no one is excited to spend money buti its about to the point where we are going to havei to start asking them to walk to the calls. know its not easy but there is some silver liningt there andi illt talk more about thaty when we get to our financials. Sam- Well we need to give them the tools they need to doi their) job. My only thing was the maintenance. Derek- We are goingt to have an auction; Idon't knowv when, but we will use. JJ Cane like Lyntegar, and we will sell some of thei trucks so thet trucks will pay for themselves, and we will auction off office equipment because there is al lot of stuffj just laying around. Derek- We have had a good year financially. Our Revenues are up, and our expenses are down. Wej just got our Republic money, and we were able to put it alli in reserve. All of our departments are under budget. We should be at 91% and we are all well under. Derek- Yes. Ify you will gol backi toi financials. We all should be at 91% and Admini is at 85%, 87%i in PD, 82% in streets, 79% inl Parks and Pools, 59% Fire, Code Enforcement is at 85%. We are at 99.93% of our revenue thati p projected this year for our water department sO again we still have another 30 days, SO we are ahead there. Water department is at 82%. We are ati from what wel budgeted from our Sanitation revenue we are sitting at 115% with a month to go with our Type 4 and we are at 109 from what we budgeted for. Andi their expenses are at 81%. So, if you look at our water and sewer and see thatl kept our vehicle maintenance down and tried noti toi throw money at vehicles that are not good. So, you have vehicle maintenance and repairs you have $16,0001 there and what we budgeted for our interest expense we have another $40,000t there andl Ican move those lines together to be able to purchase that $30,0001 to get another vehicle. Ross- Soi ify you have the money. Would you buy the vehicle before or after the auction. Derek- It would be before because we kind of have our head in al barrel at1 this point. Stephen- Its AMAZING what has been done in ay year! Sam- ABSOLUTELY! It makes you excited about the next fewyears. Stephen- It'l be al little less stressful. Ronny- Are we still having our workshop. Derek- Yes, it'l be short and sweet. Ronny- So, we already received Republic money. 10. Discuss 2024-2025 Budget for upcoming fiscal year. Derek- I've spoken to each of you about thel budget. Ithink thel bigt thingi is last year we expected a deficit budget and this yearl projected thaty we would have about $200,0001 in surplus from profit which is what we: should make. Ithink with any luck at all we will beat that. We plan for1 the worse in hopes fort the best and that's the worse case scenario there. Lord willing, we will beati that. Like Isaid we have our pits dug sot there won't be any delay iny your Type 1 and they are: starting to work on the Type 4 pit so1 there shouldn't be any delay in1 that. It seems like Type 4i is exceeding expectations. So, if we can continue to keep Type 4 comingi in, we will end up good. This ist the last payment on your landfill like we have talked aboutlwould highly encourage you to pledge that money to close those cells and getting that off ofy your liability going forward. Its only going toi increase your abilityt to go out for grants and one oft thei things we are going to have to start hedging our money towards is the sewer restoration wel have in the way of lift stations and manholes. I've been talking to Matt likel Isaid we are ending up with bricks and somehow, they are ending upi int the manholes themselves. You can go and clean them and get the sedimentation our of them and it sounds like some typé of epoxy and coating ont top ofi it. We would be able tol buy about 50 years justi in starting that type of restoration. Unfortunately, that'sj just the price of doing business. There are no real thrills in this budget. Idid factori in a 3% raise int this budget for employees and thati is still turning a profit of $200,000. Raymond has discussed retiring and one1 thingt thatl I have discussed is Dalei is going to start shadowing him. He already holds a could TCEQ licenses and Dale will multipurpose and bel here 5 days a week he will worki in water and: sewer and be our code enforcement; guy and start grooming him tol be the Public' Works Director int the future. So, it gives us some additional manpower there, SO we don'thave to hire anyone at the moment. He brings a world of knowledge through construction, and he will be an asset. If we end up lacking on our Code enforcement, we could hire someone part timet that could work under his license that way they don't suffer. Ithink you are goingt to have to buy some additional vehicles throughout the course of this year. Ireally want to explore the Mavericks, but we will talk about that as it gets closer. One thing) you will see different int this budget ist the Airport Fund. We did havet to add1 that onej just because of the TxDot grant. Its not in here yet because we don't have any funds. Idon't know what the steps will bet to amend that budget but, the fundi is Sam- Fort those who don't! know abouti the grant cany you tell us al little more. Derek- Sammy Dan and. Josh Pridmore went outi for a TxDot grant to do some improvements. It's a 90/10 grant. The EDC will match the 10% andi the cityv will be reimbursed fore everythingi that is going on ati the airport. Thet first phase will be the runways, the striping and thes seal coat repair and pavement repair. They are goingt to grade the east west heading. We were approved for that, and wel have tol be able to track that Derek- Yes, they didi iti independentlyt for the city with our permission. As far as why its important to the city is because we do livei in an agriculture community and the reason no one is really flying out of there nowi is the state oft things. Going forward! Ireally think that it could generate some revenue through hangers and rent. Fuel is another thing that you could do outt there but baby steps and not getting ahead ofy yourselves. Buti investing int the backbone and the structure ofi it is paramount to its success. One thing we might have to adjust is inj your water 432 Lubbock has gone up ont their rates every little bit and that is just what we payt them toi treat our water. There is no way around that. We will have the first reading of the budget on1 the 16th and the tax-rate. Like wei talked about, the tax-rate has gone down from what it was last year.
