City ofMidway City Council Meeting Minutes November 22, 2021 The meeting was called to order at 7:00 p.m. by Mayor. Brendal Ford. The Invocation was given by Councilman Steve Parrish, Mayor Brenda Ford led the Pledge. Those in attendance included Mayor Brenda Ford, City Secretary Debra Newkirk, Council members Gus Kangos, John Whitmire, Rex Newkirk, Angie Thornton and Steve Parrish; Wes Savage was also in Guests for the meeting were. Don] Helmstadter, Brian Corb, Ray Jordan, Ed Faw, Matthew Faw, and Gus Kangos made the motion to accept the Consent Agenda, John Whitmire made the second and with Don Helmstadter, present as a guest, was asked by the Mayor if! he had any questions or comments about anything. Mr. Helmstadter stated that he has lived in] Midway for the past couple of years and has never been to a Council meeting and he was happy tol be present and to meet those on the Council. He also had one question regarding his property, he would like tol know ifit would be possible to have al house built on thej property and keep the current mobile home on the property as a storage building and what would the setbacks be? Council stated that would have to be looked into and would be discussed at the next The first item on the Statutory Agenda was for consideration oft the Midway Volunteer Fire Department's request for additional funding. At last month's Council meeting, the Fire Department: requested the City's assistance with the electric bill, the gas bill and thei insurance. The City is unable to assist with the insurance on the vehicles as the insurance must bei in the name ofthe owner. As far as the electric and the gas, the City could assume both of those based on ownership oft the building. Another consideration was the City had looked: into splitting any surplus in the quarterly budget review with the Fire Department; but since that had been the thought, there had: not been a quarterly budget surplus.. As the Council considered action on this item, Debra Newkirk asked about keeping thel Donation line of $1,000 in tact for the purpose ofsponsorship ofl Fire Department events. Ed Faw asked a question of the Council with regards to the water bills. A: few years ago, the City placed a sticker on the water bill asking if people wanted to make a donation to the Fire Department it could be done on their water bill. Gus Kangos made the motion, John Whitmire made the second and with all voting in agreement the motion carried. The next item before Council was a request to approve overtime for Debra Newkirk for the meter change- out portion of the Water System Improvements project. The Meters are in the process of being swapped out and GPS-ed, but changing them int the utility billing system will take time that is not available during the day. Mrs. Newkirk requested a Saturday, after all meters have been changed, in which to swap the meters and add the necessary information into the system. Thej proposed overtime is for not less than 4 hours and noti more than 91 hours. Gus Kangos made the motion to approve the overtime, Steve Parrish made the second, and Rex Newkirk abstained, and with all others votingi in agreement the motion passed. There were two requests for approval of divisions of land within the City limits ofl Midway; one for Tanya Farris Shipper and one for Wiseman Fabrication, LLC. Gus Kangos made the motion to approve the divisions, Rex] Newkirk made the second, and Steve Parrish abstained, and with all others voting in attendance. Dustin Harkrider. all voting in favor the motion passed. Council meeting. agreement the motion carried. Staff] Reports were given next. Janet Boone was not in attendance and Wes Savage gave the report that all was good. Wes Savage reported on the Sewer System that Lift Station B's generator is not cranking. Debra Newkirk was asked to get quotes on the cost ofl Power Field Services coming out and also contacting Core & Main, formerly HD Supply to see ifthey have someone or know of someone who can service generators. Debra Newkirk gave the City Secretary Report that the office will close ati noon on Wednesday, November 24th and will be closed on Thursday, November 25th and Friday, November 26th for the Thanksgiving Holiday. Mrs. Newkirk had asked off and been approved for time off on' Wednesday, Att this time, 7:30 p.m., the City Council entered into an Executive Session for the purpose of meeting with thet two candidates for the position ofC Chief of Police for the City ofMidway. The council met first At8:30 p.m. the City Council entered back into Open Session. The Mayor asked the Council if they had any questions regarding both candidate, and] how they felt about the "No Call/No Show" termination on Mr. Corb'sreview: from Chief] Deputy Jeter. All members oft the Council were: in agreement that it was a one-time event and it happened in Mr. Corb's early years and since it] had not happened since, they were not that concerned about it. At that time, the Mayor asked ift they were: ready to make a decision and all Council: members agreed they were: ready. Thel Mayor asked for a vote by show ofhands for those who were ini favor ofMr. Corb and by a unanimous vote, Mr. Corb was chosen. Mrs. Newkirk was to call him the next day and let him know. The Council asked about setting forth expectations, and it was determined that a Special Workshop willl be called on Monday, the 6th of] December for the purpose ofs setting out expectations oft the Council for Mr. Corb and allowing Mr. Corb to voice his expectations oft the City The motion to adjourn was made by Gus Kangos, the second was made in unison by John Whitmire and December 1st for ai funeral. with Brian Corb and then with Ray.
