CALL TO ORDER  Amy Gandy called the meeting to order at 5:03 P.M. Robert Baughn gave the invocation and led the pledge of allegiance to the US and' Texas flags.  2) PUBLIC COMMENTS  Public comments are welcome by the LHEDC Board. Individuals who wish to speak must complete al Public Comment Form and present the form to the City Secretary before the meeting is called to order. Individuals will be allowed to speak for up to three (3) minutes. Public Comments related to posted agenda items may be. submitted by email to cimpon@lleralisger before 3:00 PM the day of the meeting. for comments to be read at the 5:00 PM meeting by the City Secretary. Liberty Hill EDC Meeting minutes  August 21, 2024  Page 1 of6    3) EXECUTIVE DIRECTOR'S UPDATE/ECONOMICDEVEVELOPMENT PROJECT  MANAGER'S UPDATE  a) Discussion, consideration and possible action regarding monthly Economic Development Christian Kurtz, Executive Director, presented the monthly report. Christian informed the board that he is looking at changing the format of the report to make it a little easier. Christian said that he would start sending the board a weekly report sO they will know every week what his department is working on. Director Vaughan asked Christian what his method of communication would be and how he would provide those updates. Christian responded that it would be a weekly email. Christian will get a legal opinion Director Vaughan asked for clarifiçation on Project Vintage, what operations did they commence. Yvonne Castillo, Economic Development Coordinator, responded that the chain link fence was removed, and the  Report. (C. Kurtz/Y. Castillo)  regarding confidentiality of weekly report andi its method of distribution.  holes filledi in. The For Sale sign was also removed. RECOGNITION AND ACKNOWLEDGEMENT  Recognition of service to the EDC Board of Directors, VP Demetrice Gonzalez. Demetrice Gonzalez was not in attendance, sO Director Gandy moved to item 4.  4) TREASURER'S REPORT  Treasurer will provide a financial update for the corporation.  Yvonne Castillo informed the board that there was not a Treasurer's Report for this month. Christian Kurtz informed the board that he spoke with Terry McCord with the City's Finance Department, and she will have both July and August reports available at the next meeting. Christian informed the board that the EDC's budget is complete. Director Gandy asked Christian about the refund from the tax office. Yvonne responded that the refund has not been received yet. Director Gandy asked if the payment to TexMix has been settled. Christian replied that he is still waiting on ai response from the. Attorney General's office. Christian will follow up.  5) REPORTS  At this time, the Board of Directors will consider regular reports which do not require action. Regular Reports could be reports. from the Cross-Committee Communications Group or the Liberty Hill Chamber of Commerce. They may be written or presented at the meeting. Steve Schiff, Chamber of Commerce President, provided the Chamber report. Mr. Schiffinformed the board that he was contacted by Liberty Hill Digest and wants to do an article on the entrepreneur program that he teaches at the high school. Mr. Schiffinformed the board that he would be reaching out to them to be a speaker this year for the entrepreneur program and  eventually become a mentor.  Liberty Hill EDC Meeting minutes  August 21, 2024  Page 2of6    Mr. Schiff informed the board that they currently have 297 members in the Chamber. The Chamber luncheon will be tomorrow: at Rockpointe Church at 11:30a a.m. There are only 271 tickets left for the Chamber Gala. The Chamber has received some incredible donations for the silent The Chamber is working on aj partnership with the Liberty Hill Education Foundation and Santa Rita Ranch for a 5k on December 14th, which is the same day as the City's Christmas Festival. The Chamber will be reaching out to the Mayor for a Proclamation for Liberty Hill Day. The Chamber is also working on the second coalition with the EDC on October 4th at] Rockpointe  auction.  Church.  REGULAR AGENDA  a) Discussion, consideration and possible action regarding the meeting minutes from the LHEDC Regular Meeting ofJuly 17, 2024. (A. Vaughan/E. Simpson) Director Baughn moved, and Director Vaughan seconded, to approve, as presented the LHEDC Regular Meeting minutes from. July 17,2024. Vote on the motion: Motion carried unanimously by a vote ofs 5-0-1. Ayes: Gandy, Duckworth, Vaughan, Hutton, and Baughn. Nays: 0. With Stillwell Abstaining.  b) Presentation and discussion from Lorie Vincent of Acceleration by Design Status report  regarding Targeted Marketing Campaign. (L. Vincent)  Lorie Vincent with Acceleration by Design provided ai marketing report. Lorie congratulated the Board for following the plan that was put into place a few years ago and went over thel board's accomplishments. Lorie went over the social media accounts that were discussed at the last meeting. A Facebook and LinkedIn account was set up. Onl LinkedIn the EDC already has 116 followers without any invites. Lorie also went over the number ofreactions from the LinkedIn announcements. The Facebook account has 25 followers. Lorie went over the types and number ofFacebook reactions. Director Stillwell asked who is in charge ofs SEO and managing? Yvonne responded that Golden Shovel was handling that aspect. Director Stillwell expressed her concerns that when she is doing searches for EDC and iti is showing up on the second page. Director Stillwell also had concerns about the cleanup that needs tol be done on Facebook and LinkedIn. Director Stillwell requested that EDC be spelled out Economic Development Corporation on the Facebook and LinkedIn pages. Director Stillwell also requested that the old EDC LinkedIn page be removed. Lorie recommended that more content be added to the social media pages over the fall before thel board begins to share the pages. Director Vaughan asked Lorie what the content strategy is. Lorie responded that the local content would come from the EDC team. Golden Shovel would put the content on that would be attractive to prospects on ai more national level that would Lorie went over the next steps for year three with outreach to target industries. There will be two campaigns running simutaneously through the fall. One campaign will bei in the retail and hospitality industries and the other campaign will be in the health and wellness industry. These campaigns will start in September and end in December. This campaign will be a combination of direct mail, social media, targeted ad and email blasts to a hot list in those industries. In. January  be relevant to Liberty Hill.  Liberty Hill EDCI Meeting minutes  August 21, 2024  Page3of6    the campaigns will switch over to more industry type businesses. Director Vaughan asked Lorie why the retailhospitality industry and health/wellness industry was selected. Director Vaughan asked Lorie about the measurable and ift the intention to drive awareness and reach. Lorie explained this was an introduction and gave examples oft the types ofbusinesses that will be  targeted.  c) Discuss, consideration and possible action on the Liberty Hill EDC Bylaws. (A. Gandy) Christian Kurtz informed the board that he is following up and making sure progress is being made. Christian recommended that the board take its time and get this right. Christian will forward to the EDC attorney the old bylaws and the newest bylaws and get their input. Christian will involve the board sub-committee when he has the conversation with the EDC attorney. This  item was tabled.  7) CONVENE TO EXECUTIVE SESSION  The LHEDC Board President will convene the EDC Board to Executive Session pursuant to Texas Government Code $551.071 - Consultation with Legal Counsel and Texas Government Code $551.087-E Economic Development Negotiations. Amy Gandy, EDC Board President recessed the Open Regular Meeting at 6:08 PM. Amy Gandy, EDC Board President convened the Exec. Session meeting at 6:08 PM. Amy Gandy, EDC Board President adjourned the Exec. Session meeting at 7:501 PM.  Amy Gandy reconvened the Open Regular Meeting at 7:50 PM.  Announced that there would not be action resulting from the Executive Session discussions.  8) RECONVENE TO REGULAR SESSION  The LHEDC Board President will reconvene the EDC Board to Regular Session following Consultation with Legal Counsel pursuant to Texas Government Code $551.071 and Texas Government Code $551.087 - Economic Development Negotiations.
