Members present were Mayor Keith Yarbrough, Mayor Pro Tem Arnie Kelley, Darrell Lunsford, Hope Hallmark, and Tim Wright. Travis Simon was absent. Others present were. Jack Brown, Myke Chandler, Tim Barton, Herbert Hancock, Ms. Stout, Charles Smith, David Godwin, GrantWorks, and. Jenny Frederick. Mayor Keith Yarbrough called the meeting to order at 5:06 P.M. Jack Brown led in prayer. There were no public comments. Jenny Frederick presented the minutes from August 12, 2024, and August 26, 2024. Arnie Kelley moved to approve the minutes from August 12, 2024, and August 26, 2024. Hope Hallmark seconded. All voted yea. There was no VFD report. Tim Barton presented the police report. There were 16 calls for service, 128 stops, 71 citations written, Myke Chandler presented the Municipal Court report. The court received at total of $9,982.70. The city David Godwin presented the annual city audit. The city is much healthier financially and has corrected all Arnie Kelley moved to accept the annual city audit performed by David Godwin, CPA. Darrell Lunsford Keith Yarbrough discussed having a vendor fair on the square through the Lion's Club. Discussion ensued. Mr. Hancock wants an MOU between the city and the Lion's Club before a vendor fair is set up sO both parties know who is responsible for what including liability, trash cleanup, security, etc. Item is Jack Brown discussed the utility clothing contract again. He recommends going with Cintas. Discussion ensued. Jacki is to find out ift they charge for added emblems, names, etc. Item is tabled. The council discussed who to award and the resolution to selected grant management firm for grant pre-application, application, and implementation services for the City of Garrison's 2025-2026 Texas Community Development Grant Fund Program as administered by the Texas Department of Agriculture. Ifapplicable, Entity's designated representative is authorized to negotiate and agree to a final fee on behalf of Entity. GrantWorks and Traylor & Associates both submitted packets to the City of Garrison for the 2025-2026 TXCDBG grant. Jenny Frederick, Jack Brown, Myke Chandler, and Tim Wright recommended GrantWorks based on the ratings sheet. Discussion ensued. Arnie Kelley made a motion to hire GrantWorks for the grant management firm for the 2025-2026 Texas Community Development 56 warnings, 0 arrest, 3 agency assist, 2 animal complaints, and 0 MVA. will keep $5,884.03, and $4,098.67 will be remitted to the state. prior findings. seconded. Hope Hallmark made a motion to accept "Resolution", authorizing the award of administrative service provider contract for the 2025-2026 Texas Community Jenny Frederick presented the proposed 2024 tax rates. The council could leave the taxes with no increase at $0.28631/$100, use the rollback rates of $0.29724 with a 3.5% increase in taxes, or have an election. Discussion ensued. Hope Hallmark made a motion to go to the rollback rate at a 3.5% increase, $0.29724. Darrell Lunsford seconded. All voted yea. The proposed rates will be run int the paper between today and September 22, 2024. The next council meeting will be on September 23, 2024, at5P.M.t to Charles Smith discussed with the council two alleyways on the property he is buying on Red Springs Road. He would like the city to give him both alleyways. Discussion ensued. He will return to the council Jack Brown presented the Superintendent's Report. A handout was presented to all council members. The city is revising water maps fort the Lead and Copper Rule Compliance through RVS. The Greenwood Sewer Project is set to start September: 1, 2024, and should be completed by December 31, 2024. They should start cameraing the sewer line this week. The ditches are being cleared on Linn Flat and trees are being removed from the fence at the sewer plant sO it can be repaired. The mini ex has been overheating. Some repairs have been done, but the radiator is still leaking. Jenny Frederick presented the Secretary's report. The city's total account balances were $911,837.65. The balance sheets, profit and loss statements, adjustments for the month, bank: statements and reconciliations for all accounts, and check details were provided. The sales tax report was not available Jenny Frederick presented the bills for approval. Hope Hallmark made a motion to approve paying the Tim Wright made a motion to adjourn the meeting.
