THEÇTYOF ELKHART  CITY OF ELKHART CITY COUNCIL  REGULAR MEETING MINUTES  March 20, 2023  6:00 pm  City Hall  A. CALLTO ORDER, PLEDGE, AND INVOCATION  Mayor Jennifer McCoy called the meeting to order at 6:00 p.m.  Present: Mayor Jennifer McCoy, Councilmember Tammy Baughman, Councilmember Lucia Butler, Councilmember Randy McCoy, Mayor Pro Tem Chuck Conner, Public Works Director Eric Clark, Billing Clerk  Sunshine Alcorta.  Absent: Councilmember James' Warren.  The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy.  B. PUBLIC COMMENTS No Public comments REGULAR AGENDA  Discuss, Consider, and Possibly Take Action Regarding:  1. Updates to sick leave policy.  Mayor Pro Tem Chuck Conner made a motion, seconded by Councilmember Tammy Baughman, to update Councilmember Lucia Butler made a motion, seconded by Councilmember Randy McCoy to approve option  the sick leave policy. All in favor, motion carried. 2. TML Health proposed rate increase.  2 for health insurance, ifa better plan is not found. All ini favor, motion carried.  D. PUBLICWORKS REPORT.  Public Works Director Eric Clark reported: 1. Received quotes for street repairs. 3. Pressure readings and color-coding hydrants Code Enforcement Nikki Farrell reported:  2. Mowing. E. MUNCIPAL COURT None reported. F. MAYOR REPORT  Mayor McCoy reported: 1. Easter event is this Saturday. G.
