THE SITYOF ZELKHART  CITY OF ELKHART CITY COUNCIL  REGULAR MEETING MINUTES  August 1, 2022  6:00 pm  First Methodist Church  A. CALL1 TO ORDER, PLEDGE, AND INVOCATION Mayor. Jennifer McCoy called to order at 6:01 p.m.  Present: Mayor Jennifer McCoy, Mayor Pro Tem Chuck Conner, Councilmember James Warren, Councilmember Lucia Butler, Public Works Director Eric Clark, Constable David Franklin, Billing Clerk Sunshine Alcorta, and  Citizen Connie Davis.  Absent: Councilmember Tammy Baughman and Councilmember Randy McCoy. Pledge of allegiance was followed by the invocation given by Constable David Franklin.  B. PUBLIC COMMENTS No Public Comments REGULAR AGENDA  Discuss, Consider, and Possibly Take Action Regarding: 1. Regarding the disposal on surplus items list on attachment A.  Councilmember James Warren made a motion, seconded by Councilmember Lucia Butler to allow Mayor Councilmember Lucia Butler made a motion, seconded by Councilmember James Warren to allow Mayor Councilmember Lucia Butler made a motion, seconded by Mayor Pro Tem Chuck Conner to schedule budget  Jennifer McCoy to disposal of surplus items as she sees fit. Motion Carried. 2. Authorizing Mayor Jennifer McCoy to destroy or sale any other surplus. Jennifer McCoy to destroy or sale all other surplus items.  3. Schedule budget workshop.  workshop on August 15th, 16th and August 24th if needed. Motion carried  D. PUBLIC WORKS REPORT  Public Works Director Eric Clark reported public works have repaired 17 leaks with ini the 7-day period. Request citizens to continue to be patients, the grounds are dry and continue to shift which is causing these leaks.  E. MUNICIPAL COURT None F. MAYOR REPORT None None  G.
