THECITYOF ZELKHART  CITY OF ELKHART CITY COUNCIL  SPECIAL MEETING MINUTES  July 11, 2022  5:30 pm  First Methodist Church  A. CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called to order at 5:38 p.m.  Present: Mayor Jennifer McCoy, Mayor Pro Tem Chuck Conner, Councilmember Lucia Butler, Councilmember Tammy Baughman, Councilmember Randy McCoy, and Interim City Secretary Jan Stuteville and Billing Clerk  Sunshine Alcorta.  Absent: Councilmember. James Warren  Pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy.  B. PUBLIC COMMENTS No Public Comments . COUNCIL WORKSHOP  1. Discussion concerning the EYAA contract renewal  Mayor Jennifer McCoy informed the Council of current water, sewer, and garbage charges for the past year. We  had their updated insurance information. Council is requesting their financial statements.  2. Discussion concerning ordinance related to the following.  A. RV Parks  Mayor Jennifer McCoy informed the Council that Ordinance 09022019-1 needed to be updated. Explain issues having with Songbird and how it is affecting other residents due to the amount of RV's. Recommended that we  amend that we follow the TCEQ guidelines as well as increasing the fees.  B. Council Relations  Policy was reviewed and no changes needed at this time.  D.
