CALL TO ORDER, PLEDGE, AND INVOCATION Mayor Jennifer McCoy called the meeting to order at 6:00 p.m. Present: Mayor. Jennifer McCoy, Councilmembers Lucia Butler, Randy McCoy, Mayor Pro Tem. James Warren, Councilmember Tammy Baughman, Sunshine Alcorta and Code Enforcement Tambara Farrell, Public Works Director Eric Clark and citizens Tom Ellis and Alan Gell. Absent: Councilmember Chuck Conner. The Pledge of Allegiance was followed by the invocation given by Councilmember Randy McCoy. B. PUBLIC COMMENTS No Public comments. REGULAR AGENDA 1. Building Permit fees. Discuss, Consider, and Possibly Take Action Regarding: Councilmember Lucia Butler made a motion, seconded by Councilmember Randy McCoy, to table until our Councilmember Lucia Butler made a motion, seconded by Mayor Pro Tem to move item 2 to item 7. Vote: 4-0 Mayor Pro Tem. Public Works Director Eric Clark reported on the following: closed out. Has been rectified and documentation provided. Code Enforcement Tambara Farrell reported on the following: animal cases including a dog bite case, removal of feral cats. Issues with the lift station; contractor on Hwy 287/19 hit a few water lines; updates to mowing & street repair. Update on TCEQ letter received March 2024 regarding corrective action from 2015 that was not completed or . MUNCIPAL COURT Updates on current code enforcement cases on Montgomery, Oakcrest, Hawthorne, Day Road. Updateson F. MAYOR REPORT Mayor McCoy reported on the following: Installed at playground. The Annual Easter Egg hunt will be on March 30, 2024. Butterfly display complete in City office; New equipment G. EMERGENCY MANAGEMENT REPORTS Emergency management Randy McCoy reported on the following: Down trees from rainstorm; update on building donated to EVFD by Diana Parker. H. CLOSED SESSION The council will convene into Closed Session pursuant to Section 551.074 of the Texas Government Code 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of. regarding personnel matters as follows at 7:10 p.m. Alan Gell RECONVENE INTO REGULAR SESSION Council reconvenes into Regular Session at 7:54 p.m. Discuss and take action on items discussed in Closed Mayor Pro Tem James Warren made a motion, seconded by Councilmember Lucia Butler to continue to pay $100 a month and per Mr. Gell's requested to withdrawal request for paid reimbursement. All future expenses will be pre-approved by Mayor according to city council guidelines. Vote: 4-0 unanimously. Session: COUNCIL COMMENTS fora 4th July celebration. K. APPROVAL OF MINUTES Councilmember Randy McCoy would like to invite Cody Wilson to our next meeting March 18, 2024 to get a price Councilmember Tammy Baughman made a motion, seconded by Councilmember Randy McCoy to approve minutes from January 2, 2024. Vote 4-0 unanimously.
