THECITYOF ELKHART  CITY OF ELKHART CITY COUNCIL  REGULAR MEETING MINUTES  January 2, 2024  6:00 pm  City Hall  A. CALL TO ORDER, PLEDGE, AND INVOCATION  Mayor Jennifer McCoy called the meeting to order at 6:00 p.m.  Present: Mayor Jennifer McCoy, Councilmember Lucia Butler, Councilmember Randy McCoy, Mayor Pro Tem James Warren, Councilmember Tammy Baughman, Sunshine Alcorta and Code Enforcement Tambara Farrell,  Public Works Director Eric Clark. Absent: Councilmember Chuck Conner.  The pledge of allegiance was followed by the invocation given by Councilmember Randy McCoy.  B. PUBLIC COMMENTS No Public comments. REGULAR AGENDA No Regular agenda items. D. PUBLIC WORKS REPORT.  Discuss, Consider, and Possibly Take Action Regarding:  Public Works Director Eric Clark reported:  1. Leak on 287 N and ACR 137, there is a junction of water line that Ti in, which was the location of the break. A 2. At Christmas we had a leak on W 294. New water lines were laid and existing taps being tied into new water  boil water notice was issued and rescinded since.  lines to prevent old lines from continuing to break and avoid issues moving forward.  E. MUNCIPAL COURT  Code Enforcement Tambra Farrell reported: 2. Had ai few dog calls, however, nothing major.  1. Cleaning up the cat problem. have captured 7 wild and 1 semi wild one today. Will continue to capture more  to resolve the issue.  F. MAYOR REPORT Mayor McCoy reported:  1. Santa pictures went well. BARC brought 5 dogs and 2 were adopted.  G. EMERGENCY MANAGEMENT REPORTS Emergency management Randy McCoy reported:  Nothing reported. H. CLOSED SESSION  The council will convene into Closed Session pursuant to Section 551.074 of the Texas Government Code 1. Discuss and take action if any, of employment, evaluation, reassignment, duties, discipline, or dismissal of.  regarding personnel matters as follows at 6:07 p.m.    THECITYOF ELKHART  CITY OF ELKHART CITY COUNCIL  REGULAR MEETING MINUTES  January 2, 2024  6:00 pm  City Hall  Sunshine Alcorta.  RECONVENE INTO REGULAR SESSION  Council reconvenes into Regular Session at 6:21 p.m. Discuss and take action on items discussed in Closed Councilmember Lucia Butler made a motion, seconded by Councilmember James Warren to hire Sunshine  Session:  Alcorta full time at current pay effective. January 4, 2024. All in favor, motion carried.  COUNCIL COMMENTS None K. APPROVAL OF MINUTES  Councilmember Tammy Baughman made a motion, seconded by Councilmember Lucia Butler to approve minutes  from December 4, 2023. All in favor, motion carried.
