CALLTOORDER With a quorum present, the Regular Meeting of the City of Elkhart City Council was called to order by Mayor. Jennifer McCoy at 6:00 p.m. at the First United Methodist Church, 202 West Parker Street, Elkhart, Texas 75839. Present: Mayor. Jennifer McCoy, Mayor Pro Tem Raymond Dunlap, Councilmember Lucia Butler, Councilmember James Warren, Councilmember Chuck Conner. Public Works Director Eric Clark, Code Enforcement Officer Biff Knight, and City Secretary Ami Ashworth Councilmember Daryll Faulk Absent: B. PUBLICCOMMENT None REGULARSESSION 1. Discuss and take action, if any, on permanently closing alley between 112 W Parker and 114 W Parker. Motion was made by Councilmember Conner, seconded by Councilmember Dunlap to close the alley between 112 W Parker and 114 W Parker permanently. Upon vote, the motion carried unanimously with a vote of 4-0. 2. Discuss and take action, if any, on updates regarding reinstituting the Elkhart Police Department. Motion was made by Councilmember Dunlap, seconded by Councilmember Butler to take no action. Upon vote, the motion carried unanimously with a vote of 4-0. D. CLOSED SESSION Mayor McCoy convened into Executive Session at 6:21 p.m. Pursuant to Section 551.072 of the Texas Government Code, to discuss high bids received for resale property as follows: 1. Tract 16C, BLK 952-5, Joseph Hertz, A-31, 2.18 Acres 2. Tract 26 & 27, Blk 953, William Frost, A-25, and Tract 1, Blk 952-4, 3. Tract 13 & 14, BLK 952-2, Joseph Hertz, A-31, 0.188 Acres. RECONVENE INTO REGULAR SESSION Mayor McCoy reconvened into regular session at 6:36 p.m. Discuss and take action, if any on matters discussed in executive session. 1. Tract 16C, BLK 952-5, Joseph Hertz, A-31, 2.18 Acres. Motion was made by Councilmember Dunlap, seconded by Councilmember Conner to deny the high bids received for resale property. Upon vote, motion carried 2. Tract 26 & 27, Blk 953, William Frost, A-25, and Tract 1, Blk 952-4, Joseph Hertz, A- unanimously with a vote of4 4-0. 31, 0.86 Acres. Motion was made by Councilmember Dunlap, seconded by Councilmember Conner to deny the high bids received for resale property. Upon vote, motion carried unanimously with a vote of 4-0. 3. Tract 13 &1 14, BLK 952-2, Joseph Hertz, A-31, 0.188 Acres. Motion was made by Councilmember Dunlap, motion was not seconded; motion failed. Motion was made by Councilmember Butler, seconded by Councilmember Dunlap, to accept the high bids received for resale property. Upon vote, motion carried with a vote of 3-0. Councilmember Conner abstained. F. PUBLICWORKS DIRECTOR'S REPORT Public Works Director Eric Clark gave an update on completed, pending, and future projects. G. MAYOR'SI REPORT seniors drawing: Mayor McCoy gave an update on Finances. APPROVAL OF MINUTES 1. Minutes of May 04, 2020 Motion was made by Councilmember Conner, seconded by Councilmember Warren to approve minutes with changes. Upon vote, motion carried unanimously with a vote of 4-0. . ADJOURN p.m. Motion to adjourn was made by Councilmember Butler seconded by Councilmember Conner.
