1236 MINUTES OF THE CITY COUNCIL WORKSHOP AND MEETING Monday, August 26, 2024, at 5:30 p.m. The Decatur City Council workshop was called to order by Mayor McQuiston at 5:30 p.m. and declared a moment of silence. Mayor McQuiston led the pledge. Those in attendance included Mayor Mike McQuiston and Council members: Eddie. Allen, Will Carpenter, Darlene Hilton, Debra Jackson, Melinda Reeves, and Jake Hayes (arrived at 5:50 p.m.) Staff members present: City Manager Nate Mara, Police Chief Delvon Campbell, Division Chief of Operations Jeffry Smith, Chief Building Official Wayne Smith, Public Works Director Greg Hall, Human Resources Director Judi Conger, Accounting Supervisor Jennifer Summers, IT Specialist Herandi Martinez and Joe Wyatt, City Secretary Asucena Delgado, City Attorney Pam Liston, and Austin Jackson representing the Wise County Messenger. WORKSHOP 5:30 p.m. DISCUSS AND PROVIDE APPROPRIATE DIRECTION TO STAFF REGARDING DESIRED City Manager Mara presented a draft of a map showing the expanded TIRZ which included downtown as well as portions of property along U.S. 380, U.S. 81/287 and U.S. 81 Business. In terms of property value, the drafted TIRZ district would cover 31.8 percent oft taxable value in the city. The identified property is $396 million of the city's total $1.24 billion, which is below the 50 percent statutory limit. The concept of a TIRZ is that there's no impact to the current taxpayers and once completed it would be collecting portions of the taxable value dedicated to a fund for infrastructure purposes in the district. Mayor McQuiston the inclusion of the downtown area would promote important improvement projects and opportunities for infill. Councilmember Reeves requested to include portions of Main Street and Walnut Street within the TIRZ district.
