SESSION SEPTEMBER 9, 2024 The meeting was called to order at 6:00 PM by Mayor Marc Covington. The invocation was given by Eugene Brown. All present participated in the Pledge of Allegiance. Roll Call: The Council Members present were: Mr. Richard Lattier, Mr. Danny Medlin, Mr. Paul Barber, Mr. Eugene Brown and Ms. Stormie Combs Open Discussion: Mayor Covington asks that we could hold off on open discussion til after the first agenda item was discussed, sO that Mr. White would not have to sit and wait. Approval of the Previous Minutes: Mr. Eugene Brown made a motion to approve the minutes of August 12, 2024 Regular Session Council Meeting and August 27, 2024 Special Session Council Meeting ad Mr. Danny Medlin second. The vote was unanimous. Agenda Item One Discuss Bids on Water Project-Mayor Marc Covington Mayor Marc Covington let everyone know that the city had put out for bids on the water tanks for the new: system. Mr. Landon White from Hayes Engineering went over the different bids that the city got and asks if the city wanted to go with the 100,000 tank or 50,000 tank. There were three different bids sent in and ranged with different prices. Mr. White mentioned that they had done work with the Tank & Vessel Builders before and the do a good job. They havea bid @ 264,000 which would include tank painted, sealed and flanged along with the foundation. Mayors aski if the council approved on this company. Mr. Eugene Brown made motion to approve and Mr. Richard Lattier second. All were in favor. Open Discussion: Mayor opened the floor for discussion from residents. Ms. Julie Grier-wanted to let council know that she feels safer now where lives due to having Chief Rathbun. She mentioned that she believes he is what is needed here and has done a lot of Mr. & Mrs. Stuckey- Mrs. Stuckey says she does not support the chief. That there is still al lot of crime, lots of people driving fast on FM 1844. Mentioned that he could be in different places stopping people. Mr. Stuckey mentioned that he was on Hwy 300 and seen the chief and 5 cars Mr. Terry. Johnson-lives on Main St., supports the chief. He sees the chief stopping cars all over. Hei told the citizens how they know the old police department used to be a joke. The chief fnow Ms.. Jo Popma- wanted to give the chief a special thank you fori the 4th of July gathering. It brought lots of people int the community out. The parade was awesome, and the firework show was the best one yet. This all came about because of the Chief. She let them know she supports Clay Voyles- wanted to go over: something that was discussed a couple meeting ago. Iti is something over closed meetings. He read off sect. 551.103 and sect. 551.071. He says once again that the closed meeting has to be recorded and says we just need to abide by thel law. Agenda Item Two: Revisit Social Media Policy And City Council Procedure to Be Approved - Mayor asked ift they needed to take home again and look at and make changes. Mr. Eugene Brown asked didn'tthey discuss this last month. Mayor mentioned that it was tabled the last meeting. Mr. Eugene Brown said, "That het thought this needed tol be voted on to make ita policy instead of waiting." Mayor asked if they wanted to vote on it. Mr. Eugene Brown made motion to approve each and Mr. Paul Barber second. Vote was unanimous. Agenda Item Three: Revisit discussion on Removing Old Meters and Lines Being Replaced- Mayor got with Bobby on what was discussed. Mentioned that every meter that has sit in the ground for 6 months the meter will be pulled. If the lines are 15yrs old or older the lines will have to be replaced. If on a line less than 15yrs no new line will have to be put in. If active good account, city will fix al leak that is on city side. RV'sa and tiny Homes and mobile homes will have to go by TCEQ requirements. If you have a shop with al bathroom you will not need a new meter Mr. Richard Lattier made motion to approve and Ms. Stormie Combs second. Judge-Mayor Marc Covington Mayor let council know that they have two that have said they would like to be. Judge for the City. Judge Atkinson and. Judge Blalock. There was sheet given showing information about each. Judge. Judge Blalock only bilingual judge, $400 per court session, has been a judge for several cities and at this time judge for Big Sandy.. Judge Atkinson, al lawyer, $500 per court, traffic judge for Ms. Stuckey suggested that we choose Mr. Atkinson since he is a lawyer and says he knows the Ar motion was made to use. Judge Blalock by Mr. Eugene Brown and Mr. Richard Lattier second. White Oak and Lakeport ati this time. Mr. Eugene Brown recommended Judge Blalock. law more. Another citizen suggested we use Ms. Blalock. Vote was Unanimous. Agenda Item five: Approve 2024-2025 Budget-Mayor Marc Covington Mayor asks for approval oft the 2024-2025 budget. Mr. Danny Medlin made motion to accept and Mr. Richard Lattier second. Vote was unanimous. Agenda Item Six: National Night Out-Mayor Marc Covington National Night Out is October 1sta and Mayor asks which council members or all wanted to participate with it. There will be chopped beef sandwiches and hot dogs, chips and water. Ms. Stormie Combs offered to help with it and Mr. Danny Medlin. Ms. Stormie Combs made motion for participation and Mr. Danny Medlin second. All were in favor. Agenda Item Seven: Adjournment Mr. Eugene Brown made motion to adjourn and Mr. Danny Medlin second. All were in favor. After adjourned one resident spoke up that he didn't get to speak and wanted to say a few words.
