HEAR PRESENTATION FROM LIBERTAS DECATUR, LP REGARDING A POTENTIAL DEVELOPMENT AGREEMENT WITH THE CITY OF DECATUR FOR DEVELOPMENT OF 200 ACRES OF REAL PROPERTY INCLUDING POTENTIAL ANNEXATION OF OVER 125 ACRES OF REAL PROPERTY CURRENTLY LOCATED IN THE CITY'S Mindy Caney informed the Council that under the terms of the agreement, Libertas would annex the entirety of the property to the city limits. It will be a single family development and are requesting there be a special purpose district. This district will be created toi finance infrastructure, water, sewer, drainage, and road facilities and will be a taxing entity. The development team is requesting al Municipal Management District be allowed. The district is its own political subdivision and run by a five-member Board of Directors. Financial advisor Ryan Nesmith informed Council developers would be able to allocate significantly more funding toward a wastewater plant, a potential $6-7 million could be given toward the treatment plant.
