Haboz MINUTES Aransas Pass City Council Workshop Meeting Wednesday, September 10, 2024 at 5:30 pm City Hall - Council Chambers 600 W. Cleveland Blvd., Aransas Pass, Texas 78336 sas 1. Call to Order and Certification of a Quorum Mayor Pro Tem Carrie Scruggs called the Aransas Pass City Council Workshop Meeting to order Council Members present: Mayor Pro-Tem Carrie Scruggs, Council Members Jason Knight, and J.R. Haskins. Mayor Ram Gomez and Council Member Joe Dominguez were absent. Staff present: City Manager Gary Edwards, City Secretary Kandice Garrett, Police Chief Eric Blanchard, Finance Director Sandra Garcia, Planning Director Brenda Joyas, and Public Works at 5:30 p.m. With Council Members present, a quorum was established. Director David Flores. Invocation 2. There was not an invocation. 3. Pledges There were no pledges. Announcements 4. There were no announcements. Citizen Communication 5. There was not any citizen communication. Staff Reports and Other Discussion Items Manager and Jesse Lamb) 6. a. Proposed RV Park outside the city limits with City water/sewer provisions (City Planning Director Brenda Joyas presented this item to Council stating Mr. Lamb's request for water/sewer provisions be extended to his property and that he is willing to be annexed at a future date possibly under a development agreement. Mr. Lamb is willing to cover the cost of the extension to his development if approved. Jesse Lamb stated his intent is to install a two-inch force main back to the sewer at Whispering Pines and then a six-inch main off of the eight-inch at the elementary Workshop City Council Meeting Minutes = September 10, 2024 Page 1of2 school. There are two fire hydrants in the area, and he is approximately eight hundred feet outside the city limits. By recommendation, he wants to go under the road in front of the school to minimize disturbance to the road and parking lot. After much further discussion, it was decided to move forward with a possible development agreement at the next workshop meeting in October. b. Con Brown Harbor docking rates (Councimember Knight) Councimember Knight presented this item and his concern for the need to update the docking rates. He suggested the docking rates be updated from the current ordinance and increased to eighteen ($18) per hour after the first two hours of docking. There was further discussion from Councimember Scruggs and City Manager Gary Edwards and the need for the Harbor Master toh have more of a full-time presence for fee collection. It was decided by Council to update the ordinance and bring it back at ai future regular meeting. C. Mowing on city properties (Councimember Knight) Councilmember Knight presented this item and the need for a more routine mowing schedule especially at Conn Brown Harbor. He recommended that Memorial Tower grounds get mowed once per week and the rest of the Harbor twice a month during growing season. City Manager Gary Edwards informed Council that he has tasked Juan with the responsibility to keep the Memorial Tower area mowed more frequently and that it takes approximately at full week to mow the entire Harbor. There was also mention of a new mower coming and Councimember Knight stated he would get with Public Works Director David Flores for scheduling routine mowing. 7.
