Antonio, Texas, 78260.  1. 2. 3. 4.  Commissioner Wilkinson called meeting to order at 6:00 PM and a quorum was established by roll call. Robert Moss, David Diharce, Ray Wilkinson, George Drew, and John Kirk were  present at roll call. Citizen Comment. None. 2nd. Commissioner Moss. MOTION PASSED: 5/0 in favor. BCESD No. 3 Financial Reports:  Welcome and recognition of citizens. None.  Reading and approval of minutes for the regular meeting conducted on August 13, 2024. MOTION: Commissioner Diharce made motion to accept the minutes for August 13, 2024.  5.  a.  Discuss/take action on monthly financial report. Commissioner Moss presented the MOTION: Commissioner Kirk made: motion to accept financial report as submitted  financial report for month of August 2024. for the month of August 2024. 2nd. Commissioner Moss presented August expenditures in the amount of $229,744.88. MOTION: Commissioner Moss made motion to approve the. Discuss proposed banking relationship with Amegy Bank. Commissioner Kirk proposed adding Amegy Bank as a third banking option for BCESD No. 3. Adding Amegy Bank as a banking partner would provide more options for better interest rates, services and credit Monthly activity and performance report from Fire Chiefo or representative; discuss/take action as appropriate. Fire ChiefDustin Beaudoin presented the BBFD Incident August 2024 Emergent calls = 300, with overall average on-scene at 6:11 minutes. 2024 YTD Emergent calls = 2,176 with overall on scene at 6:07 minutes.  cards. Discussion was held. No action taken.  6.  BCESD No. 3I District Territory Report:  a.  Reporting System Emergent Responses for 8/1-31/24.  1/3    2023 YTD Emergent calls = 2,033 with overall on scene at 6:281 minutes. Monthly report on City of San Antonio (COSA)U.S. Hwy 281 North Commercial Corridor within Bexar County ("Annexed Territory"); discuss/take action as appropriate. Fire Chief Beaudoin reported SAFD Emergent calls in the US Hwy 281N Commercial 13 Emergent San Antonio Fire Department calls in the US HWY 281N corridor. Receive report on BBFD Station(s) 103, 104, 105, and 106; discuss/take action as appropriate. Chief Beaudoin reported the State of Texas deployment by BBFD firefighters ended with ai total of 28 days. Station 103 plans are under review with third parties, with approximately a 75% completion rate. Station 103 project schedule includes sending out contractor bids in October, opening sealed bids in November and talking to possible lenders as soon as possible. RFPs for architectural services for Station 104 addition will be sent out in October. Station 105'sroofcontinues to have issues which will require an additional repair and inspection. Annual Pancake Breakfast will be held  b.  Corridor for the month of August 2024. 12 BBFD arrivals prior to any cancellation. 761 billable Emergent calls YTD.  C.  on! Executive Session - The following may be discussed in Executive Session and Action Taken in an Opening Meeting Session under Section 551.071 oft the Texas Open Meetings Act: Consultation with Legal Counsel regarding Matters in which the Duty ofLegal Counsel to Bexar County Emergency Services District No. 3 under the Texas Disciplinary Rules of] Professional Conduct ofthe State Bar ofTexas Clearly Conflicts with the Act. Discuss Interlocal Agreement between the City of San Antonio (COSA) and the BCESD No. 3 to provide for Firefighting and Emergency Services in the U.S. Hwy 281 North Status report/updates on BCESD Association. Executive Director Bialick reported Bexar County Hospital District sent out RFPS for ambulance service contracting without all stakeholders offering input. ESDs and Bexar County Sheriffs Office are requesting new Final vote to adopt an Order: setting the 2024 Tax Rate for BCESD No. 3j property to MOTION: Commissioner Moss made. motion that the Property Tax Rate be increased by the adoption ofal Property Tax Rate of $0.065493, which is effectively a 6.9 percent increase over the No New Revenue rate of $0.061262 and that the BCESD No. 3 Board approve the attached Order No. 2024-01 dated September 10,  Commercial Corridor Area annexed by COSA.
