Minutes ofTown Council Meeting February 20, 2018 (Rescheduled from February 13,2018) Glasgow Public Library Council Members Present: Sonny Williams, Andy Ryan, Mike Turner, Andrea Bradley, Also Present: Town Manager Bill Rolfe, Mayor Ruby Clark, Town Attorney Tommy Greg Hartbarger, Monica Dock Simons, Town Sgt. Poole, Town Treasurer Steven Drasye Absent: Sr. Admin. Assistant Jane Higginbotham, Sgt. Angel Poole Guests Present: Reese McClanahan; Boyd Walker; Larry Mayo with the Glasgow Rescue Squad; Mike Watts with the Glasgow Fire Department; Lisa Perry with The Thel Pledge of Allegiance and al brief prayer were led by Mayor Ruby Clark. Review of Minutes: Motion by Sonny Williams and Seconded by Andrea Bradley to approve the minutes for Regular Council Meeting January 9,2018. Carried unanimous voice vote. Consideration of] Bills: None. Police Report: Town Manager Bill Rolfe gave the Police Report in Town Sgt. Poole's absence. Town Manager Rolfe stated Sgt. Poole had 21 calls for service; 641 miles; eight (8) citizen assists; four (4) warrants/rrests; four (4), protective orders; nine (9) traffic summons and two (2) warnings; eight (8) business checks. Town Manager Rolfe stated Sgt. Poole is still working on inoperable vehicles and the buzzards. Treasurer Report: None, None. Commitee/Commision Reports: 2 Annual Reports from Glasgow Fire Department and Glasgow Rescue Squad: A. Glasgow Fire Department. Annual Report was given by Fire ChiefMichael B. Glasgow Rescue Squad. Annual Report was given by President Larry Mayo. A. Abandone/Unocupied Property. Town Manager Bill Rolfe stated the second letter has been sent out to owners giving them 30 days to respond to Town Council with a plan ofaction. Town Manager Rolfe stated this discussion will be continued at the March 13, 2018 Town Council meeting. B. Sewer Rehab Project. Town Manager. Bill Rolfe stated bids will be open on C. RFP for Recreational Services. Town Manager Bill Rolfe stated proposals are D. Multi-Use Path Project. Town Manager Bill Rolfe stated engineers have to submit 50% oft the plans to VDOT. Town Manager Rolfe stated hel has talked to VDOT and they are in agreement with thej plans. Town Manager Rolfe stated E. Proposed Ordinance for Use of GolfCarts. Town Attorney Tom Simons handed out the state law regarding use of golf carts in' Town. Town Attorney Simons also handed out Buena Vista's ordinance on golfcarts. Town Manager Bill Rolfe asked Council to look these over: for discussion at the March 13, 2018 Town Watts. Old Business: March 1,2018 @2:00PM. due by March 1, 2018 by 4:30 PM. Draper Aden will submit the plans. Council meeting. New Business: A. Presentation from the Landmark Group Regarding Skyline Manor. John Stilner and Sam Sari with the Landmark Group gave their plans for renovation to Skyline Manor. The firm will be using a VDHA loan to finance the work. Town Council agreed inj principal to the work. This discussion will be continued at the March B. Mohawk Industries Gift ofTen-Station Fitness Center at Knick Field. Town Council agreed to the ten-station fitness center at Knick Field. Town Council authorized Town Manager Bill Rolfe toj purchase a 3-point hitch, a 12" auger and an 18" auger for $1,029.97 for the tractor to assist in drilling all the holes necessary for this project. Town Manager Rolfe stated Mohawk and some Boy C. Business Owner Request tol Purchase Town Property. Town Council agreed to the purchase from a local business owner oftwo (2)1 Town lots that adjoin his business. Councilor Greg Hartbarger will speak with the business owner ofhis intentions and report back to Town Council at the March 13, 2018 Town Council D. RoofRepairs to WWTP) Laboratory. Town Council awarded the bid to Seaman & Son in the amount of $2,900.00 to repair the roof at the WWTP lab. E. Music in the Park/Beer Garden. Town Manager Bill Rolfe stated citizens are asking to start having Music in the Park again.
