Jane Higginbotham Guests Present: Public Works Chris Flint, Carolyn Bradley with the News-Gazette, Natalie Harris, Jimm, Emore, Shane Watts, Boyd Walker, Jimmy Emore The Pledge of Allegiance and al brief prayer were led by Mayor Ruby Clark. Mayor Ruby Clark called the meeting to order at 7:00 PM. Presentation: to present the FY18. Audit. Review of Minutes: Reports and Updates: Mr. James Kelly was the lead Auditor from Robinson Farmer Cox (RFC) and he was here No motion was made on the June 11, 2019 minutes since there was no quorum. A. Committees/Commissions/Stat: Reports 1) Parks and Recreation Committee. Town Manager Eric Pollitt stated the first Movies in the Park was. held on July 13th at the Farmers Market. He went on tos state the event had great turnout ofover 40 people. There was some miscommunication about the hotdog stand on behalf of the Ruritans. Town Manager Pollitt stated Ruritans President Beth Catala had assured him this would not happen again and would like to partner with the Town at the next 2) Police Report. Chief Angel Poole stated shel had 37 calls for service; 597 miles; 32 citizen assists; four (4) warantArrestuvenile petition served for other departments; four (4) warnings; eight (8) business checks. ChiefPoole stated the first Movies in the Park was. held Saturday, July 13,2019 with about 45 people attending. ChiefPoole stated the next Movies in the Park will be held Saturday, August 10, 2019. ChiefPoole stated the Music in the Park will be held on Saturday, August 31, 2019. Chief Poole. stated she is still watching the buzzards. ChiefPoole stated she is continuing work on inoperable movie event. 2 vehicles. ChiefPoole stated she is working with the contractor on the design for the new pavilion at Locher Field, as well as working with the electrician. a. FY2020 YTD Budget Report. Town Manager Eric Pollitt stated Town Council has a copy oft the revised budget report in its new: format. He asked the Council ift they had any questions, hearing none. He statedif 3) Treasurer Report. they do have questions to contact him. 4) Town Manager Report. a. SERCAP Project. Over twenty (20) property owners have signed up for the program. We are projected to not use all $40,000 on these 20 properties sO we have asked SERCAP about the possibilities ofusing excess monies to upgrade our sewer system and/or equipment. We are waiting to hear back from SERCAP on excess grant monies. An updated b. Old Carnival Grounds and Events Venue Update. As I've mentioned in previous Town Manager reports, the deed of gift has officially been signed. Angel is working on getting a design for the stage/pavilion along with a quote which would include materials and construction. Chris has reached out to a couple of electricians for quotes on electrical work. A budget has been provided in your packet for the project. budget will be provided next month. 5) Planning Commission. Town Manager. Eric Pollitt stated he would like for the Planning Commission to start meeting once a month. Town Manager Pollitt stated he would like for the Planning Commission to start work on the abandoned properties. He went on to state ifaction. needed to be taken which required money or legally that it would be brought before Council. B. Old Business Updates 1) Abandoned Properties. Town Manager Eric Pollitt provided three (3) quick Jon: "The house at 1515 7th Street is a dilemma. Iam having problems getting the owner to respond to my calls. In addition to the condition oft the house, he owes back taxes. The property should not be torn down, but Iam not sure. how toj put more pressure on him other than toj push on the delinquent "The property at 605 Shawnee needs to be torn down. We need to set al hard deadline for him to do that, but must have a plan inj place to remove it ourselves if! he doesn't. Ihave asked a contractor for an estimate, but need to be able to get into the house tol have an asbestos inspection performed. Ihave asked Tom how to do that and received: no response. Scheduling Council Work Session H. Public Comment Guidelines Public Comment: A. Boyd Walker. Mr. Walker started off discussing his concerns over dilapidated houses in Town. He mentioned a house around the 12th block on Anderson and 605 Shawnee. Then before the end ofhis time he brought up speeding on Fitzlee Street requesting more time to be spent trying to catch speeders on this street. Mr. Pollitt informed him his time was up and thanked him for coming. Mr. Walker said he had more to discuss. Mr. Pollitt followed up by saying he could come by Town Hall during business hours any time to discuss any concerns he has. Motion by Aaron Britton and Seconded by Andy Ryan to adjourn.
