The September 2024r meeting of the Wise County Planning Commission was held on September 16, 2024, in the boardroom of the Education Center at the Wise County Chairman Houchins opened the regular session of the meeting at 5 pm. Minutes: Michael Hatfield made a motion that the minutes of the August 19 and 27, 2024, meetings be approved as presented. Joseph Morton seconded the motion. All voted aye, no one opposed. The August 2024 minutes are approved as submitted. Chairman Houchins opened the public hearing of tonight's meeting. Case No: PC24-07 Natasha Lee gave the Commissioners background information for this case. This is a request for a rezone of Parcel 017144 from an R-2 to a B-2 for a Dollar General Store. There are currently B-2 and B-1 properties located around the proposed parcel. Public sewer, water, and power are currently available for the parcel. JMB Investment Company, LLC has committed to complying with all zoning requirements as well as any VDOT entrance requirements. Zoning staff recommends approval of the request given Tim Dunaway of 1002 Roswell Rd, Knoxville, was present to answer questions at the podium. Mr. Dunaway stated Dollar General was looking for a location to place their store when they became interested in Parcel 017144. They would like to buy other surrounding properties as well if the property owners would like to sell. He stated JMB would also like to close the alley connected to the property. They spoke to Karen Mullins regarding the possibility of an alley closure and obtained the necessary form to be signed by adjoining neighbors for the Board of Supervisors. Tim Dunaway stated they are willing to complete all requirements of VDOT and the county to complete the project. He mentioned GEO Tech was already preformed at the property with the the success of other B-1 and B-2 zones in the area. consent of the seller. Chairman Houchins mentioned that VDOT will require an entrance permit due to the congestion of the area. Dunaway said he will be sending the preliminary layout to VDOT. Chairman Houchins asked if the project would continue should VDOT not grant the right of way to which Dunaway stated he does have a backup plan should there be any issues. He noted each plan keeps stormwater in mind and will have that portion reviewed by the county. Chairman Houchins made note that school causes an increase in traffic in the area. Tim said they will be tying the entrance to 29th Street if approved and that any driveways impacted would be repaired by JMB. Mike noted that the proposed entrance is across from the roadway which may be favorable. There being no Chairman Houchins noted the Planning Commission was for a Conditional Rezoning while the application asked for a Rezoning. This was due to a Zoning Ordinance Amendment. Chairman Houchins plans to review with the Wise County Zoning Administrator, Jimmy McElrath, to determine appropriate steps prior to Board Approval. There being no further discussion, Chairman Houchins closed the public hearing and Michael Hatfield made a motion to approve the request with the understanding that it may require a traditional rezoning rather than conditional.
