CITY OF WESTMINSTER PLANNING AND ZONING COMMISSION MEETING SUMMARY Thursday, May 16, 2024, at 7:00 p.m. In-Person Meeting and broadcasted live on the City YouTube Channel I. Call to Order A meeting of the City of Westminster Planning and Zoning Commission was held, and broadcast live on the City YouTube Channel, on May 16, 2024, at 6:00 p.m. Chair Tom Beyard, Vice Chair Lyndi McNulty, Commissioner Kevin Beaver, Commissioner Jay Voight, and Councimember Hoff (Ex Officio) were present. Senior Planner Andrea Gerhard and Attorney Lynn Board were also present. Chair Beyard opened the meeting at 7:00 p.m. Guest: Mr. Price Wagoner with Carroll County Planning Department II. Approval of Minute Summary - March 21, 2024, and April 18, 2024 Chair Beyard requested a motion to approve the meeting summary of March 21, 2024, and Motion: Vice Chair McNulty moved to approve the meeting summary of March 21, 2024, and April 18, 2024. Commissioner Beaver seconded the motion. The motion passed 5-0. April 18, 2024. III. New Business and Annexation Plan Item A: Annexation No. 77, Covington Properties; Annexation Resolution No. 24-03; Chair Beyard opened the Public Hearing at 7:02 p.m. Senior Planner Gerhard provided the staffr report (Annexation Resolution 24-03, approving Annexation No. 77 Covington Properties; Annexation Resolution No. 24-03 and adopt annexation plan for Annexation No. 77). Senior Planner Gerhard responded to questions posed regarding Annexation No. 77 from the Motion: Commissioner Voight moved, seconded by Vice Chair McNulty that the City of Westminster Department of Community Planning and Development on behalf of the Westminster Planning and Zoning Commission forward Annexation Resolution 24-03, Covington Properties Annexation (Annexation No. 77), to the City of Westminster Mayor and Common Council with a favorable recommendation. The motion passed 5-0. commission. Chair Beyard closed the Public Hearing at 7:11 p.m. Item B: Carroll County Liaison Report clarification posed by the Commission. IV. Old Business The Commission was given the Carroll County Liaison Report by Price Wagoner. Mr. Wagoner noted that this would be his last meeting. Mr. Wagoner responded to questions of Chair Beyard noted that a Special Planning and Zoning Commission meeting has been scheduled for Wednesday, May 29, 2024, at 6:30 p.m. The meeting will be held in person. Chair Beyard also noted that starting in June 2024, all regularly scheduled meetings of the City of Westminster Planning and Zoning Commission would begin at 6:00 p.m. V. Information Item Senior Planner Gerhard noted the opening of the City of Westminster Farmer's Market is scheduled to open the 2024 Season on Saturday, May 18, 2024, and run through the Saturday prior to the Thanksgiving holiday, from 8:00 a.m. until 12:00 p.m. at the Conaway Lot (27 Railroad Avenue, Westminster, Maryland, 21157). VI. Planning Commission and Public Comments There was no information item to come before the commission. VII. Adjournment Motion: Vice Chair McNulty moved and seconded by Commissioner Voight to adjourn the meeting of May 16, 2024. The motion passed 5-0. Chair Beyard adjourned the meeting at 6:25 p.m. hob.
