CITY OF WESTMINSTER MEETING SUMMARY SPECIAL PLANNING AND ZONING COMMISSION Wednesday, May 29, 2024, at 6:30 p.m. In-Person Meeting and broadcasted live on the City YouTube Channel I. Call to Order As special meeting oft the City of Westminster Planning and Zoning Commission was held, and broadcast live on the City YouTube Channel, on May 29, 2024, at 6:30 p.m. Chair Tom Beyard, Commissioner Jay Voight, and Councilmember Hoff (Ex Officio) were present. Vice Chair Lyndi McNulty and Commissioner Kevin Beaver were absent. Director of Community Planning and Development Mark Depo was also present. Guests: Mr. Bill Mytsak, for LMA 24-02 Mr. Martin Hackett for ZMA 24-01 Chair Beyard opened the meeting at 6:30 p.m. II. New Business Item A: Introduction of Local Map Amendment LMA 24-02 Chair Beyard requested Director of Community Planning and Development Depo provided the staff report on the introduction of Local Map Amendment LMA 24-02 (Sunny Place Condominiums), a Local Map amendment superimposing the Compatible Neighborhood Overlay Zone over certain real property located at 222 E. Green Street zoned R-7,500 Residential Zone to construct two 24-unit multiple family structures for a total of 48 dwelling units. Director of Community Planning and Development Depo provided clarification on the process the Planning Commission will following as they discuss Item A: Introduction of Local Map Amendment LMA 24-02 and Introduction of Zoning Map Amendment LMA 24-01. The Commission discussed the proposed site plan and the architectural components of the plan atl length. The Commission heard from Mr. Bill Mytsak on behalf of LMA 24-02, addressed the Motion: Councimember Hoff moved, seconded by Commissioner Voight that the proposed Zoning Map Amendment LMA 24-02 as introduced for consideration to the Planning and Zoning Commission on May 29, 2024, and schedule LMA 24-02 for a Work Session. The Commission with their plans for the property and the project. motion passed 3-0. Item B: Introduction of Zoning Map Amendment ZMA 24-01 Director of Community Planning and Development Depo provided the staff report on the introduction of Zoning Map Amendment ZMA 24-01, a Zoning Map amendment reclassifying certain real property located in the southeast quadrant oft the intersection of Maryland 140 and Pennsylvania Avenue from the R-7,500 Residential Zone toi the Planned Development-9. Zone to construct 20 two-over-two dwellings for a total of 40 dwelling units. The Commission discussed at length the introduction of Zoning Map Amendment ZMA 24-01. The Commission heard from Mr. Martin Hackett on behalf of ZMA 24-01, addressed the Commission with their Motion: Commissioner Voight moved, seconded by Councimember Hoff that the proposed Zoning Map Amendment ZMA 24-01 as introduced for consideration to the Planning and Zoning Commission on May 29, 2024, and be schedule for a future City of Westminster Planning and Zoning Commission Work Session Meeting. The motion passed 3-0. plans for the property and the project. III. Old Business There was no old business to come before the commission. IV. Planning Commission and Public Comments There was no information item to come before the commission. V. Adjournment Motion: Councimember Hoff moved and seconded by Commissioner Voight to adjourn the special meeting of May 29, 2024. The motion passed 3-0.
