Lowry was born on October 30, 1924, in Bedford Virginia, tol Elston Seldon and Lillian C. Seldon; and WHEREAS, she is a lifelong Bedford Town resident; and WHEREAS, she was born the third child of nine children. She later married Harry WHIEREAS, she worked for McCormick Foods (formerly Golden West Foods) and is a member of the Washington Street Baptist Church having served on the Senior Usher Board, Deaconess Board, Women's Ministry and Hospitality Committee; and J.I Lowry in 1949; and WHEREAS, she enjoyed traveling, preparing Holiday dinners for her family and NOW IT IS THEREFORE PROCLAIMED that I hereby celebrate the life and influence of Savator S. This factor recovers power costs which exceed those costsi included in base rates. The calculation is based on six months ofl historical cost data. The calculation includes prior period power costs that were under or over recovered based on actual rate recovery. Int the past six months, there was as significant under recovery of power costs due primarilyt toi increasingt transmission costs paid to Applicationl Power Company(APCO). These costsa areb beyond Bedford's control ast they are approved byt thel Federal Energy Regulatory Commission (FERC) and passed on directly tot transmission customers like Bedford. In this case, Bedford is requesting 50% of the under recovery be passed on through the PCA. The remainder to be held for potential future reçovery. In addition, Bedford receiveds significant Renewable Energy Certificate (REC)revenue! fromt the generationa at the Snowden Hydro Electric plant. A portion oft these revenues havel been dedicated to engineering studies at thej plant. Bedford has applied the remainder oft these REC revenues to reduce power costs. The proposed PCA (.03103) includes these adjustments. The ordinance provides for the PCA to automatically goi into effect barring any action by Council to modify it. A more detailed discussion oft the PCA is attached for reference. ACTION REQUESTED: Town Council is requested to allow the proposed PCA to go into effect as calculated with 50% oft the under cost recovered and the use ofremaining Snowden RECI revenues to reduce power costs. This represents a $12.83 increase in the typical monthly bill of 1,000 kWh. The current typical bill (at 1,000 kWh) is $131.15, with the new PCA the bill will increase to $143.98 which represents a 9.78% overall bill increase. There was a significant under recovery of power cost over the past six months. The proposal includes 50% recovery of these costs. REC revenues available from Snowden are also used to offset the under recovery. Market prices have moved upward over the summer due to warmer weather. APCO Transmission costs have increased dramatically which has caused purchase power costs to increase. Of course, our peak demands of January and February have caused our PJM and APCO costs to increase. Working with AMP, our energy partner, we have engaged in some hedging against the winter market prices. Our failure to add behind the meter generation (like the proposed solar project) has limited our ability to mitigate PJM and APCO costs. Remember these costs are beyond our control. Keep in mind our PCA has remained low over the past year. Snowden power production will resume later this month after the completion of annual maintenance. As Snowden is our lowest cost resource, having both units available and in good operating condition should contribute to lower costs. Obviously, there are many forces from Washington as well as other sources which impact the market. We will continue to evaluate our market strategy with the assistance of AMP to minimize purchase power costs going forward. PJM capacity costs are going to increase significantly next year keeping pressure on the PCA. A key component of this strategy is to bring another behind the meter project on line that will help mitigate our purchase power costs. We are working diligently to secure asite for this project and also working with AMP on other behind the meter options (including adding capacity at Snowden). The' Town and the Bedford Community! Health! Foundation (BCHF) havel been partnering toj provide publict transportation within thet town. Prior to receiving thei initial phase oft this grant program, the financial burden was carried by the BCHF on a temporary basis. This grant program allows the" Town and BCHF to continue and expand the contract service for another one-year period. Thisi is the final phase of State funding andi has helped meet our goal to develop ap path for sustainability that reduces BCHF's obligation as the sole funder. This project is designed to address ther need for transportation within the town asi identified in several Centra Community Health Needs Assessments.
