Ordinances for Second Reading- None Old Business- None New Business Award of Contract for Paving City Engineer Carl "Bucky" Jackson stated that the City received proposals for the FY25 budgeted street resurfacing. Three proposals were received from reputable contractors, all with the required bond and other administrative requirements identified in the RFP.The total price from David. A. Bramble, Inc. was significantly lower than the other two contractors. Mr. Jackson is recommending Council approve the award of contract for David A. Bramble. Commission President Lajan Cephas asked whether the amount of David A. Bramble's request for proposal was less than the amount that was budgeted. Commissioner Roche stated that he cringes every time repaving occurs downtown with historic bricks. The bricks slowly expose themselves and reveal that they have been there for hundreds of years. Aspault is removed from the bricks and replaced again with asphalt. Commissioner Roche stated that he wished there were a way we could investigate bringing Commissioner Atkiss thanked David A. Bramble for the work they have been doing in the Motion made by Commissioner Atkiss to approve David A. Bramble as the contractor for the resurfacing of the streets for FY 25 and second by Commissioner Harrington. Approve Mr. Jackson stated that last year the City combined the paving for FY23 and FY: 24. This was due to the modest pricing of FY 23. There were not a lot of funds available for FY 23. Last year about 15,000 linear feet were paved. City Engineer Carl "Bucky" Jackson stated that the 2018 analysis was utilized for last year's paving. He said that there needs to be another analysis Commission President Lajan Cephas made a motion to establish an analysis of the City streets to see where the City is and what the next steps would be, as recommended by the City those bricks back. Michael Wheatley, Cheryl Hannan, and Lynette Wongus would serve as Election Judges. Mynichia Braxton would serve as an Election Clerk and alternate Election Judge. Marsha St. Pierre, Kathi Bambrick, Ken Smith, and Lynne Widli would serve as Election Clerks. Finance Director Perry Peregoy and Mr. Steckman are reviewing existing funds in thel budget Commissioner Sputty Cephas stated that when he had spoken to former City Manager Tom Carroll, AII4Lovel had requested $10,000. Later, the organization came back to the Mayor and that could be reallocated to provide the funds for these two areas. Staff to ask for an additional $4,000. Mayor, Council, and City Manager continue to discuss this matter. Mayor Rideout also explained the matter regarding A1l4Love and the additional $4,000 that Motion made by Commissioner Sputty Cephas to appropriate $10,000 for AII4Love and $25,000 for Homeless Sheltering Options and second by Commission PresidentLajan Cephas. City Manager Glenn Steckman stated that he wanted to discuss another matter. As part oft the budgeting process in '23/'24 Council budgeted for a new F-150 Ford pickup. Based on the State bid to purchase the vehicle, it could not be appropriated or found at that particular time. was requested. This information will bel brought to the next meeting. Commissioners' Comments Commissioner Atkiss thanked Assistant City Manager Brandon Hesson for placing the General Election information online. She is not sure everyone completely understands the logistics that must be worked out for a small town running their own election. She would like to recognize Angie Hengst and Tom Hutchinson regarding the Ironman Race. She noted that the logistics required for the City to host an event like this twice a year is remarkable. There were a thousand volunteers from the community on Saturday. Commissioner Atkiss stated that she was lucky enough to be able to hold the finishing tape for the female finisher this year. She was given a piece of the tape and donated it to the City. She thanked everyone for Mayor Rideout also added that a lot of individuals he had spoken with were very Commission President Lajan Cephas thanked everyone who volunteers for Ironman. She asked whether there is a new platform for citizens tol log concerns that they have. She is aware that something has possibly changed within the citizen portal. Furthermore, she asked about using the services of Dorchester County Detention Center for individuals who are in the process of coming home and need employment and are at lower risk to the community. This would be a great opportunity for them to acquire a new skill and would help with cleaning the Commissioner Harrington applauded Ironman and how amazing the event was. He saw sO many familiar faces as he walked up and down the course. Commissioner Harrington loves Commissioner Sputty Cephas stated that he had the privilege of attending the graduation ceremony for the. Academy of Excellence forLocal Government through MML. Commission President Lajan Cephas, Commissioner Harrington and Director of Administrative Services Ina Holden all have successfully completed the course work. He congratulated them on their achievement. Commissioner Sputty Cephas attended thel board meeting for MML as he serves as the District 1 Vice President and board member. There were two priorities passed at the Commissioner Roche thanked Assistant City Manager Brandon Hesson for getting the Open Gov platform up and running. He noted that he walks along the waterfront view al lot with his family and he has noticed that there is some activity happening.
