We have been awarded a grant to cover 75% ($3,563.25) of the equipment cost of$4,751. COMPREHENSIVE PLAN COMPATIBILITY AND ZONING COMPATIBILITY: The request is to change the Future Land Use designation from County Medium Density Residential (RM) to City Medium Density Residential (MDR) and a rezoning from County Residential District (R-1) to City Multiple Family District (R-3). Descriptions for both the existing and proposed Future Land Use and zoning designations are provided as follows: Existing Future Land Use: Highlands County Comprenensive Plan, Future Land Use Element, Policy 1.2.D.3: Medium Density Residential (RM): The development pattern for this residential category begins with the traditional development density for single-family lots on unincorporated properties in the County. Generally subdivided into quarter-acre lots, which established the starting density this land use category constituted the primary residential environment for County residents comprising both site-built and mobile homes. Historic development patterns for this land use category favor commuter linkages from satellite subdivisions around municipalities and along arterialcorridors. Housing service ranges from single-family detached neighborhoods to attached housing complexes, such as duplexes, which offer both ownership and rental opportunities. Vacant infill properties are prime candidates for this land use category. Future projects should emphasize a traditional preference for privacy, visual amenity, and low profile development: one and two story construction, ample separation between buildings, off-street parking, landscape treatments, etc. The upper end of this density range, which includes the Mobile Home Park (max. 8 duslac), may be achieved where existing infrastructure and paved roads exist to serve the development site or whenever special taxing districts are created to provide such infrastructure. a. For purposes of computing the number of dwelling units to determine applicability oft the standards oft this section, the number of existing or proposed dwelling units within any tract of land plus all existing or proposed multi- family dwellings on any adjacent property under common ownership shall be counted. (b) Additional application requirements. (1) Site plan review is required pursuant to section 26-61 to section 26-62. All of the requirements in subsection 26-257(c) must be addressed in the application for site plan review (2) Thel building permit application shall meet all oft the requirements pursuant tot this section, based on site plan review approval. (c) Additional standards for approval. (1) Entryways. For developments of 40 or more dwelling units, a divided ingress- egress driveway with a landscaped median for all entrances from public streets shall be provided. Median design shall conform to the standards in article 5 of chapter 26 or other applicable requirements of the City Code. (2) Common open space. Common open space areas shall be required in accordance with minimum open space requirements of the applicable zoning district. In addition, adequate recreation and open space land must be provided pursuant to the Park and Open Space Element of the Comprehensive Plan requirement of 10.0 acres per 1,000 population. The requirement may be met either through provision ofl land or payment off fees in lieu of provision oft the land, with the approval oft the city council. The planning and zoning director may waive upi to! 50 percent oft the open space requirement if all units within the development are located within 1,000 feet of a public park as measured by following the nearest practical route of ordinary pedestrian travel along the public thoroughfares from any public entrance of the multi-family development to the publicp park entrance. The open space requirements oft this sections shallnotapply ton multi-family residential developments that are second floor units above first- floor commercial development, or to any residential developments in the "DMU" downtown mixed use zoning district. Open space provided pursuant to this requirement shall be accessible to all residents of the development and shall measure at least 30 feet across its narrowest dimension. (3) Pedestrian facilities. Sidewalks shall be constructed within the interior of the development to link residential buildings with other destinations, such as, but not limited to, parking, adjoining streets, mailboxes, trash disposal, adjoining sidewalks or greenways, and on-site amenities, such as recreation areas. These interior sidewalks shall be constructed in accordance with the standards for sidewalks in Article 5 of Chapter 26. Sidewalks shall be provided adjacent to all public streets that provide access to the development. (4) Building design. Building design for multi-family buildings shall: a. Not have a monotonous, barracks"-style buildings design; and b. Ensure that multi-family buildings have a multifaceted exterior form in which articulated facades are combined with window and door placements as well as other detailing. These standards limit flat walls with minimal features. (5) Building design standards. The following standards shall apply tol building design: a. Facades greater than 50 feet in length, measured horizontally, shall incorporate wall plane projections or recesses. Ground-floor facades that 7 face public streets shall have arcades, windows, entry areas, awnings, or other such features for at least 60 percent of their horizontal length; b. Buildings shall be arranged so that they are aligned parallel to a sidewalk or around common open space, such as courtyards, greens, squares, or plazas; C. Entryways shall face a street, sidewalk, or common area. Buildings shall not and face the rear of other buildings on the same lot or parcel. (6) Utilities. a. All utility lines within the development shall be located underground. b. Outdoor area lighting shall be provided for security. Such lighting shall be shielded to direct light downward and not into dwelling units on, or adjacent C. The maximum density potential under the proposed Future Land Use and Zoning amendments would generate an increase of80 dwelling units. Potable Water The City will provide potable water to the site. Water lines exist along Panther Parkway that extend to the mobile home park under construction on the north side of Beacon Avenue. The owner/developer will be responsible fort the cost ofany improvements related tot the development Section 8-58(c) of the City of Sebring Code of Ordinances establishes generation standards for residential land use types at 130 gallons per connection per day. At a density of 12 dwelling units per acre for 19.84 acres, the maximum number of dwelling units on the subject property is 238 units. The impact expected from maximum permitted 238 residential units is 30,940 gallons per day. Pursuant to the letter from the City of Sebring Utilities Director, Bob Boggus, the City currently of the subject property. has capacity to meet maximum demands generated by this development. 10 Sanitary Sewer The City will provide sanitary sewer for the site. Sanitary sewer lines exist along Panther Parkway that extend to the mobile home park under construction on the north side of Beacon Avenue. The owner/developer will be responsible fort the cost of anyimprovements related toi the development Section 8-58(b) oft the City of Sebring Code of Ordinances establishes generation standards for residential land use types at 105 gallons per connection per day. Ata a density of 12 dwelling units per acre for 19.84 acres, the maximum number of dwelling units on the subject property is 238 units. As such, the impact expected from 238 residential units is 24,990 gallons perday. Pursuant tot thel letter from the City of Sebring Utilities Director, Bob Boggus, the City currently has capacity of the subject property. to meet maximum demands generated by this development. Solid Waste: Pursuant to the level ofservice standards established by Policy 4.2ofthel Highlands Count Capital Improvement Element, the volume of solid waste anticipated to be generated for residential development at 5.21 pounds per capita per day. At238 units, the expected waste generation from the proposed development is 1,239 pounds per day. Pursuant to the letter from the Highlands County Assistant to the Critical Infrastructure Director, Robert Diefendorf Jr., date July 18, 2024, the County currently has the capacity to meet the estimated solid waste demands generated by this development. Transportation/fralfic: The property is adjacent to Beacon Avenue on the north, Panther Parkway on the west side, and Cowboy Way on the south side. These roads are operating at Level of Service B. There is capacity to serve the project. Afull traffic study will be required at time ofs subdivision application. Emergency services for both City and County-operated facilities are all in close proximity to the subject property. Police, fire, and EMS are located within a 3-mile radius (by car) and travel time Emergency Services without sirens is 6 minutes or less. a. City of Sebring Police Department - 3 miles/5 minutes Highlands County Sheriff's Department - 3.6 miles/6 minutes Highlands County EMS (Station 7)-3 3 miles/6 minutes d. City of Sebring Fire Station (Station 14)-3.2 miles/5 minutes Highlands County EMA Station (Station 9) -3 3 miles/4 minutes b. C. e. Schools Impacts to school capacity are determined by the Highlands County School Board (HCSB) and their respective concurrency system. As such, Highlands County School Board has acknowledged capacity for impacts generated by the proposed development. Recreation/Open Space: Section 8-58(f) of the City of Sebring Code of Ordinances requires recreational and open space impacts to be determined for proposed residential developments by the anticipated number of persons residing in the development. In 2023, the Bureau of Economic and Business Research (BEBR) projected the average household size in Highlands County to be 2.24 persons per household. At238 units, the maximum number of people estimated to reside in the development totals approximately 533 persons. As such, Section 8-58 of the City Code requires 0.67 acres of 11 Neighborhood Parks (within the development) and 1.07 acres of Community Parks (outside oft the development). Further, Section 26-135 requires 30% of the development toi include open space, which totals 5.95 acres. In addition to the on-site open space requirements, Section 26-257 requires parks and recreation at a rate of 10 acres per 1,000 population for a total of 5.33 acres. The requirement for parks and open space established by Section 26-257 may be met wither through provision of land or payment of fees in lieu of provision of the land with approval of the City Council. The subject property has been maintained as a grove for over 50 years which limits the potential for endangered animal species and selected natural resources to exist. Further, the Highlands County Selected Natural Resources Map and National Wetlands Inventory Map by US Fish and Wildlife Service indicate the subject property is located outside of environmentally sensitive areas, including Xeric Uplands, Cutthroat Seep, or wetland habitat on the property. Additionally, the Biodiversity Matrix by the Florida NaturalAreas Inventory indicates there are six (6) specieswitha high likelihood of existing on the property. These species include the following: Typocerus fulvocinctus (Yellow-Danded Typocerus Long-horned Beetle) Melanoplus tequestae (Tequesta Grasshopper) Scrub Hexagenia bilineata (A Mayfly) Sandhill upland lake Schistocerca ceratiola (Rosemary Grasshopper) None of the above-mentioned species are considered endangered on a state or federal level. Further, pursuant to FIRM Panel 12055C0139C, published November 18, 2015, by the Federal Emergency Management. Agency, the subject property is located int flood zone X, which means it is located outside of any Special Flood Hazard Areas. In conjunction, the Web Soil Survey published by the National Resources Conservation Service indicates the soil on the subject property and surrounding area is mainly comprised of Astatula sand, 0 to 5 percent slopes. Astatula sand is not prime for farmland, drains extremely well, and is generally located along ridges. (b) Additional application requirements. (1) Site plan review is required pursuant to section 26-61 to section 26-62. All of the requirements in subsection 26-257(c) must be addressed in the application for site plan review (2) The building permit application shall meet all of the requirements pursuant to this section, based on site plan review approval. (c) Additional standards for approval. (1) Entryways. For developments of 40 or more dwelling units, a divided ingress- egress driveway with a landscaped median for all entrances from public streets shall be provided. Median design shall conform to the standards in article 5 of chapter 26 or other applicable requirements of the City Code. (2) Common open space. Common open space areas shall be required in accordance with minimum open space requirements of the applicable zoning district. In addition, adequate recreation and open space land must be provided pursuant to the Park and Open Space Element of the Comprehensive Plan requirement of 10.0 acres per 1,000 population. The requirement may be met either through provision ofl land or payment off fees in lieu of provision oft the land, with the approval of the city council. The planning and zoning director may waive up to 50 percent oft the open space requirement if all units within the development are located within 1,000 feet of a public park as measured by following the nearest practical route of ordinary pedestrian travel along the public thoroughfares from any public entrance of the multi-family development to the publicpark entrance. The open space requirements oft this section shallnotapply ton multi-family residential developments that are second floor units above first- floor commercial development, or to any residential developments in the "DMU" downtown mixed use zoning district. Open space provided pursuant to this requirement shall be accessible to all residents of the development and shall measure at least 30 feet across its narrowest dimension. (3) Pedestrian facilities. Sidewalks shall be constructed within the interior of the development to link residentialbuildings with other destinations, such as, but not limited to, parking, adjoining streets, mailboxes, trash disposal, adjoining sidewalks or greenways, and on-site amenities, such as recreation areas. These interior sidewalks shall be constructed in accordance with the standards for sidewalks in Article 5 of Chapter 26. Sidewalks shall be provided adjacent to all public streets that provide access to the development. (4) Building design. Building design for multi-family buildings shal!: a. Not have a monotonous, barracks"-style buildings design; and b. Ensure that multi-family buildings have a multifaceted exterior form in which articulated facades are combined with window and door placements as well as other detailing. . These standards limit flat walls with minimal features. (5) Building designs standards. The following standards shall apply to building design: a. Facades greater than 50 feet in length, measured horizontally, shall incorporate wall plane projections or recesses. Ground-floor facades that face public streets shall have arcades, windows, entry areas, awnings, or other such features for at least 60 percent of their horizontal length; b. Buildings shall be arranged so that they are aligned parallel to a sidewalk or around common open space, such as courtyards, greens, squares, orp plazas; C. The owner/developer will! be responsible for the cost ofa any improvements related to the development Section 8-58(b) of the City of Sebring Code of Ordinances establishes generation standards for residential land use types at 105 gallons per connection per day. At a density of 12 dwelling units per acre for 19.84 acres, the maximum number of dwelling units on the subject property is 238 units. As such, the impact expected from 238 residential units is 24,990 gallons per day. At238 units, the expected waste generation from the proposed development is 1,239 pounds per day. Pursuant to the letter from the Highlands County Assistant to the Critical Infrastructure Director, Robert DiefendorfJr., date July 18, 2024, the County currently has the capacity to meet the estimated solid waste demands generated by this development. Transportation/frafic: The property is adjacent to Beacon Avenue on the north, Panther Parkway on the west side, and Cowboy Way on the south side. These roads are operating at Level of Service B. There is capacity to serve the project. A full traffic study will be required at time ofs subdivision application. Emergency services for both City and county-operated facilities are all in close proximity to the subject property. Police, fire, and EMS are located within a 3-mile radius (by car) and travel time Emergency Services without sirens is 6 minutes or less. a. City of Sebring Police Department - 3 miles/5 minutes b. Schools Impacts to school capacity are determined by the Highlands County School Board (HCSB) and their respective concurrency system. As such, Highlands County School Board has acknowledged capacity for impacts generated by the proposed development. Recreation/Open Space: Section 8-58(f) of the City of Sebring Code of Ordinances requires recreational and open space impacts to be determined for proposed residential developments by the anticipated number of persons residing in the development. In 2023, the Bureau of Economic and Business Research (BEBR) projected the average household size in Highlands County to be 2.24 persons per household. At238 units, the maximum number of people estimated to reside in the development totals approximately 533 persons. As such, Section 8-58 oft the City Code requires 0.67 acres of 11 Neighborhood Parks (within the development) and 1.07 acres of Community Parks (outside oft the development). Further, Section 26-135 requires 30% oft the development to include open space, which totals 5.95 acres. In addition to the on-site open space requirements, Section 26-257 requires parks and recreation at a rate of 10 acres per 1,000 population for a total of 5.33 acres. The requirement for parks and open space established by Section 26-257 may be met wither through provision of land or payment of fees in lieu of provision of the land with approval of the City Council. Additionally, the Biodiversity Matrix by the Florida Natural Areas Inventory indicates there are six (6)specieswitha high likelihood of existing on the property. These species include the following: Typocerus fulvocinctus (Yellow-banded Typocerus Long-horned Beetle) Melanoplus tequestae (Tequesta Grasshopper) Scrub Hexagenia bilineata (A Mayfly) Sandhill upland lake Schistocerca ceratiola (Rosemary Grasshopper) None of the above-mentioned species are considered endangered on a state or federal level. Further, pursuant to FIRM Panel 12055C0139C, published November 18, 2015, by the Federal Emergency Management Agency, the subject property is located in flood zone X, which means it is located outside of any Special Flood Hazard Areas. In conjunction, the Web Soil Survey published by the National Resources Conservation Service indicates the soil on the subject property and surrounding area is mainly comprised of Astatula sand, 0 to 5 percent slopes. Astatula sand is not prime for farmland, drains extremely well, and is generally located along ridges. This Work Release is in the amount of $28,500.00 and does not include other services i.e., subsurface engineering or construction phase services. CivilSurv has provided the city with a "Opinion of Probable Construction Cost" in the amount of $242,684.24 to address the water main conflicts. Staff has been in discussions with County staff to determine the best path forward to minimize the financial burden this project presents to the City. The County has indicated they would be willing to enter into an Interlocal Agreement for a 50/50 split for the construction cost of moving the water main. The proposed Interlocal Agreement will also include the City's relocation construction requirements as a separate item in their bid document. This agreement will be modeled after the Sebring Parkway Phase III agreement. This will require the City to front the costs of moving the water main with the County reimbursement for 50% of the construction cost. This agreement will not include any reimbursement for related engineering, permitting, bid phase services and construction phase services. The adopted 2022/2023 budget does not include funding for this project.
