APPROVAL OF AGENDA  Motion to add New Agenda Items titled Two Post-Helene Resolutions: Extension of Local State Of Emergency and Emergency Temporary Use Permit; Hurricane Helene update, and Update on the tropical storm in the Caribbean, an Approve the Agenda as Amended was made by Commissioner Marden, Seconded by Commissioner Clark. Voting Yea: Commissioner Clark, Commissioner Coleman, Commissioner Farnsworth, Commissioner Marden  Mayor Marlowe asked for public comment. There was none.  MOTION PASSED 4-0  1/Page  October 01, 2024    INVOCATION  Jeannene Mironack provided the invocation. Commissioner Clark led the Pledge of Allegiance.  PLEDGE OF ALLEGIANCE  PUBLIC HEARINGS AND ORDINANCES  1. City of Newberry CDBG Neighborhood Revitalization Assistant City Manager/CFO Lee presented the item orally.  Mayor Marlowe opened the Public Hearing and requested Public Comment. There was  none.  Motion to authorize Application for Community Development Block Grant (CDBG) for Neighborhood Revitalization (NR) was made by Commissioner Clark, Seconded by Commissioner Marden.  Mayor Marlowe asked for public comment. There was none.  Voting Yea: Commissioner Clark, Commissioner Coleman, Commissioner Farnsworth, Commissioner Marden  MOTION PASSED 4-0  2. City of Newberry CDBG Economic Development  Assistant City Manager/CFO Lee presented the item orally.  Mayor Marlowe opened the Public Hearing and requested Public Comment. There was  none.  Motion to authorize Application for Community Development Block Grant (CDBG) for Economic Development (ED) was made by Commissioner Coleman, Seconded by Commissioner Marden.  Mayor Marlowe asked for public comment. There was none. MOTION PASSED 4-0  Emergency Temporary Use Permit, Resolution 2024-50  Assistant City Manager/CFO Lee presented the item orally. He requested authorization to submit an Application for the City's WWTP to be a Florida Department of Environmental Protection (FDEP) Disaster Debris Management Site (DDMS). If authorized, a Resolution will  be drafted for approval at the October 14, 2024, Commission Meeting.  Discussion ensued.  Motion to authorize FDEP DDMS Application made by Commissioner Coleman, Seconded by Commissioner  Marden.  Mayor Marlowe asked for public comment. There was none.  Voting Yea: Commissioner Clark, Commissioner Coleman, Commissioner Farnsworth, Commissioner Marden  MOTION PASSED 4-0  NEW Hurricane Helene update Jeannene Mironack spoke. Discussion ensued.
