CALLTO ORDER Mayor Chavez called the City Council Regular Meeting to order at 7:34 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. C.C CONFLICT OF INTEREST CODE BIENNIAL REVIEW there is no change to the City's Conflict of Interest Code. The City Council is requested to adopt Resolution No. 24-5774 affirming that Action: Adopted Resolution No. 24-5774 which affirms that there is no change to the City's Conflict of Interest Code "Designated Positions" and corresponding "Disclosure Category" and that if the Fair Political Practices Commission's Regulation 18730 is amended, then the City's Conflict of Interest Code will incorporate those amendments automatically. D. FIRST AMENDMENT TO THE SERVICES AGREEMENT WITH MV CHENG & ASSOCIATES INC. FOR CONTINUED FINANCIAL SERVICES AND TRANSITION The City Council is requested to approve an amendment to the services agreement with MV Cheng and Associates for assistance with financial services SUPPORT and transition support. Action: 1. Reviewed and approved the First Amendment to the services agreement with MV Cheng & Associates Inc. to continue assistance with financial services, year-end audit preparation, and transition of duties to the incoming Administrative Services Director, for a total amount of $75,000; and 2. Authorized the City Manager to execute the First Amendment with MV Cheng & Associates Inc. on behalf oft the City. Action: 1. Approved a Transfer Agreement between the City and the County of Los Angeles Flood Control District for the receipt of Safe Clean Water Program Funds; and 2. Authorized the City Manager to sign the Transfer Agreement. G.A ADOPTION OF RESOLUTION NO. 24-5775 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 24-5775 authorizing the FOR FISCAL YEAR 2023-24 payment of bills for the fiscal year 2023-24. ADOPTION OF RESOLUTION NO. 24-5773 AMENDING PLANNING SERVICES FEES SCHEDULE WITHIN THE MASTER FEES AND FINES SCHEDULE FOR The City Council is requested to approve the corrected Fiscal Year 2024-2025 Master Fees and Fines Schedule with the updated Planning Services Fees. FISCAL YEAR 2024-2025 City Manager Cook gave a summary of the staff report. City Council made comments regarding the Planning Services Fee Schedule. Mayor Chavez opened public hearing. Hearing no request to speak, Mayor Chavez Counci/member Chen made a motion to adopt Resolution No. 24-5773 amending the Master Fee and Fine Schedule for Fiscal Year (FY) 2024-2025 with updated fees for planning services. He thanked the resident for bringing to Council's attention his concerns regarding burglaries in his neighborhood and that the city will work with the C.C COUNCILMEMBER STERNQUIST = Stated that city will continue to work with law enforcement to address burglaries in the city, and reminded the public that West Nile Virus is detected in Los Angeles County and to empty standing water.
