CITY COUNCIL TEMPLE CITY, CALIFORNIA REGULAR MEETING MINUTES AUGUST 20, 2024 1. CALL TO ORDER Mayor Chavez called the City Council Regular Meeting to order at 7:32 p.m. in the Council Chambers located at 5938 Kauffman Avenue, Temple City. 2. INVOCATION - Pastor Kelty provided the invocation. 4. PLEDGE OF ALLEGIANCE - Mayor Chavez lead the pledge of allegiance. 5. CEREMONIAL MATTERS - PRESENTATION - None 6. PUBLIC COMMENTS ON ITEMS NOT LISTED ON THE AGENDA Jing Liu, Temple City Library Manager, announced upcoming library activities and Ling Wu, American Cancer Society volunteer, spoke on behalf of her group that they intend to host a Temple City Relay for Life at the Live Oak Park Community Center on Saturday, September 28 from 1 to 5 p.m. and asked City Council to waive the fee programs. for using city facility at Live Oak Park and to cosponsor the event. 7. CONSENT CALENDAR City Attorney Murphy requested to pull Consent Calendar 7B and continue it to the September 3, 2024, Council meeting because the agreement was amended after the Mayor Pro Tem Yu made a motion to reschedule Consent Calendar 7B to the next Council meeting. APPROVAL OF MINUTES The City Council is requested to review and approve the: 1. Minutes of the Special City Council Meeting of August 6, 2024; and 2. APPROVAL OF A TRANSFER AGREEMENT WITH THE LOS ANGELES COUNTY FLOOD CONTROL DISTRICT FOR THE RECEIPT OF SAFE CLEAN WATER PROGRAM FUNDS DURING FISCAL YEAR 2024-25 THROUGH FY The City Council is requested to approve a new transfer agreement with County of Los Angeles Flood Control District to receive funds from the Safe Clean Water 2027-28 Program. Action: 1. Approved a Transfer Agreement (Attachment "A") between the City and the County of Los Angeles Flood Control District for the receipt of Safe Clean Water Program Funds; and 2. Authorized the City Manager to sign the Transfer Agreement. C.A ADOPTION OF RESOLUTION NO. 24-5770 APPROVING INSTALLATION OF ADDITIONAL TRAFFIC CONTROL MEASURES AT ALESSANDRO AVENUE AND KENNERLY STREET, AND OLEMA STREET AND TRELAWNEY AVENUE City Council Minutes August 20, 2024 Page 3of7 The City Council is requested to approve the installation of additional traffic control measures at Alessandro Avenue and Kennerly Street and Olema Street and Trelawney Avenue. Action: Adopted Resolution No. 24-5770 approving installation of the following traffic control measures for: Alessandro Avenue and Kennerly Street: 1. Stop Sign on the Northeast corner at the intersection between Alessandro Avenue and Kennerly Street, located on Kennerly Street; 2. Stop pavement marking Westbound along Alessandro Avenue near the intersection with Kennerly Street, located on Kennerly Street; 3. Stop Bar pavement marking Westbound along Alessandro Avenue near the intersection with Kennerly Street, located on Kennerly Street; and 4. Plaque added to the Stop sign for Westbound traffic that reads "Cross Traffic Does Not Stop", (W4-4P), and to add 20' of red curb on the Southeast corner of Kennerly Street. Olema Street and Trelawney Avenue: Olema Street and Trelawney Avenue; 1. Install Yield Sign(R1-2) for the eastbound direction, at the intersection of 2. Install "Traffic Does Not Stop" Plaque for the eastbound direction, at the 3. Install Stop Bar & "STOP" pavement legend along the eastbound direction of 4. Remove faded "No Parking; 7AM - 5PM; School Day; Without Permit" sign that is located along the south side of Olema Street, at the intersection with Trelawney Avenue. Replace sign and relocate it to be located along the south side of Olema Street, approximately 65-feet west of Trelawney Avenue; and 5. Add red curb markings on the southwest side of Olema Street opposite the existing red curb markings on the northwest side of Olema Street. intersection of Olema Street and Trelawney Avenue; Olema Street, at the intersection with Trelawney Avenue; E. ADOPTION OF RESOLUTION NO. 24-5771 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 24-5771 authorizing the FOR FISCAL YEAR 2023-24 payment of bills for fiscal year 2023-24. Action: Adopted Resolution No. 24-5771 authorizing the payment of bills for fiscal year 2023-24. G. ADOPTION OF RESOLUTION NO. 24-5772 APPROVING PAYMENT OF BILLS The City Council is requested to adopt Resolution No. 24-5772 authorizing the FOR FISCAL YEAR 2024-25 payment of bills for fiscal year 2024-25. Action: Adopted Resolution No. 24-5772 authorizing the payment of bills for fiscal year 2024-25. Mayor Chavez pulled Consent Calendar Item 7D to be heard out of agenda order. D. APPROVAL OF AGREEMENTS WITH THE TEMPLE CITY CHAMBER OF COMMERCE The City Council is requested to approve a one-year Professional Services Agreement and a three-year lease agreement with the Chamber of Commerce. Mayor Chavez opened public comment. Jerry Jambazian, Temple City business owner, commented on the reduction of Hearing no further request to speak, Mayor Chavez closed public comment. City Council made remarks and asked questions regarding the publication of City Manager Cook and Chamber President and CEO John Bwarie answered City Temple City Life publication from monthly to quarterly. Approved a one-year, Professional Services Agreement with the Temple City Chamber of Commerce for business promotion and public information services for $62,500 from July 1, 2024, through June 30, 2. Authorized the City Manager to execute theagreements.
