Community member Ken Boone read scripture to the assembly. Jackie Fernandez thanked the City for the weed abatement that has been done but stated it was not finished and would like an agenda item added to a future agenda. STAFF ITEMS City Manager Tom Westbrook reported that currently it is National Night Out at the River Park near the Chamber of Commerce building and will last until 8 p.m. Also, the nomination period is still open for Council seats and City Clerk and Treasurer. The period closed on August 9th and will be extended 5 days should an incumbent decide not to run for office. The Tehama County Association of Realtors is holding a public forum on August 12th at the Vets Hall regarding thoughts about the PATH Navigation Center and how it has made an impact to the community. There are thousands of personnel here from around the State of California helping out and staff would like to Human Resources Administrator reported that the summer programs are wrapping up Fire Chief Mike Bachmeyer gave a report on the Park Fire. He reminded the assembly about apps that can be used to get updates on local fires; Genasys and Watch Duty. Police Captain Quintan Ortega appreciated the personnel attending to the Park Fire. Public Works Director Scott Miller gave an update about the airport activity in relation to thank them. and HR is recruiting positions in the police department. the Park Fire e.g. there are 37 additional aircraft there now. School Resource Officer MOU with Red Bluff Union Elementary School Police Captain Quintan Ortega reviewed the staff report and recommended Council approve the Memorandum of Understanding between the Red Bluff Union Elementary School District and the City of Red Bluff Police Department for School Resource Officer District services and authorize the Chief of Police to sign the agreement. Streets Survey Results provided by FM3 Research. RESULT: 6. NO ACTION NEEDED An Ordinance of the City of Red Bluff Imposing a Transactions and Use Tax to Be Administered by the California Department of Tax and Fee City Manager Tom Westbrook reviewed the staff report and recommended Council conduct a public hearing and waive the second reading except by title and adopt Administration August 6, 2024 Page 3of7 *The City of Red Bluffi is ank Equal Opportunity Employer* Ordinance No. 1085 for a Red Bluff Street Repair and Safety Measure. What is proposed is a Special Use Tax of 3/4 of one percent for a 20-year term which requires voter approval by 66.7% voter threshhold and when those funds come in, they can only be used for the streets. There are two components: an ordinance and an expenditure plan. Mayor Parker opened the public hearing at 6:20 p.m.: Scott Camp asked how staff determined which streets would be repaired first. Mr. Westbrook explained the Pavement Condition Survey defined which streets should be repaired first but the ultimate decision will be made by the Local Streets Strategic Steve Mandolfo and Daniele Eyestone from the Tehama County Association of Realtors read a letter to Council expressing their concern regarding the Special Tax Ordinance. Mayor Parker closed the public hearing at 6:24 p.m. and turned the discussion back to Mayor Parker stated that for every $100 spent, citizens will only pay and additional Councilmember Gonzales stated that he believes Council has done what the citizens have asked for by bringing the Special Tax Ballot Measure to them for a vote. Yard/Garage Sale Council Discussion Community Development Director Beth Lindauer reported that code enforcement has received very few complaints about habitual recurring yard sales. She checked with other cities and learned that it costs more to regulate yard sales than it is worth. Councilmember Gonzales reported that this month is the last month for Wednesday Farmer's Market. Good Morning Red Bluff on August 29, 2024. Chamber of Commerce Community Action Agency Councimember Strock reported there was no meeting. Downtown Red Bluff Business Association Mayor Parker reported there is a meeting on August 19,2024 at Guadalajara. Executive Committee - Tehama County Solid Waste Management Agency Mayor Pro Tem Deiters reported the meeting was canceled. Ground Water Commission Mayor Parker reported on July 24th the Demand Management Work Group met. The Ground Water Commission meetings are on August 14th. Local Agency Formation Commission (LAFCO) Councilmember Gonzales reported there was no meeting. Red Bluff Community Center Commission Mayor Parker reported the meeting is later this month. Tehama County Continuum of Care Executive Council Mayor Pro Tem Deiters reported there is a meeting this week. Tehama County Solid Waste Management Agency (JPA) Mayor Pro Tem Deiters reported they met on August 1, 2024. Councimember Hurton reported the group met on July 22, 2024.
