She is concerned about the risk of fire because Daniele Eyestone, Governmental Affairs Director for the Tehama County Association of Realtors, stated that they are holding a forum with an update on the Navigation Center. She appreciated the River Park clean-up efforts. She urged the City Council and community to attend the event. Councilmember Strock asserted that he would like to see this implemented. It was discussed that the language in this Ordinance can be adjusted if needed. Concern about the risk to the City of Red Bluff and being unfavorable to non- union workers was discussed. Most of the jobs that go to bid with the City of Red Bluff are already local hire, and there is concern about the government interfering too much. VOTE INSERTED IN COMMENTS An Ordinance of the City of Red Bluff Imposing a Transactions and Use Tax to Be Administered by the California Department of Tax and Fee Tom Westbrook, City Manager, presented the staff's recommendation that the City Council waive the second reading except by title and adopt Ordinance No. 1084 fora Red Bluff Street Repair and Safety Measure. They have not received the official survey numbers yet and request to table this item until the next scheduled City Council meeting. There have been some changes proposed by the survey company that need to be reviewed. They have enough time to finalize this before the required date. Sophia Meyer, City Attorney, explained that because there are substantial changes recommended, this will be treated as a first reading with the option for discussion. An in-depth discussion was had by the City Council and all questions were asked and answered adequately. Raising the tax to 1% was discussed as recommended by the survey company. The negative comment from the survey is that many were not in favor of the 25-year sunset. Councilmember Strock would like to see a local hire provision. Pastor Scott Camp, a community member, asked if this had been a ten-year sunset and ifraising the sales tax to 1% covers the cost of the roads. It was explained that it has always been 25 years. 1% will not cover the costs of the roads but would allow for funds tor match grant opportunities. He also urged The Council and Councimember Strock to compromise sO two measures are not on the ballot in November. He worries neither will David Burke, a community member, asserted that he will vote no for this if a local hire provision is not included. He feels this is an afterthought and should not move forward. He is concerned that funds will not be utilized for the roads. It was explained that there are provisions in the ordinance that require the funds to be spent on roads. Johnna Jones, a community member, asserted that she is not agreeable to the statement made, "I cannot give them a voice in City Business." She feels this statement Daniele Eyestone, a community member, stated that she is not in favor of either Ordinance. They both have good and bad things. She is disappointed that the City's Ordinance will not include a local hire provision.
