A Resolution of the Red Bluff Planning Commission Approving Conditional Use Permit No. 2024-02; to Consider Conversion of an Existing Church to a Pediatric Care Facility at 285 Gilmore Road in a R-1 Zoning District; Ridgeline Pediatric (Applicant) Commissioner Miranda recused himself from this agenda item. Community Development Director Beth Lindauer reviewed the staff report and recommended the Commission 1) Adopt Planning Commission Resolution 4-2024 and consider all public testimony, the Categorical Exemption, and all information submitted with Conditional Use Permit 2024-02. 2) Approve Conditional Use Permit CUP-2024-02 Commissioner Quigley asked what the operating hours will be. Community Development Director Beth Lindauer stated the hours will be Monday through Friday 8-6 Mike, owner of Ridgeline Pediatrics, explained the assistance that Ridgeline gives to p.m. and also stated there are 6 other facilities. children with health care needs and how the facilities are funded. Chairperson Latourell opened the public hearing at 5:41 p.m. Robyn Morris, a representative of River Oaks Senior Park which is across the street from the proposed facility, asked about day care and transitional care, what the age group is, and does overnight stay include daycare and transitional care folks. How do they arrive at the location because the road is bad. Will the facility increase traffic. Will Ms. Lindauer reported the care recipients are 22 years old and under and the transportation will be from their family members but not greater than what the church would have seen. The courtyard will be a secure space due to the imposed conditions. Supervision and supplemental staff are available: a 4to 1 ratio (four children to one staff there be fencing for the safety of small children member). Commissioner Johnson asked for Mr. Westbrook's opinion about the road. City Manager Tom Westbrook replied that he will talk to the City Council next week regarding roads but at this time, there are no plans to fix the roads in that area. Shirley Beard commented on the statement made that there is not more traffic than the church, but the facility will be operating daily unlike the church that operates oncea a week. Ms. Lindauer reported that the facility only has 12 beds. Mike with Ridgeline Pediatric commented that with our license, the Department of Public Health changed laws in 2016 changing programs to a transitional care unit. This allows children that attend day care centers and are developmentally under the age of 18to attend the program past their 21st birthday. Most of the children in their facilities do not live long lives and there are not many transitional care patients. Commissioner Quigley asked for a definition for transitional care. Mike confirmed a statute in licensing from the Department of Public Health states that it isp pediatric day health services that serves patients past the age of 21 who are developmentally under the age of 18 and have previously attended a day care program Mike explained that the children arrive at the facility in the morning and leave at 6 p.m. that caters to special needs. Some may come on small school buses. Commissioner Johnson asked if the children were from Red Bluff. by doctors. They must have a qualified medical condition. The City entered into a contract with Placeworks for the Housing Element. Code Enforcement Officer is successful he has closed over 18 cases and opened 8 new cases and he is at 50 % compliance. Carl's Jr's applicant stated they will not move forward in Red Bluff unless a different franchise decides to move forward. City's website. Chairperson Latourell asked if Code Enforcement is initiated from complaints or does the Code Enforcer look for issues. Ms. Lindauer replied that the Code Enforcer receives complaints and looks for issues. Commissioner Johnson asked how citizens report issues. Ms. Lindauer replied that the public can call, email, or come into City Hall. When the building department begins using the new software for permitting in July, it will allow citizens to complain through the program. Anyone can use the program anonymously. Chairperson Latourell stated he is proud of the City Council's accomplishments this last year, hiring a Code Enforcer and Homeless liaison Officer, feeling optimistic about the Westbrook reported that the Navigation Center opens May 1st, the Farmer's Market moved to Pine Street west of Washington temporarily.
