Act (ARPA) Funds Reallocation Adopted Resolution R2024-094 amending the Capital Improvement Project plan; and reallocating a portion of the City's American Rescue Plan Act funds, as documented in Council Budget Amendment 05P04, and determining that the actions authorized by this resolution are exempt from CEQA under State CEQA Council. 5.B. 326-2024 Guideline 15378. Department of Water Resources Dam Safety and Climate Resiliency Local Assistance Grant Program for Hennessey Spillway Flow Expansion Design Adopted Resolution R2024-096 authorizing the Utilities Director to submit a proposal, in an amount not to exceed $1,000,000, to obtain funding from the Department of Water Resources Dam Safety and Climate Resiliency Local Assistance Grant Program and to execute the funding agreement, amendments, and all other documents thereto, subject to the availability of matching funds, for the Hennessey Spillway Flow Expansion Design Project and determining that the actions authorized by this resolution are exempt from CEQA under State CEQA Authorized the City Manager to: Immigrant Integration and Inclusion Grant; and 5.E. 325-2024 Project Guideline 15378. Discussion was then was turned over to Council. Councilmember Luros made a motion to nominate Vice Mayor Narvaez. The motion was seconded by Councimember Painter. Before the vote, Councilmember. Alessio announced her decision to abstain in order to remain neutral on the item. She indicated that she would be voting on the final appointment at the County level when she joined the Board of Supervisors in 2025. A motion was made by Councilmember Luros, seconded by Councilmember Painter, to nominate Vice Mayor Narvaez to be considered by the Napa County City Selection Committee as nominee to the Metropolitan Transportation Commission (MTC). The motion carried by the following vote: Abstain: 1- Alessio also serving on MTC. Aye: 4- Luros, Painter, Narvaez, and Sedgley Brief discussion ensued. Wanted to provide general awareness to residents as it related to infant care.
