MCAG's seven member agencies (the cites of Atwater, Dos Palos, Gustine, Livingston, Los Banos, Merced and Merced County) and the region's two public transit agencies (the Transit Joint Powers Authority for Merced County and' Yosemite. Area Regional Transportation System) may apply. There is approximately $8.5 million available for this call for projects. CMAQ projects must document their emissions reductions and they must be able to meet all federal project requirements. It is important to note that even if only one phase is federally funded, the entire project and all phases must meet federal requirements. There are a number of requirements for federal projects, such as federal environmental clearance, required bidding processes, and much more. Merced County Association of Governments (MCAG) Examples of ineligible projects: Projects that add new capacity for single-occupancy vehicles; Maintenance and rehabilitation/reconstruction projects, including rehabilitation of existing bicycle lanes. Cost-Effectiveness Policy Since 2011, all San. Joaquin Valley Metropolitan Planning Organizations (MPOs), including MCAG, adopted policies for distributing at least 20% of CMAQ funds to projects that meet a cost-effectiveness threshold for emission reductions. This call for projects is a supplement to existing programmed CMAQ funds. To meet the 20% requirement for the cumulative CMAQ program, approximately 30% of the funding, or $2.5 million, from this call for projects must be awarded to projects that meet this threshold. The cost-effectiveness: threshold is periodically updated and is currently $88 per pound. Projects meeting this threshold (s $88/lb.) will receive 20 points during application scoring. Ift there isa a shortage of projects that meet this threshold, then the funding shortfall will remain unprogrammed and available The base methodology for calculating cost-effectiveness is the 2005 ARB "Methods to Fund the Cost- Effectiveness of Funding Air Quality Projects". There is a space along the south side ofValeria Street that does not have a sidewalk, this is a route to a nearby schools, the present surface is dirt. The intersection of Valeria Stret and California Avenue is a four-way stop, this intersection also is part oft the route to schools for students that live north and south of the intersection. The installation ofthe lighted Crosswalk will provide addition awareness of the students when they cross the street during their travel to and from school. The ramps at the intersection presently do not meet the ADA standards and will be replaced as part oft the project improvements. The Construction Documents for the project have been completed and are ready to put out for Public Bid. Due to the soil type in the Dos Palos area the spring is the best time to start a construction project ofthis type The project will provide a safe route for students to walk to school, therefore reducing vehicle trips by parents to the school for drop-off and pickup.
