FEE AND COST ALLOCATION PLAN WORKSHOP. RECOMMENDATION: That the City Council provide direction to staff regarding the full cost allocation plan, the OMB 2 CFR Part 200 Compliant Cost Allocation Plan, provide fee recommendations based on the user fee rate study, a recommendation fora an implementation date, and an annual review of fees updates with a consistent City Manager Kolbow presented the report through a Power Pointpresentation: and introduced department directors who described the fees and charges as they relate City Manager Kolbow stated that staff continues to review the current business licenses fees and process and will bring it to a future meeting. He addressed the Full Cost Recovery Rate that is currently applied at 10%, adding that pursuant to the fee study and Cost Allocation Plan the suggested rate is 25.25%. He further addressed the credit card fee rate that is currently applied at 2.5%, adding that pursuant to the fee study and Cost Allocation Plan the suggested rate is 5.14%. City Manager Kolbow concluded the staff presentation recommending a July 1, 2024 implementation date to coincide with the July 1st budget year and to schedule mechanism for based on Consumer Price Index. to each department. He informed Council that neighboring cities are at 3% to 3.5%. A notice of public hearing of the increase in fees Business friendly: Council requested additional review of business license fees Frequency of fee study: Typically, completed every 5 years, there was a Credit card fee rate: There was Council consensus to recommend a credit card Full cost recovery: There was discussion of the importance of getting as close as possible to the 25.25% for the cost of doing business in the City, but with a priority of doing more for the community at the same time. There was a recommendation tot further review the annual fees for potential decreases that could result in a lower City Manager Kolbow stated that at further review of the annual fees would be done prior to the public hearing that would be held at either the February 20; 2024 or 2024 regular scheduled City Council meeting. Council determines that there is a need for immediate action and the need for action arose Mayor Pro Tem Hewitt expressed her appreciation of the report and thanked staff for their Mayor Davis commented on the Calimesa Chamber Installation dinner that was held on Thursday, January 25, 2024, stating that it was a great event and the food from Haus subsequent tot the agenda being posted as required by Government Code $ 54954.2(b). work.
