COUNCIL MEMBER MOLINA There was a Council consensus to excuse the absences of Council Member Molina. CITY MANAGER KOLBOW, CITY CLERK GERDES, FINANCE DIRECTORREID, PLANNING DIRECTORLUCIA, PUBLIC WORKS ENGINEER SHAKIR, FIRE CHIEF O'CONNELL AND SHERIFF CAPTAIN PETERSON. PLEDGE OF ALLEGIANCE WORKSHOP ITEMS Pledge of Allegiance was led by Finance Director Reid. 1. PUBLIC SAFETY WORKSHOP. RECOMMENDATION: That the City Council provide direction with regard to public City Manager Kolbow introduced the item turning it over to Sheriff Captain Peterson and Fire Chief O'Connell who provided a power point presentation of the Sheriff Captain Peterson provided an overview of City services detailing the safety services based on staff's presentation following: following: current staffing and contract amount 2023 calls for service 2023 crime stats 2021 - 2023 average response times Breakdown of calls for service by month, day/week, per 1,000 residents, per patrol officer, priority one calls per officer and deputy-initiated calls for service. Acomparison of calls for service for years 2021,2022 and 2023. Acomparison of Riverside County Sheriff contract cities The success of the flock cameras installed in 2023. Homelessness and County resources and other public nuisance issues. Options for new City ordinances allowing for additional enforçement by the Sheriff's Department such as catalytic converter theft, camping on public property City Council Action Minutes oft the Special Meeting of April 29, 2024-F Public Safety Workshop Page 1of3 Fire Chief O'Connell provided the 2023 annual report for fire services as follows: Placed Into Service = 100' Arial Ladder "Quint" Placed Into Service -1500 Gallon Tactical Water Tender (FEPP Acquisition) Placed Into Service = Self Contained Breathing Apparatus (AFG Grant) Transitioned to Advanced Life Support Paramedic Program *** Filled 3rd Duty Battalion Chief Position *** Replaced 2003 Surplus "County" Engine with New Sutphen Type -1 Pumper Upgraded Radio - MDC Equipment - ongoing project Upgraded 3rd Command Vehicle Completed Policy Manual Revision Revised Local Hazard Mitigation Plan CALOES/FEMA Approved Upgraded Employee Personal Protective Equipment- - Cancer Prevention Exposure Control ***Previous Strategic Planning Initiative Fire Chief O'Connell provided the following additional statistics: an overview of the department staffing model Performance Measures/Statistics 2018 to current year "Gap" analysis that included staffing, facilities and the fire prevention bureau City Manager Kolbow presented the following Public Safety Statement of Values for the City: Accountability- Taking responsibility for actions Integrity = Doing the right things for the right reasons Respect - Treating others with dignity and respect Service - Meeting the needs of the community Sheriff Captain Peterson provided the following SWOT Analysis for law enforcement: Highly trained deputies Community Relations Increase COP Program City Growth/Level of Service Fire Chief O'Connell provide the following SWOT Analysis fori the Fire Department: Local Control -Fiscally Secure - Outstanding Culture - Prepared For Growth Labor Group Influence - Retention & Recruiting - Unfunded Mandates Force Multiplier - Programs & Service - Ability to. Adapt - Standards of Cover Cooperator Agreements The Sheriff department objectives were presented as follows: Prompt Efficient Service Crime Reduction Public Education Increase Community Relations The Fire department objectives were presented as follows: Reliability Distribution of Resources City Council Action Minutes of the Special Meeting of April 29, 2024 - Public Safety Workshop Page 2of3 Fire Prevention Public Education Enforcement Engineering A concept of Community Risk Reduction was introduced as a consolidated approach to problem solving that would include fire prevention, emergency There was discussion of the Citizens on Patrol program and the desire for the operations and code enforcement. Sheriff and Fire Departments to jointly refresh the program. After Council discussion there was consensus to direct staff to pursue additional ordinances that would allow enforcement by the Sheriffs department and work to improve and enhance the Citizens on Patrol program for the City. COUNCIL MEMBERS' COMMENTS & REPORTS This ist the time for additional general comments, announcements, reports on meetings attended at public expense as required by AB 1234, requests of staff, and otheri issues of concern to Council Members may be presented briefly at this time. The Council may not legally take action on any item presented at this time other than to direct staff to investigate ac complaint or place an item on ai future agenda unless (1) by a majority vote, the Council determines that an emergency situation exists, as defined by Government Code S 54956.5 or (2) by ai four-fifths vote, the Council determines that there is a need for immediate action and the need for action arose subsequent tot the agenda being posted as required by Government Code S 54954.2(b).
