City Council Action Minutes of the Regular Meeting of August 5, 2024 Page 30 of6 SHERIFF CAPTAIN REPORT Captain Northrup reported 601 calls for service for July 2024 with 4 burglaries, 17 grand larceny, 21citations written and an increase in vehicle thefts from the prior month. One off road vehicle denied access to Oak Valley Parkway. He further reported a Quality-of-Life Operation that took place on July 11th, resulting in 8 citations given to 8 unhoused subjects with 2 accepting resources. FIRE CHIEF REPORT Fire Chief O'Connell reported 1138 Calls for Service year to date with 780 of those being medical aid calls, 41 fire responses and 56 auto aide given. He reported that they assisted Yucaipa with a business fire on Outer Highway 10. He announced the National Night Out event that would be held at Noble Creek Park and would include all agencies in the pass Mayor Pro Tem Hewitt questioned home insurance and whether the city can do anything Fire Chief O'Connell replied that Calimesa will be affected by the State Imposed Mapping : which is about to come out and will affect the city's rating, adding that Calimesa is currently at a rating 310. He stated that the department is making a grassroots effort to make a Firewise Community by inviting local residents to get involved in helping to create a 3-year plan, adding that these efforts could result in some sort of reduction in insurance costs. area. about fire insurance costs to homeowners, PUBLIC HEARINGS 11. CONTINUED PUBLIC HEARING: SPECIAL ASSESSMENTS FOR WEED ABATEMENT CHARGES. RECOMMENDATION: That the City Council open the continued public hearing, take public testimony and adopt Resolution No. 2024-44, A Resolution of the City Council of the City of Calimesa, California, confirming the report of charges to be placed as special assessments for weed abatement for 2024-2025. Mayor Pro Tem Hewitt opened the continued public hearing. Deputy City Manager/City Clerk Gerdes presented the agenda report. BUSINESS ITEMS 12. DISCUSSION REGARDING WHETHER TO AMEND CALIMESA MUNICIPAL CODE CHAPTER 2.10 (CITY COUNCIL), SECTION 2.10.040 COMPENSATION) IN RECOMMENDATION: That the City Council provide direction to staff regarding potential changes to the salaries of member of the City Council through an ordinance City Manager Kolbow presented the agenda report. Council Member Molina spoke regarding her support of the potential changes to the City Council salaries. City Manager Kolbow stated that an ordinance would be necessary to adopt any amendments, and they must be adopted and in effect prior to the November election. He suggested that first reading of the Ordinance take place on September 16, 2024 ACCORDANCE WITH SENATE BILL 329. aligning with Senate Bill 329 and applicable law. with second reading at the October 7th meeting. There was Council consensus to direct staff to bring an ordinance for first reading to MAYOR & COUNCIL MEMBER REPORTING OF COUNTY & REGIONAL This is the time for general comments, announcements, reports on meetings attended at public expense as required by AB 1234, requests of staff, and otheri issues of concern to Council Members may be presented briefly at this time. The Council may not legally take action on any item presented att this time other than to direct staff toi investigate a complaint or place ani item on a future agenda unless (1) byar majority vote, the Council determines that ane emergency: situation exists, as defined by Government Code $ 54956.5or (2) by at four-fifths vote, the Council determines that there is a need for immediate action and the needf for action arose: subsequent to Council Member Cervantez reported that the RCA was cancelled for August, sO he had no report to provide. He spoke regarding the Calimesa Library Ground Breaking event, stating Council Member Molina reported that she attended the Popsicles in the Park on July 18, 2024 at Summerwind Park, adding it was well attended. She further reported that the Summer Lunch Program ended on July 19, 2024, adding that it was a successful event. She further reported that she attended the ribbon cutting for the All Valley Urgent Care located in the Marketplace at Calimesa, adding that they take all insurances, even Kaiser. Mayor Pro Tem Hewitt reported that she attended a meeting of the WRCOG earlier in the day where they approved a budget amendment to the FY 23-24 budget, received program updates and continued an item to the next meeting regarding bond authorization. She spoke regarding the Calimesa Library, stating that a new larger library is needed and will the September 16, 2024 meeting. He announced the "Movies in the Park" event that would take place on Friday August 9, 2024 at 7:00 p.m. at Summerwind Park, adding that Supervisor Guitierrez office was funding the event.
