As part of a statewide safety program, Caltrans inspects all bridges in California that are listed on the National Bridge Inventory, including 31 bridges in Citrus Heights that the City owns andi maintains. The City received a large quantity of Caltrans reports in 2021 which instigated thep project. Att the time, the plans were developed fori the prescribed maintenance required by Caltrans, including work int the creek which requires obtaining regulatory permits from state andi federal agencies. Construction began in 2023 and since the project commenced, thel bridges have had additional debris accumulate and the City has received an additional bridge report from Caltrans. In order to utilize the existing permits for this project and take advantage of the mobilization prices already builti in, Staff is recommending to addi the additional work now which would authorize an additional 31% contingency. Blomquist RECOMMENDATION: Adopt Resolution No. 2024-094 A Resolution of the City Council of the City of Citrus Heights, California, Authorizing the City Manager to Execute an Agreement for Professional Services with Dokken Engineering for the Gateway Activation Project Community Development Director Kempenaar stated the City received a $700,000 appropriation from the State General Fund. In 2023 the City entered into an agreement with Caltrans on expectations ofhow and when the money will be spent. He gave an overview of the project objectives that will connect various trails within the city and regionally along the city limits with Roseville. The project consists of Outeachlengagement, collaboration with agency partners, preliminary engineering, and environmental review. He detailed the various project locations and trail connection points. Cave RECOMMENDATION: This report is fori informational purposes only with no recommended action Page 5of6 Printed on Recycled Paper Citrus Heights City Council Wednesday, September 25, 2024 General Services Director Cave provided an overview of the growing blight concerns that led to the development of the Beautification Program. The purpose oft the program is to provide resources to address blight, track progress of the program and provide transparency to the community, coordinate efforts between departments for increased resources, and partner with external agencies on jurisdictional boundaries to increase attention and maintenance efforts. She shared successes of the program since its launch in late 2022. She provided metrics on service requests assigned to the Beautification Crew and those generated through the See-Click-Fix tool in comparison to pre-Beautification Crew implementation. She also shared metrics on Police Department activity reported in conjunction with the Beautification Program. She highlighted the regional partnerships and staff that have contributed to the success oft the program. City Council comments followed. DEPARTMENT REPORTS None. CITY MANAGER ITEMS City Manager Feeney highlighted the Citrus Heights Police Department's Oath of Office Ceremony and Awards Presentation. He reflected on the activities at Sunday Funday. He gave a reminder of the Fall Chip-In Day volunteer event on October 12 from 8:30 a.m. to 12:30 p.m. He announced the Citrus Heights HART annual Spaghetti Fest fundraiser on October 18 at the Citrus Heights Community Center. ITEMS REQUESTED BY COUNCIL MEMBERS/FUTURE AGENDA ITEMS Mayor Karpinski-Costa requested a future agenda item to consider sending a letter of support to Governor Newsom related to public comments from Trent Puskas with TNT Fireworks Council Member Schaefer supported the request.
