BRADBURY CIVIC CENTER 600 Winston Avenue, Bradbury, CA 91008 CITYOB BRADBURY CALL TO ORDER The Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Barakat at 7:00 pm followed by the Pledge of Allegiance lead by Councilmember Lewis. ROLL CALL- PRESENT: Mayor Richard Barakat, Mayor Pro Tem Richard Hale, Councilmember Bruce Lathrop and Councilmember Liz Bruny. Councilmember Monte Lewis. ABSENT: STAFF: City Manager Kevin Kearney, City Clerk Diane Jensen and City Attorney Cary Reisman. Mayor Pro Tem Hale made a motion to excuse Councilmember Lewis from the meeting. Councilmember Bruny seconded the motion which carried unanimously 4:0. APPROVAL OF AGENDA: Mayor Pro Tem Hale motioned to approve the Agenda with Councilmember Lathrop DISCLOSURE OF ITEMS REQUIRED BY GOVERNMENT CODE SECTION 1090 & 81000 ET. SEQ. She spoke of her many years of community involvement and asked Council to consider her on election day. ACTIONITEMS* 2. CONSENT CALENDAR All items on the Consent Calendar are considered by the City Council to be routine and will be enacted by one motion unless a Council Member request otherwise, in which case the item will be removed and considered by separate action. All Resolutions and Ordinances for Second Reading on the Consent Calendar, the motion will be deemed to "to waive the reading and adopt." A. Minutes: Regular Meeting, Tuesday, August 20, 2024. B. Monthly Investment Report for the month of September, 2024. C. Resolution No. 24-23. Demands & Warrants for September, 2024. D. Ordinance No. 393: An Ordinance of the City Council of the City of Bradbury Amending the Bradbury Municipal Code Relating to Short Term Rentals and E. Ordinance No. 392: An Ordinance of the City Council of the City of Bradbury Amending the Bradbury Municipal Code Regulating Public Nuisances-to-Prohbi: Advertisement of Short-Term Rentals in the City Tents, Tarps and Canopies F. Fiscal year 2022-2023 Annual Financial Audit Report City Manager Kearney spoke of a change to the Minutes: Section #5 "Rejection of Bids". on page Three (3) of Six (6.) The Minutes should read, "There was only one bid received during the second bid phase of the Bradbury Road Widening Project, and that bid was not deemed a responsive bid due to it being significantly higher than the engineering cost estimate, therefore, not being in the best interest of the City." Mayor Pro Tem Hale made ar motion to approve the Consent Calendar with Councilmember Lathrop seconding that motion. The motion passed 4:0. 3. PRESENTATION-LEGISLATIVE UPDATE FROM ASSEMBLYMEMBERHOLDEN Assemblymember: Chris Holden just completed 12 years with the 41st Assembly District. He provided a legislative update to the City Council. Following a brief question and answer period, Assemblymember: Holden presented Mayor Barakat and the City of Bradbury a Resolution thanking them for their many years participating and contributing to the 415t Assembly District. 4. PRESENTATION - SGVCOG CITY COUNCIL ROADSHOW From the San Gabriel Valley Council of Governments, a presentation was made by Levonn Gardner, Management Analyst and Melissa Troung, Senior Accountant, apprising the Council of their latest programs as well as a peek into what they're working on next. DISCUSSION ON RENAMING THE LEMON CUT-THROUGH TRAIL City Manager Kearney suggested Council choose a name for the "Lemon Cut-Thru Trail" sO that when conversing with residents, completing a work order, or any situation where the trail needs to be identified, there would be one name familiar to all eliminating any possible confusion between the current two "lemon" trails. The City Council chose Lemon Trail and Lemon Parkway. 6. RESOLUTION NO. 24-24: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF BRADBURY EXPANDING UPON THE CITY'S MISSION STATEMENT AND VISION STATEMENT During the Retreat on Saturday, March 9, 2024, the City of Bradbury City Council decided to alter the City's Mission and' Vision Statement, through a Resolution which will be incorporated the next time the City's General Plan is updated. Councilmember Lathrop made suggested change. Mayor Pro Tem Hale made a motion to incorporate Resolution 24-24 with Councilmember Lathrop's changes and Councilmember Bruny seconded that motion. The motion passed unanimously 4:0. The City Council directed Staff to coordinate with the City of Duarte to potentially partner on a water station on the Royal Oaks Drive North Trail. The City of Duarte analyzed the Trail and proposed a location opposite ofi the boundary between 1775 and 1825 Royal Oaks North because ofi its proximity to a water valve for connectivity and shut off while also being free of any trees or brush overhead which could lead to clutter and clogging of the fountain in the future. Mayor Barakat made a motion to approve the purchase of this fountain and supplies using the Cal Recycle Beverage Container Recycling Grant restricted funds. Councilmember Bruny seconded 7. DISCUSSION ON USE OF CALRECYCLE FUNDS this motion which passed unanimously 4:0. 8. MATTERS FROM THE CITY MANAGER = a. Completion Goal of the FPPC Ethics Training course by Halloween or 10.31.2024. b. Special Meeting, 09.30.2024 at 6:00 p.m., to discuss evelopment-related items. 9. MATTERS FROM THE CITY ATTORNEY = No comments. 10. MATTERS FROM THE CITY COUNCIL = No comments from any councilmembers. 11. ITEMS FOR FUTURE AGENDAS - None at this time. Title: City Attorney City Attorney recused himself from tonight's Closed Session due to subject of Session. Staff was brought back into the meeting at 8:21 p.m. No formal votes were taken or requested. Counsel will direct staff on how to proceed.
