BRADBURY CIVIC CENTER 600' Winston Avenue, Bradbury, CA 91008 CITYOF BRADBURY CALL TO ORDER The Regular Meeting of the City Council of the City of Bradbury was called to order by Mayor Pro Tem Hale at 6:00 p.m. ROLL CALL- PRESENT: ABSENT: STAFF: Mayor Richard Barakat, Mayor Pro Tem Richard Hale, Councilmember Bruce Lathrop and Councilmember Monte Lewis. Councilmember Elizabeth Bruny. City Manager Kevin Kearney, Assistant City Attorney Lisa Kranitz, City Planner Jim Kasama and City Clerk Diane Jensen. Mayor Pro Tem Hale made a motion to excuse Councilmember Bruny from the meeting. Mayor Barakat seconded the motion which carried unanimously 4:0. APPROVAL OF AGENDA: Councilmember Lewis motioned to approve the Agenda with Mayor Pro Tem Hale seconding DISCLOSURE OF ITEMS REQUIRED BY GOVERNMENT CODE SECTION 1090 & 81000 ET. SEQ. In compliance with the California Political Reform Act, each City Councilmembers has the responsibility to disclose direct or indirect potential for a personal financial impact as a result of City Manager Kearney stated a conflict of interest for Mayor Barakat because his residence the motion, which passed unanimously, 4:0. participation in the decision-making process concerning agenda items. is within 500 feet of subject of agenda items. CC Special Minutes September 30, 2024 Page 1of3 PUBLICCOMMENT- Speaker: Rick Barakat, speaking as a resident, addressed his concerns and needs for the residents of Bradbury should there be a fire or other catastrophic event. He talked about the importance of stocking 2-3 days' worth of water, food, blankets, clothing, etc., for Bradbury residents. ITEMS To prevent Mayor Barakat from having to leave the meeting while Agenda Item #1 was discussed and then having to come back for Agenda Items #2 and #3, Councilmember Lathrop made a motion to discuss Agenda Items #2 and #3 first. Councilmember Lewis seconded this motion. 2. Discussion on Accessory Living Quarter Designation and Standards This item introduces a discussion on Accessory Living Quarter Designation and Standards No Formal Action Taken. Mayor Pro Tem Hale suggested City Planner Kasama draft language for Council to review. 3. Discussion on Objective Standards This item introduces a discussion on the City crafting objective standards. No Formal Action Taken. Mayor Pro Tem Hale suggested City Planner Kasama propose converting the current subjective standards into objective ones to comply with applicable legal requirements and survive potential judicial challenges. This action would also be 1. Discussion on the Emergency Operations Center (EOC) and the Affordable Housing Civic Center Overlay. It is recommended that the City Council discuss the current Affordable Housing Overlay site in the Housing Element, the desire for an Emergency Operations Center, No Formal Action Taken. The City will wait for Assistant City Attorney Kranitz to review the new laws signed by Governor Newsom to know if any of them would affect the City of consistent with those taken by other similarly situated municipalities. and direct Staff on how to proceed. ADJOURNMENT When adjournment was called for, Mayor Pro-Tem Hale asked what happened at the Planning Commission meeting regarding the CalAm project. City Manager Kearney responded by reporting that the Planning Commission approved the Conditional Use Project (CUP), and recommended approval of the other applications: TPM, Variance, General Plan Amendment, and Zone Change. These are scheduled for the City Council meeting on October 15, 2024. Mayor Pro-Tem Hale then said that the CUP should be called up since it's part of an overall project. City Manager Kearney said that the CUP would be included for the City Council's consideration.
