The unit was scheduled to be financed via installment purchase and Council appropriated $40,000 in FY 2015/16 to make first year's (1 of 5) installment payment. The actual annual payment will be $36,642.30 if First Bank's proposal is accepted. The City solicited financing proposals from several financial institutions and received two proposals. One, from First Bank at 1.89% interest with an annual payment of $36,642.30 and the other proposal from BB&T at 2.23% with an annual payment of $36,856.10. I recommend that Council approve financing contract with First Bank. A copy of the demolition ordinance and photographs of the property are included in the agenda As background information, City staff initiated minimum housing proceedings in May of 2015. The property owner, James A. and Maxine McCravy, and parties of interest were notified of a hearing with the Code Enforcement Officer regarding the condition of the dwellings. The notice was sent via certified and regular mail; published in the Richmond County Daily Journal; and posted on the subject property. Felecia Ingram (a tenant) attended the hearing. The Code Enforcement Officer issued his findings of fact and directed the property owners to either repair or demolish the dwelling by September 9, 2015. Again, the notice was sent via certified and regular mail; published in the Richmond County Daily Journal; and Note: At the time City staff initiated proceedings for this building, two of the four units were occupied. The tenants of those two units were given notice as parties of interest in the proceedings. According to packet. posted on the subject property.
