(end of consent agenda) PUBLICI HEARINGS: Street: a) Consideration of Making Franklin Street a One-Way Street from Main Street to Willow Darren Lewis reviewed this request to make Franklin Street a one-way street going west from Main Street to Willow Street. He and Mayor Cawley have spoken to several business owners on Franklin Street regarding this proposal. One challenge the City is trying to address isoncet the convention center is built, they don't want all those attendees leaving up Franklin Street to Main Street at one time. The City has been awarded three grants for this project. Darren indicated that MAD, Inc created a survey for the businesses on Franklin with nine individual property owners being in favor of one-way and two being opposed to this change. City staff foresees this as being an improvement for some events. Mayor Cawley declared the Public Hearing open for comments. Ms. Patterson, business owner at 118 Franklin Street: Spoke about the concerns of when this project happens and the power lines are buried and water/sewer lines are replaced-will the businesses be out of commission for a while and how will the business owners make a living if sO. Also concerned how the delivery trucks will be able to deliver goods to those businesses if the street is changed to one-way. She isn't against improvements but feels this is a disadvantage to the businesses on Franklin Street. She is opposed to making Franklin a one- John Pritchard, 128 Ridgecrest Drive (city resident): Urged the board to not vote on this tonight because some citizens are hesitant to talk during the meeting. There are businesses on Franklin Street being in favor and some are not. When having the convention center and al lot of people trying to get out, it seems this would close off one of the ways to exit making Jenny Smith, 140 W. Church Street (city resident): Representing the Tourism Development Authority and is in favor of making this portion of Franklin Street one-way. Feels this will enhance the new convention center experience by improving the traffic flow and creating a more walkable downtown, which will make the City more welcoming. There is research showing meeting planners prioritize locations that have access to amenities such as shopping, dining, and entertainment. This will position Mount Airy as an attractive designation. Also, redesigning the Franklin Street parking lot will ensure a positive experience for everyone way street from Main Street to Willow Street. ith harder. making Mount Airy a conference hub and a business/leisure designation. 4 Paul Madren, 329 Laurel Street (city resident): Loves the idea of putting everything together but wanted to add some enhancements to the project. Samuel Holder, business owner at 222 Franklin Street: Has an office space at a 12,000 square-foot building and currently has three parking spaces, These enhancements for parking Adrien McCann, business owner at 127 Franklin Street: In favor of anything that will benefit her business. She has questions about this and the proposed project for Franklin Street. Will businesses be allowed to stay open-she has to have water and power to operate her business. Mayor Cawley stated that this public hearing concerns only one issue-making the section of Franklin Street one-way. The water/sewer lines and burying the power lines are totally separate projects. The only thing the Board is dealing with tonight is whether or not it would Once the City begins looking at the Franklin Street Streetscape Project, the City will have many communications with the businesses downtown as soon as there are definite timelines Darren indicated that the water /sewer line replacement has to happen first. The City anticipates starting late October/early November 2024 (after the festival) working with the contractors. Then, at that point, the streetscape portion for sidewalks would begin sometime ins summer 2025 and possibly mid-summer/early fall being the earliest of the transition to the one-way street. Darren also mentioned regardless if the one-way street is approved or not, the City will need to work with the delivery companies that deliver goods downtown. Ifa delivery truck is going to be there for any length of time, the City needs to find them a place Commissioner Cochran asked Darren about ADA compliance for this. Darren stated the City will have to follow the ADA codes for accessible parking. This needs to be an improvement regardless of this vote as well. The City encourages the businesses to utilize the existing parking lot and leave the public parking on the streets for the public and visitors. be beneficial to make the section of Franklin Street one-way. on any of these projects. that is the least congested-this needs to happen regardless of this vote. PUBLICI FORUM: Mayor Cawley declared the Publie Forum open for comments. Norm Schultz, 411 S. Main Street (city resident): Concerned about safety on the streets with increased traffic during Mayberry Days and the Autumn Leaves Festival. South Main Street doesn't have a consistent traffic speed limit. He is afraid someone will step out in front of a 5 car. Hei is also concerned about thel line of site on Church Street during these times. Suggested speed traps to enforce speed limits be implemented to keep everyone safe. He would love for the City to study this and research what can be done. Another suggestion would be to put in Adrian McCann, business owner at 127 Franklin Street: Mentioned that the months of November and December are her busiest times during the year. She is also concerned the food delivery trucks (especially FedEx) they have keys to the restaurants won't be able to Alan Bagshaw, 1022 N Main Street (city resident): Followed up on the speeding issue on North Main Street. The Police put up a trailer, but unfortunately, it acted as a barrier so the vehicle that hit it didn't go through Mr. Aldridge's house. Cars are actually spinning out when coming into that curve. Has lived here 20 years and still having the same traffic issues. Wants to know what the City will do for this situation. It is time to develop a plan and put John Pritchard, 128 Ridgecrest Drive (city resident): Mentioned he doesn't like the two stop lights that are close together on Main Street but thinks it was intentional to slow vehicles down. Noticed he is seeing more homeless around town. The general consensus is that Mount Airy is a magnet for the homeless. Asked the Board to please not lose site of the homeless problem. Reminded that Blake Moyer said in one of the meetings that the average family cannot buy an average house, sO is it really a shortage of housing or a shortage of salaries, incomes, and jobs. The developers are not going to build a subdivision if the people cannot buy a house. The median price of a house in Mount Airy is almost $200,000 and the household income is $33,000. If someone builds a new house it will cost at least $200 per square-foot. Reviewed reports from the NC Department of Commerce. Appreciates what Mr. Zalescik said concerning the concept ofe ethics and thinking that it is important to be ethical. RESOLUTION NUMBER 2025-015 RESOLUTION AWARDING ENGINEERING SERVICES CONTRACT FOR WESTWOOD INDUSTRIALPARK SITE DEVELOPMENTPROJECT WHEREAS, the City of Mount Airy received a Golden Leaf Foundation grant award of $1,500,000 to be used for the development of a 16-acre graded industrial site, public 6 water/sewer extensions, and a 1,700-foot extension of Boggs Drive in Westwood Industrial Park; and WHEREAS, the City recently advertised for Requests for Qualifications from engineering firms to provide planning and design services for this project with the City receiving six responses from area engineering firms; WHEREAS, after careful evaluation of each firm, it is staff recommendation to award the Engineering Design Contract for the Westwood Industrial Park Site Development Project to Timmons Group to perform the design of the project for the cost of $226,300: BOARD OF COMMISSIONERS MEETING IN OPEN SESSION THAT: NOW, THEREFORE BE IT RESOLVED BY THE CITY OF MOUNT AIRY Section 1. The accomplishments continue with Westwood Industrial Park, the Main Street water line replacement project, and the conference center. These successes didn't happen overmight-they came from many meetings, grant writing, and board meetings with dedicated City staff and volunteers over weeks, months, and years. He is very proud to be part of this Board and on the City team. Commissioner Cochran: Mentioned she had a complaint about a lot of downtown events with street closings affecting some of the businesses including Robby's. They indicated the street closure is at the stop light and people can't get into the Robby's parking lot. She asked the Commissioner Wood: Since the last meeting, she toured the Balladeer Hotel. City staff is responsible for the $29 million in grants, which is a lot of Darren Lewis: City staff have talked with the downtown groups on road closures. Some are hosting regular events. The City needs to work with them and come up with a better format for when to close the street. The street closure needs to be tourism and number based. The City can also look at different areas to close for existing events and new events. The Police Chief and his staff do a great job with the street closures. City staff have talked about speeding in certain areas and assured everyone the Police Chief is working on this in an effort Mayor Cawley: Something to think about is when Main Street is closed for events, that Franklin Street would be closed as well if it becomes a one-way street. Surry Community College hosted a golf tournament today with Lanie Pope as one of the players. Today, they raised $100,000 with all of that money going to the students.
