On Friday, the POW/MIA flag which is behind you right now was flying over City Hall in recognition of National POW/MIA Day. And then over the weekend added to that flag was the Ukrainian flag I would assume in honor of the visit of President Zelenskyy. So that made me proud as resident of this city. However, there were only about 24 people in total that POW/MIA Recognition Day at Veteran's Memorial Park in front of the Scranton High School, that includes the people who hosted the event. Have any of you have any idea how many Scrantonians are MIA, missing in action? MR. SMURL: I do not. MS. HODOWANITZ: Seventy-seven. In my mind, that rates that somebody representing the city should have been there. Maybe somebody was there and I simply didn't recognize the person. But Scranton and Northeastern Pennsylvania have never been shy about supporting this country in a time of need. Hopefully sometime in the near future that one may migrate to the City's website. And it certainly wasn't there this morning, nor was the police contract, nor was the clerical union contract. Do we have any update on the negotiations for the DPW's contract which will expire in 98 days? MR. SMURL: Yeah, they said it will begin in the fall. MS. HODOWANITZ: It is the fall. MR. SMURL: Okay. MS. HODOWANITZ: A1l right. Any update on the status of the city's annual audit? MR. SMURL: Audit is on track. We have everything but the Parking Authority. MS. HODOWANITZ: Okay. Well, let's turn to Item 5-D, the appointment of Scott Gassenmeyer as Director of DPW. I don't really know the man. And sO I have to go with what I hear here in City Hall, what I see in the newspaper, and what's in the backup for his appointment. And included in the item was his resume. It's the same resume when he was appointed to the Parks and Rec. According to his resume if you could believe it, he's still in the Marie Corps. He's still in Chesapeake, Virginia. We know that can't be true because he would need a waiver when he was living in Dunmore. Of course, now he doesn't need a waiver. But he's still living in Dunmore sO he can't be in two places at one time. And, you know, he's still working on his bachelor of arts degree. And he's still working on his project management professional certitication, you know. If you're the head of DPW like the head of the other departments, one of the 14 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 things that I would assume that you bring in your skill set is attention to detail. So somebody should have said, hey, you know, if we're going to attach his resume again, it would only take five minutes on a computer to update the silly thing. So, you know, I mean, I assume that you really don't have a choice who the Mayor wants to appoint as the Director of DPW. But as a courtesy to the citizens when these things come forward, whoever sent his : where did it come from? It should be here. There should be a legislation sheet. It doesn't say who it came from, you know. But the Mayor attached a letter saying she wanted to appoint him. So hopefully, you know, he'11 get more attention to detail in his skill set. Thank you. MR. SMURL: Thank you, Joan. Les Spindler. MR. SPINDLER: Good evening, Council, Les Spindler, city resident, homeowner. An old subject again, that hole on Dorothy Street that keeps opening up. I said from the day one it wasn't filled in correctly. It keeps settling and settling and settling and now there's a dip. So I said, I'm no engineer, but it doesn't take one to figure out that's got to be dug up again and filled in the right way or else we'11 keep getting a hole and a dip and whatever. Moving on, just like out of curiosity, does anybody know how many rescue trucks we have in the city? MR. SMURL: I know we have Rescue one. But I believe Engine four goes out as another rescue truck. MR. SPINDLER: Well, I always thought we only had one. But I seen a -- I saw two trucks, one said Rescue one and one said Rescue three. So we must have three. I don't know. MR. SMURL: Don't know. MR. SPINDLER: Next thing, the corner of Mulberry Street and Adams Avenue where the Scranton Housing Authority is, they have been doing something there for over a month. The one lane is blocked. And it causes a terrible traffic jam, people trying to turn down Mulberry on Jefferson Avenue gets backed up. It's backed up on Mulberry Street. Does anybody know what they're doing there? MR. SMURL: It's electrical work. It's PP & L. It's underground. It's PP & L. We did ask I believe two weeks ago and that was the response. MR. SPINDLER: It's terribly congested there. Oh, I told that Sunday when Mayor Zelenskyy : President Zelenskyy was here that the Mayor finally put the Ukrainian flag up. Unbelievable. Bob Bolus gave it to her how many months ago and she wouldn't put it up. The president came to town so she put it up, but it's down again. So what a hypocrite she is. She wouldn't put it up when Bob gave it to her. But when President Zelenskyy came she had to put it up. He probably didn't even come by City Hall to see it. It's not out there telling people who the hell we are, what our fellow vets were. And that aggravated me more that Joan and myself and those that were over there that we still have 77 Scranton members MIA, no Mayor, no Council, no Commissioners, nobody else. The one that showed up was our police chief which I give him credit. Tom showed up. There was a ceremony there honoring our fellow vets. And it's disappointing that we see that going down. When our house burned, Hartford fought us tooth and nail not to pay the claim. Rosie and me ate at the soup kitchen for 11 months, stayed in a motel. Very fortunately Mr. DeNaples came to my aid. It's when I was working. He was giving 10 million dollars to the eight wealthy colleges to pay their bills and obligations, not a dime to those people who waited in line up at the - that needed it. That's the kind of person he is. Eight phoney colleges hiding behind the Pure Charity Act, they could buy building after building but they can't pay the taxes to our school board and to you people up there and these people out here. It's a shame what this city has just diminished - we're just hitting bottom with these phoney non-profits. How are we going to make up for the loss of all of those houses on Colfax and the businesses? Everybody said, well, we'11 raise taxes. How much higher can you keep going? I haven't watched TV in areal long time. But I caught the first two stories last night on WNEP. And the first story was about the Bloomsburg Fair. And the second story was about them signing bombs over there at General Dynamic. That's what I would like to talk about because these pictures are very disturbing to me. One thing my father always said is, don't watch the ants while the elephants are marching by. Ialmost : but none of these are declared war. You got corporations, corporations like Lockheed Martin, Boeing, and General Dynamics. These are big contractors for the federal : part of the federal government, part of the what was called in the past the Department of War. But they changed it around. They called it the Department of Defense. Everything's been messed up since 1913. We've been in all of these wars. And to see Senator Casey and if Shapiro and Zelenskyy signing bombs, we're not at war with Russia. We very well might be really soon. But, you know, who in the local realm allows this to happen? Why isn't there, you know, on Facebook and the social media and everywhere, they have all of these, you know, verification checks. We have all of these banned books. There's all these : everybody has fallen in line with where the money comes. And the money comes from the federal government. The Routh guy he's fighting over in Ukraine. This isn't our war. We have a lot of problems here in Scranton. And, you know, I expected to see something like Rosie the Riveter, the whole idea of our government, we're not in World War two, but we're running toward world war three ramping up this war machine. But it's been a long time since it's been an arms place. I think it was 1906 or something that they started making arms. And they stopped and, you know, being a federal contractor. And then '56 it ended. But no one knows the history of that place over there. They had a fire the same day. Things are messed up. We have to do something. We need new representatives. MR. The Swiss brought him out because our own government wouldn't bring him out of Vietnam. And if people went and did a little bit of studying, they'd find out that was true. And they told him that if discussed the people, the American soldiers they left behind in Vietnam, they would court marshal him. And, you know, I had the opportunity to talk a North Vietnamese prisoner of war in Plymouth one day. And he talked about the treatment that he was given by the North Vietnamese and how they kept him in cages and broke all of fingers and stole his rations. And they played Russian roulette 29 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 with them, one bullet in the gun, two Americans, point the gun at each other. And he knew a ton of his mates that were left behind. And then you see what Joe Biden did. He pulled out of Afghanistan and left everybody behind. And then when it came time he brought 130,000 people out that have to be in the capital but left our allies behind, all the people that worked with us. So when we start talking about recognizing veterans and all that, it's all just window dressing. I don't even think the doctors in the VA still have to be accredited. A11 right. So we've got to stop lying to ourself. You know, the democrats too, you know, when I drive around the city and I see a sign up for Harris or the Vice President she wants, I really think that people need to really examine what they're thinking and what they're saying because I don't think she's qualified even for the job she has. And that's why Joe Biden picked her because she could never really challenge him. And I think that war is very close. And, you know, if Trump gets elected, it's going to take a quite a while to build that. And when we take a look at what's going on in our country, I don't know. If I was a policeman I'd be really concerned about the gangs that are here considering that Chicago just took its net down where they listen for gunshots across the whole city. And they took it down because there's a turf war between the illegals that came into the country and the gangs in Chicago already and they're killing each other. A11 the bad decisions that we got came from our government and here are the slaves. And they're all across the country. They have no backbone. They won't stand up for themselves. It's just pathetic our founding fathers never thought we'd get like this, but we have. They're all barking for a couple pennies. And they've lost all of their freedom. They don't even know what freedom is. And the people that we elect, they talk down to us because they think they know something. But the one thing we know is, public education is collapsed. She lives in : next to 313 Oak Street. It's been an issue for years with her collecting junk. It's a disaster. And I'm the caregiver and the landscaper for my mother-in-law. So I cut the grass and do everything. So I wanted to bring pictures tonight but I don't have them. But she has been able to collect junk for years and 33 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 nothing's been done about it. So I'm here to read you my mother-in-law's letter that she wrote to some person on the city inspectors. And I ask that you guys look into see what the next step is because there's been fines. They're not being paid. So what can we do next? My mother-in-law is not the youngest. And I would like to see her : the city work for her in a good way. I just want to read this to you guys real quick though. I am the neighbor who lives next door to the 313 Oak Street property owned by Florence Vaivada. For many years she has accumulated garbage, rusting metal, old tires, machine parts, old lawn mowers and much more. Her yard is filled. For years she had a hauling business cleaning out attics and basements. She often just dumped the whole junk in her backyard and the yard is filled. I - have witnessed people pull their trucks up to her yard and empty old metal and trash into her place. When I ask them to not dump, I was insulted and told Flo said they could. She was aware of those, you know, that 34 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 there was people that were going to do this and she didn't stop it, Flo. Periodically, trucks will still pull up and empty into her yard old wood, metal, garbage bags, etc. She speaks with these people. They are her friends. She then puts up a no dumping sign to cover her behavior. She's got tarps everywhere. Her yard is filled with garbage along with the lawn mowers containing gasoline. The place is a health and a fire hazard. She has no fences, used many tarps and erected tents to hide this stuff. If you go by this house you'11 see a tent. You'11 see tons of tarps of tires. It's a - mess. There is an old shed that's ready to collapse. The roof is three-quarters missing. And rain just collects in it, the property is now worse than ever before. This summer I had to dispose of three dead animals that came from her yard. Cats, possums, and skunks live in her mess. The smell at times prevents me from using my yard. Code enforcement officers have been out. And she appreciates that they've 35 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 been out. And I do appreciate that too. They could attest to how deplorable the property is. I have been reporting this property for over 20 years. She wants to know, please advise me what the next step is in rectifying this or what you intend to do and what action will be taken. As of today, nothing has changed at this property. If there's a fire or property damage or injury due to this situation, I will be sure to inform the city that they are aware of these dangers. So my question is, we fined her, okay. What can we do next to even assist her if we have to? Like, I could have somebody come there with a dumpster to take care of it because she's not young anymore. But her friend that lives there with her is more than capable of doing this for her. So I just want to get this rectified for my mother-in-law and let her live peacefully because I know if you gentlemen were living next to this house, you wouldn't tolerate it. So I'm here to ask Council to look into seeing what the next step is sO I could 36 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 give her some information to say, like, okay, we're going to work on this. MR. SMURL: Your next step if they have not responded to the warnings that were given from the city, they would be turned into : well, the violation then goes to the magistrate. And then if they don't show up for the hearing then that turns basically to a warrant. But : and that's pretty much where it sits right now, The city is actually we are working on a plan right now into taking some blighted properties into receivership. We have formed a new committee on this so that we could pick up where it's stopped right now which normally a warrant sitting at the magistrate offices. MR. WASKO: They have gone to the magistrate. They were given so much time to clean it up, but they kind of just put tarps and everything over it. The grass hasn't been cut. And I just feel like it's what I would say is because I dealt with this before from my neighbor, there's a case of : like in other words a paper trail to go to a magistrate and 37 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 say, listen, we got to get this rectified. MR. SMURL: That's fine. But once the magistrate : if they don't respond or they don't do what they're supposed to, they put a warrant out. That's the end of it and it just sits. Because, you know, are we going to send police after somebody for not cleaning their yard? So there's a big problem there where it's at right now. But we are actually actively working on it. MR. SCHUSTER: So at this point it's 313. I've sent it in several times this summer. I sent it in several times over the last two weeks. Let's see, so, Mr. Voldenberg, did we hear anything back on it? As of last we : Isaiah had it. They were looking into it. It was active with code enforcement. But did : other than being active with code enforcement, have we heard anything else on it? MR. VOLDENBERG: No update. It is still active. They are pursuing it. MR. SCHUSTER: I think there was what, was it six violations over the course of 38 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 the summer? MR. VOLDENBERG: Correct. MR. WASKO: Yeah, they were there last week and they gave a ticket for not cutting the grass and the same thing over and again. It's just a repetitive ticket, nothing gets done. Ticket, nothing gets done. And I cut the grass and I have to look next door and see these tires and stuff. You know, I care about my mother-in-law and I don't want to see : I want to see this rectified. MR. SCHUSTER: When it comes to = MR. WASKO: I ask that you, gentlemen, please assist me with this. You know, politics aside, let's just try to do the right thing here. MR. SCHUSTER: Next thing, I know this might not fall under nuisance, but with the paper trail of how many complaints have been lodged against them over the last several years, can we have them cross reference that with nuisance and see if it's become a nuisance property if there is any other route that we could take rather than just the code enforcement route? MR. KING: Frank, maybe even the City Law Department could get involved, if possible. MR. VOLDENBERG: I'11 involve them all. MR. WASKO: : assist to help take the stuff to the junk yard if they're going to get money. But she just never does. And it's just frustrating. Maybe after a number of times when the property is not compliant like that, the city could actually ask the judge for a judicial order to clean it out and to clean up the property. If they don't, the city could go back and go after the person who does not comply under contempt of order. Maybe it's time for the city to ask the judge to step forward and put teeth behind the cleanup rules. Now, I come here : and I want to say good things. I want to reach back to the days of Rocky Glen, of the Globe Store, of Woolworth's and the ice cream counter where you could pick a balloon. The balloons were up there and they had a small piece of paper in them. And inside of that was a paper for a penny to a dollar. 41 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 It was random. And when they popped the balloon, you got the paper and your banana split cost you anywhere between one cent and a dollar. Those are the days I remember of this city. But unfortunately, every time I come here to say good things about the city and good memories, something on the agenda stops me. The fire truck loan, they'11 do maintenance. It will be checked before the loan and after. Ih have no issue with loaning it to Dunmore. They'11 do the repairs while under use. But do we ever consider about depreciation that we should get a little bit extra for the loan for a year. After all, we're looking at a piece of city equipment that's going to be used for a year. And every time it goes out, it has wear and tear on it. And its lifespan is diminished. Eventually we're going to have to replace that at our own cost. And for the entire year that it's being on the road, that's a year a service taking it from being in the City of Scranton. 42 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 I'm - not talking about much, just even a token amount to say we know we're using your equipment and it's going to depreciate, here's something from locality to locality to say thank you. Last week Mr. Schuster did an evaluation based on the recyclables numbers used last year. He set up the baseline data. It was about a hundred tons a month. The rejection rate is 88.26 tons. We're about : the acceptance rate is a little under 12 percent. Based on this, the acceptance rate was $40 a ton and the rejection 120. So we're paying an extra $7,040 a month to have them take the recyclables to the dump. For the cost, we must also consider the second run with trucks, paying for the equipment, paying for the gasoline and the routes of the entire city being doubled. A1l of this for 12 percent recycling or 12 tons a month. On the 12 percent, I bet if you look at it, that's the cardboard and paper only as it's already been separated for collection. So right now the numbers we're 43 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 looking at is 84,480 extra a year without adding in payroll, all the added expenses, duplicate tax to trash and cycled runs. Scranton has a fixed rate for the landfill of 47.68 a ton. By taking commingled trash to the dump directly, it would be an instant savings of $72.33 a ton or $6,383 a month without considering saving duplicates from actually doing the trash runs. No recycling, maybe we would be able to remove temporarily the job of the recycling coordinator since we wouldn't be doing it. Council had to pay : if the Council and the Mayor had to pay out of pocket $8,000 a month, you know it would be changed instantly. Suspend recycling until a deal has been made and save the city. 5D, the documents in error. I C don't see an attachment for a residency waiver unless the residency waiver follows no matter what job you have. Title is appointment of Scott Gassenmeyer. Appointments should be replaced by the request for offers for approval of the appointment of because the Mayor does not have 44 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 the authorization to appoint a director, period. It comes before this body for approval, then he's appointed. September 18th, 2024, is when he was hired. We're not supposed to backdate. So now we talked earlier about preservation. There was something that was built in : 76 years ago on 307. And it's called the lookout. We've talked about it before. And it's been there was a picture of it in the newspaper recently. And it did not give both ends. It just gave the straight flat, you know, where 45 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 everything was pretty much nice because DPW can take the graffiti off pretty easily it appears because it comes and it goes. So I give them a lot of thanks for taking some of the stuff off that's written on there. But, now, again, the paper said that there was, you know, some things done by vandals. But it was still beautiful. The beauty of the stone took over. The pictures that I gave to you are ones that I took yesterday. And if that's : does anybody think that's beautiful? No. The demolishment that's been done, I don't know how : understand how we could keep it going for 76 years as it was when it was built and now all of a sudden, I don't know how it's being done. It's obviously being done when it's dark. And we talked about putting up a light so, I mean, it wouldn't stop anybody but IV would imagine keep people from doing what they are doing because there is still a lot of traffic at all hours of the day and night. And I would encourage anybody who would like to see it to just go up 307 to the lookout and see what it looks like. It is terrible. Once again on this recycling business, we should immediately try to find a way to separate plastic bottles and metal cans, plastic and bottles and metal cans entirely. They get wrapped up in each other, the glass gets broken. It gets down in the can. You have to look at the can, throw out the can because it's got glass in. There has been complaints when we're using the inmate population to sort that stuff out that there were injuries where it kind of dumps down onto a conveyor from maybe like a little higher than my head. And these glass bottles are flying through the air. You know, they could hit people. They could sling glass into their eye. And I read an article on it quite a while ago where they filed a lawsuit. I don't know if it 48 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 will work because slavery is permissible in the United States if for punishment of a crime. So the more crimes we have, gee, we could have more slaves, I guess. That's the way our American Taliban thinks, I guess. And they just love to have more inmates and we could put people in jail for 15 years with a man was caught, a father of three with a pint of whiskey in 1928. And he got 15 years for a pint of whiskey. So gee, just think of all the recycling we could sort with that. Good God. It's a win. Win/win. And I'm happy once again to announce the leachate into the Nay Aug gorge tributary has been nixed. It's turned down. And hopefully we won't have to listen to any silly ideas like that for at least a couple years polluting the Nay Aug gorge with garbage water where everything was dumped from old oil filters to battery components for cars and you name, it's up there. And once again on the tax exempts, 40 percent. We need state compensation. I'm interested. I wouldn't have to be the leader, but an exclusive Scranton taxpayers, exclusive. 49 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 We don't need anybody up the valley, down the valley, or north or south strictly because those people are actually profiting by our loss of paying all of these taxes to compensate for our lack of a tax base, I mean, 40 percent. And it's the state constitution. We can't say you can't move here. We can't say anything about it. Our hospital that never worked out over there, for profit hospital is going nonprofit. They are floating 120 million dollar bond issue. Now, on the railroads, I have an article here. I'11 leave it with you. Increase use of long trains has allowed major freight railroads, etc. I won't name the railroads : to cut costs, can employ fewer crews, maintain fewer locomotives, average length of trains increase by about 25 percent from 2008 to 2017. By 2021 when the report was some commissioned, some trains have grown to nearly 14,000 feet or more. And there is other interesting things here where if a train's going up a hill, it's being pulled two separate ways. 50 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Once it tops the mountain, it's being pulled this way. And by gravity it's being pulled that way. So it doubles up on the stress on the couplings. You could have a derailment in a New York second. And there are potentially hundred carload as of natural gas : liquified natural gas possibly in the future coming through Scranton. MR. SMURL: Thank you. MR. DOBRZYN: Right above your home. MR. At one time we had beautiful streets, beautiful neighborhoods where families would shut down the street and have picnics amongst friends. We don't see that much anymore because of our current climate. Things have 51 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 changed nationally but they've also changed locally. I'd spoken several times about a railway that's going to be here in the next four years. This current election, it's coming through the cycle this November is important. Something just as important is next November. That's when we reelect our local officials. That includes part-time Paige. You know, when you show up at 10:30 and leave at the last photo op, it's unbecoming of that chair and those who have sat in that chair before her, including our most recent corrupt mayor. We have a problem electing people to do the right thing. And this is so desperately needed in this time frame. This is the most important election that we're going to have in my lifetime locally. You know, it's unfortunate that only six people show up at school board meetings. How many people show up here, but the ones that show up truly, truly care. So here's my vision of the city, a mayor like down in Wilkes-Barre and would be present at the City Council meetings, able to 52 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 answer questions, call PA Water and UGI on a weekly basis instead of the third Thursday of the month. You know, we have many problems here and they need to be addressed. Right now we're like a puzzle in a box. When you don't have an administration that knows that picture, it's hard to put the pieces back together. When you have a parks director that was just recently turned into the DPW Director that has no qualifications and he's over budget with one pool, how is that going to pan out, not too well. We have supervisors for that department and they're not filled. We have many people that are doing many jobs. Throughout the city our employees, I believe, are a very low moral. At one time back in the 1930s we had 143,000 people. One building was able to service them with one set of doors without an extra set or a phone to pick up to see who's on the other line when you could pick and choose who you want to talk to. I could envision the city where those doors are removed and the City of 53 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 Scranton is back open for business. We have a police department. We have 74, people and we don't have a drug unit. At one time we had two. You know, drugs were at one time back in the 90s in one particular area, the Hill Section. And it was quashed very quickly. And now it's running rampant throughout the city. We have two canines that hit on drugs and guns, and yet there is 168 hours in a week. As a father who lost a son to an unwanted death due to opioids, a fentanyl overdose, I see that a lot of these people since is the passing of their loved ones are really struggling. For me, come tomorrow, I know when that sentencing date is. Locally, families don't have that option. They don't. Nobody is getting prosecuted for these deaths. I could envision a city where a mayor with a strong backbone has that ability and is willing to do that hard work, willing to pick up the phone when need be and making sure that things go well, somebody from here who truly cares, somebody who has 54 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 been tested time and time again who doesn't have any strings attached. The only string attached will be the people of Scranton. I mentioned last week about a good friend of mine telling me when the time is right, well, gentlemen, I think the time is right. I really do. I was told by somebody that it's going to take a lot of money to run for mayor. Well, guess what, it's the world of people. Scranton is not bought. Scranton is not paid for. The world of people will overcome this. The world of people will do the right thing. We managed to go through two cycles of mayors who did a very poor job. This time around I hope you get it right because I know where that glass ceiling is. Somebody walked around with one of these. K know how to use one of these. God bless the people of Scranton. And I got that question answered tonight directly from Pennsylvania American Water that, no, there's no leachate going through those lines. We were told that that project is a third of the way completed. Yet, we didn't get an exact or even an approximate time for when that project is going to be done. I believe he said 30 days to maybe a month. So in that usage assessment they're going to look into the expansion of City Hall. There was also another one. It was 5-N last week I asked : there was two individuals that had resigned from the Civil Service Commission. And I asked if they could advise the reason why the members had resigned. It's only a three-person commission. But two out of those three people had resigned. So the answer that I got was one person resigned their seat because they obtained a new job that severely limited their ability to properly serve on Civil Service Commission. And one person resigned because they were just hired by the city to a non civil service job which was the recycling coordinator. So that individual resigned from the board because they were going to be the new recycling coordinator. They were the two questions I had from last week. Idid want to ask this while the water company was here about 902 West Elm Street. SCHUSTER: Yeah, he was also included on that e-mail last night. One more, so I did ask for some of the recycling info. And last week I got that recycling info. We are at about an average of a hundred tons per month. Ia asked for the last three months of the year to see what we could : what type of savings could be had possibly since we've moved up to 120 ton for those recyclables. Out of that what was able to be extrapolated from that is on average we're getting 100 tons of recycling. So this is becoming a huge safety issue as well. Someone's going to get hurt. I know this has been brought up more than once to the administration. So I'm receiving some complaints that not all of them are done there. The one on 1739 I think was promised last year, 1739 Dickson. That's that Electric City Academy, that needs to be done. So, like I said, thank you for the crosswalks but let's finish the job. And could you reach out to the administration to see where we are with that. You know, additional signage I'm hearing maybe one or two needs another stop sign. Some of the stop signs or the signs that are there are faded, need to be replaced and some foliage might be covering it. Maybe when the leaves are gone, that might satisfy that. But please ask for an update where we are, you know, cleaning everything up and get everything because this is a mandate by the state. I don't know if that occurred. Can we look into that, Mr. Voldenberg, and see what happened with that? know they were going to do it. I think we were told they were going to do it. I don't if that occurred. And in addition to that, one of the catch basins up there or maybe there's a couple of them, they were cleaned out but maybe it's growing back or it wasn't cleaned out completely. They need to be looked at again. And, you know, I know we brought this up before. And this is at the hotel, the old Sheridan across the street. I keep hearing that the third and fourth floor are housing illegal migrants. I know we were told no. They see a lot of suspicious behavior. I know it was checked out. But I promised the people that reached out to me we'l1 take another look. September 23rd, seven tractors were towed off of properties. And Scranton Police Department is addressing the vehicles that are parked on the city roadways. There's an additional large amount of vehicles and tractors that are parked on properties. And actually they were under review this week and if they do remove them, I will let everyone know next week. There was another one crossing 411 Moltke Avenue we sent in. That was towed out on Monday. And the house across the street was tagged condemned. It was abandoned. 1814 Ash Street, we had been told they are working in that building again. It was condemned, but they went back up again. And now they are looking at putting it on a demolition list for review. The 11 of Stafford I had that for, Mr. Voldenberg, we can 67 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 cancel that because they had two more water main breaks on that street. So that would be the 1100 block sO we won't have to try to fill the hole in because now (inaudible) so we'17 wait until they finish that. The other one we sent out : this was about a month ago Palm Street, 516 Palm, it's actually in Hamm Court, 1649 Hamm Court. Code enforcement went there because they couldn't find the house. And the property owner filed an appeal with the Housing Appeals Board. And they say they are cleaning it but the hearing is in October here in Council Chambers with the Housing Appeals Board. So hopefully they'11 get that building straightened out. Prospect Avenue and Maple Street, the garage in the rear, there's multiple cars being worked on. And it's an illegal business. So the City Zoning Inspector found no violations. Well, Mr. Voldenberg, would you please send him out again? I personally sat there, took pictures of multiple cars, multiple people 68 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 working on them. So one of us is mistaken. Also 628 Maple Street, the zoning officer inspected that and found no violations there. So perhaps we'11 look at that one too. Now, I don't know, DPW has that machine they could reach over and maybe cut some of that brush back before the winter hits because then it all falls down and you really can't get through there. And the last thing I have is Richter Avenue, I received this late. We need to know who is working on Richter Avenue. I don't know if it's a project for the Roaring Brook project but they dumped a lot of large stone. They dumped a lot of cut stone. And they have a giant excavator on that land. Now, that's city property : it's actually not a property. And that was cleaned out about five weeks. It was levelled and seeded for grass. I want to know who's working there if we could find out do they have a permit or is it the state, whoever it is, they need to know it's got to go back the way it was 69 1 2 3 4 5 6 7 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 because it seems when we let them use corner lots and stuff for storage, it never comes back the way they received it.
