WILMERDING BOROUGH MINUTES FROM: SEPTEMBER 3, 2024, MEETING OF BOROUGH COUNCIL The meeting was called to order by President Kelly Maxwell at 7:00 pm. The Pledge of Allegiance was led by the President. BARNES TO ACCEPT THE MINUTES OF THE AUGUST 5, 2024 MEETING. MEMBERS present. MAYOR GREGORY JAKUB was also present. VOTED APPROVAL, 6-0. PETITIONS & MEMORIALS corner of Patton Street. BOB CODDINGTON = PATTON STREET: Ijust wanted to see if we have an update on the house on the A. HUSSEY: on July 261 they received 3 proposals for demolition and have sent those over to their insurance company. On August 1 the attorney from Big's responded with a lower proposal then on August 8 Gambridge's attorney replied and they are considering the proposals. They did receive a favorable ruling at the hearing that was downtown. He has not been cited because he is trying to take care of the situation. B. CODDINGTON: you told them that he would be cited but now you haven't done anything. G. EVASHAVIK: We told them they would be cited when they were here last. K. MAXWELL: Al, please cite them immediately. A. HUSSEY: they are just waiting to decide on the company they will be using. B. CODDINGTON: Ijust finished renovating 430 Patton Street and saw that you have posted the house next door. Iwanted to apply to the vacant property recovery program to try and get the front house, the back house is in disrepair and does need to be torn down. CORRESPONDENCE 1. Wilmerding Borough Pension plan MMO contribution for 2025 is $0.00 L.E BARNES/ T. SIEBLES TO APPROVE THE 2025 MMO IN THE AMOUNT OF $0.00. MEMBERS VOTED APPROVAL, 6-0. 2. Resolution 2024-2 indicating intent to work with Allegheny County Health Department and the J. HARTZELL/J. MARCOZ TO APPROVE RESOLUTION 2024-2 AND BEGING WORK WITH ACHD AND TCVCOG ON A CLIMATE RESILIENCE PLAN. MEMBERS VOTED APPROVAL, 6-0. TCVCOG to create a climate resilience plan. 3. Donation request to East Allegheny Marching Band for the Program Ad J.THOMAS/J. HARTZELL TO DONATE $50.00 TO THE East Allegheny Marching Band for a program ad. MEMBERS VOTED APPROVAL, 6-0. COMMITTEE REPORTS PUBLIC SAFETY-T.SIEBLES - no fire or EMS report due to the Holiday. CODE ENFORCEMENT- A. HUSSEY: we should be doing a zoning hearing for a tiny home to be built on the vacant lot on Marguerite PUBLIC WORKS -J.N MARCOZ: they painted yellow curbs, cut the Borough lots, cleaned garbage on all streets, removed all ruined salt from the bin and met with the contractor for a bid, did tune ups on all leaf Avenue. equipment, cut back weeds on sidewalks, and cut curb lines. ENGINEER = BRAD BRANTHOOVER: Dakoma: Cog has issued the contract documents to Satira for the Wilmerding Park Improvements. The bid opening for the 2023 GEDTF inlet repair will be opened on 9/17/24. We have submitted 2 projects for the 2024 GEDTF, Street Reconstruction and Demolition. CD-51 Pre Applications are due and we have started application for Street Reconstruction, Handicap ramp, Catch basin replacements, and WCC fencing. We will need to get a list together for the 2024 Act 152 Application and also the LSA grant information. COG REPORT -J. HARTZELL: no meeting yet. BOROUGH PROPERTY- S.VOLPE: ASBENT UTILITIES -S S. VOLPE: absent SOLICITOR -G. EVASHAVIK: Some good news, the re-assessment for 106 Herman Avenue went from $325,000 to $981,000. We do anticipate an appeal, but we will keep you informed on that. Our last pension recipient has passed away and Mockenhaupt suggested that we terminate our Police Pension Plan to avoid a MMO. The only reason to not terminate this plan was if there is any possibility of starting a police department in the future. FINANCE-J. THOMAS: J. THOMAS /L. BARNES TO PAY BILLS FROM THE GENERAL FUND TOTALING $44,166.93 AND FROM THE PLGIT SEWAGE FUND TOTALING $107,445.92. MEMBERS VOTED APPROVAL 6-0. J.
