Work Session Minutes Council Chambers Monongahela, PA September 9,2024  Minutes for September 9, 2024, Work Session, gaveled into session at 8:30a.m. The meeting Report: George Eckert representing the MidI Mon' Valley" Transit Authority informed council that the part oft the transit authority building was taxable and their solicitor has filed papers tol have that part of Report: Karen] Langol representing the Main Street Program currently have a few paintings going on around town at Sambol's Bakery, Drunken Hippie, andt the old Main Street building which arel being Item for Discussion: Karen] Langol would like approval to get baskets that go around thel light posts and toi fill the baskets up. That will help with waiting for thet trees to come and give the towna al little character. They arel black metal that go around the light post and connect ont the side. She does not Councilman Sarver asked ifthel Main Street Program would be doing thej planting and Councilwoman O'Brien asked how they would be attached to the light posts, who would take Action Steps: Karen) Langol, Terry Necciai, and thel Main Street Program do not have all the answers right now but they are: figuring out the details and will come back to council with aj plan. There are still façade grant monies and council have ont the agenda to givet them a vote of confidence on thet two façade painting projects for thel back of Auto Plus and the font oft the building that used tobe Main Street Gypsy. Will also need to add thel Drunken Hippie tot the list of approvals. Action Steps: Council will add motions tot the Agenda for the façade grant painting projects,  was called to order by Mayor Garry who ledi in the pledge tot thel Flag.  the building tax exempt.  funded from the grant monies that they have.  believe that they are drilling into the side oft the light posts.  maintaining oft the baskets.  them off to clean and: maintain the poles. The poles are not cheap.  letter ofs support for the sidewalk project.  Report: Johanna Burdine stated there are some active CDBG Projects. 1. Thel Monongahela recreation they are still waiting toj pay out the vendor. 2. None oft the 2024 CDBG are active yet. They are still waiting on the approval from HUD which she expects to get soon. Therei isal Parkl Project and a Street Project. 3. The Sidewalk Project includes CDBG and Keystone Funds. They are attempting to finalize 4. The 2023 Streets Project bid documents are almost ready. She spoke to Chris Spahr and they have decided that since iti is sol late in the season, they are going toj put it out for bid in Item for] Discussion: Johanna Burdine stated distributed the letter informing the City of the 2025 CDBG Funds and asked that Council start considering projects they would like to use the funds for. Action Steps: Council will discuss and consider what projects they would like to allocate the Report: Terry Necciai, 4001 Meade Street, representing thel Main Street Program, stated that the Main Street Program has heard questions regarding sidewalks down town. Hel has tentatively spoke to the Redevelopment Authority about the possibility of something like al Façade Grant Program so that we could encourage. a property owner toi fix the sidewalk and offer them ai reimbursement ofaj part ofthe cost. This may take ay year or so toj put together but he wanted council tot think about it. He would also like Council to consider using CDBGI Funds for rehabilitation ofal building rather than demolition. Item for Discussion: Councilman Gadd askedi ifthe County may have funds available for the City toj purchase some property onl Lincoln Street that is for sale to potentially put a park. Action Steps: Johanna Burdine stated that she would look into it. However, iti is doubtful. Report: Chris Spahr stated that the slip lining at thel bridge will be completed today and the new  thes specs so that it can be put out for bids.  January.  5. TheLSA1 2025 applications are on thel Redevelopment Website.  2025 CDBG Funds. Potential projects include paving andj parks.  sweeper is here and they have been using it fora couple weeks.    Report: Frank Novotny, City Engineer, stated that the Army Corps of] Engineers isaf few weeks out from finalizing the agreement between the Corp and the City. He is also looking for permission from Report: Dorothea Pemberton stated thats she and Deputy Treasurer Karen] Newman are going toa Municipal Budgeting and] Finance Seminar tomorrow. Wel held a CPR class herel last week for thej police officers and office staff. The Downtown Focus Group met on August 29th to discuss marketing andi retail development workshops.
