BOROUGH OF MANSFIELD September 11, 2023 The regular meeting ofthe Mansfield Borough Council was held on Wednesday. September 11. 2023, in the Council Room of the Municipal Building, Mansfield. Pennsylvania with the following people present: Robert Fitzgerald Steven McCloskey Adrianne McEvoy William Schlosser Robert Strohecker Christopher McGann, Borough Manager Casandra Cowles, secretary-Ireasurer Merle Garrison, Police Chief Zach Stager, Assistant Police Chief Kathryn Barrett, Mayor Kelvin Morgan Karri Verno Absent: Visitors: Cheryl Clarke, Wellsboro Gazette Melissa Underwood, Chamber of Commerce Julia York, Mona Garrison, Adrianne McEvoy, Haley Stager President Strohecker called the regular meeting of Council to order at 6:00 PM. The Pledge of Julia York from Newtown Hill Road addressed council with her concerns over the Trick cor Treat/Trunk or Treat Schedule. After some discussion between her and council. she offcred to start a Halloween Committee with the Chamber of Commerce to help organize Trick or Treat/Trunk or Treat. Council asked for a final proposal by the October meeting. Adrianne McEvoy from 266 North Main Street, speaking as a Commonwcalth University Mansfield Employee and Borough Citizen wanted to recognize law enforcement for the work they did on August 26th. She thanked all oflaw enforcement that wereinvolved. Fitzgerald moved to approve the minutes of the August 9, 2023 meeting. Schlosser seconded the The Treasurer's report for the month of August was reviewed. Upon a motion made by McEvoy made the motion to approve the bills paid reports for August for the following accounts: General Fund: $170,630.42; Sewer Fund: $79,483.54; Liquid Fuels Fund: $4,082.57: and Payroll Fund: $64,974.56 and to draw vouchers for any unpaid bills. McC'loskey seconded Allegiance was recited. Strohecker called for recognition of visitors: motion and it passed. McCloskey and seconded by Fitzgerald, Council approved the report. the motion, and it passed. McEvoy moved to approve the mayor's Assistant Chief Stager told council about a Bicycle Rodeo which is a community event scheduled for September 30th from 9 am to 11 am. The YMCA, Police Department and Chamber of Commerce are all working together to put on this event. Schlosser moved to Schlosser moved to accept the WWTP report. McEvoy seconded, and it passed. McEvoy report, Schlosser seconded the motion andi it was approved. accept the police report. Fitzgerald seconded, and it passed. WWTP Report Borough Manager's Report for Personnel Committee. Old Business: seconded the motion and it was approved. B. There were two bids received for the gth Street project. 1. Stuart Lisowski Excavating, $20,750 2. Elliot Construction, $47,779 The bids were: McCloskey motioned to accept Stuart Lisowski Excavating as the low bid. contingent upon review and approval of the engineer and the Tioga County Conservation District as the project's funder. Schlosser seconded the motion and it was approved. C. McEvoy motioned to approve the hiring ofz Zach Stager as Police Chief effective October 20th, 2023. Schlosser seconded the motion and it was approved. A. McEvoy motioned to approve the management evaluation form, that would be used for non-union/management employee evaluations. Fitzgerald seconded the motion and it B. Schlosser motioned to approve the 2024 MMOS at the cost of $38,552 for Police and $23,219 for the Non uniform (non union). McCloskey seconded the motion and it was C. Schlosser motioned to approve the quote from Hunt Engineers of $5.900 to do a formal traffic study in order to pursue the re-timing request. McEvoy seconded the motion it was approved. The funds will come from either Act 13 or Liquid Fuels. D. Schlosser motioned to approve the agreement with Penn Oak Realty to market the upstairs space of the Municipal Building, for compensation of$3.000. McCloskey E. McEvoy motioned to approve Resolution 2023-18 and 2023-19, PennDOT cost sharing agreements. These agreements cover the sanitary sewer line relocation. One is fort the Route 6 portion and the other is for the Main Street portion. Schlosser seconded the motion and it was approved. McEvoy motioned to approve Resolution 2023-20. The Mansfield Chamber has arranged fora beer tasing event to be held on the afternoon ofOctober 215 in conjunction with the university homecoming. The beer tasting will be in the vicinity oft the notary office on Hoard Street. 3. Schlosser motioned to approve Resolution 2023-21, PennVEST reimbursement correction. PennVEST flagged an error in the previous resolution. McCloskey seconded H. McEvoy motioned to approve the History Trail change order. The change order would 1. Removal ofthe proposed retaining wall at the western end of the trail. This is at the 2. Widening the trail from the proposed 6 feet in width to 8 feet between North Main 3. Reducing the area oft the proposed plantings to partially offset the cost oft the widening Schlosser motioned to approve advertising for police officers. Fitzgerald seconded the J. McCloskey seconded the motion and the President Strohecker called Council into executive session at 7:42 pm for personnel issues.
