Engineer Ryan Miller explained that our 2024 Community Development Block Grant (CDBG) project for stormwater line replacement on Third Ave. did not qualify under the program's guidelines. He reviewed the eligibility guidelines for CDBG projects and then a discussion was held on potential projects. A motion was made by Councilman DePanfilis and seconded by Councilman Warmbrodt to submit 2024 CDBG applications to replace sidewalks on Market St. and Bridget St. (referred to as the Bridge St. Corridor) and for the demolition of 512 Market St. 6. Engineer Miller reviewed the. Johnsonburg Community Exterior Restoration Project and explained the history of rescoping the project toi fit within the funding. He is recommending completing one side at at time and to start with the south side facing the playground. Rodich Excavating, Inc. has completed the Second Avenue Parking Lot Sidewalk Project. The new sidewalks were placed, the area between the edge of road and sidewalk was repaved and disturbed areas were backfilled and seeded. We are in the process of working with the County to close out the project. A 1-year maintenance bond has been filed with the County. St. Marys Paving Company, Inc. has indicated they will be commencing work on the Harrison Avenue Storm Sewer Replacement Project as soon as they complete an ongoing construction project. They have stockpiled the majority oft the materials for thel Project ini the area adjacent to the railroad and bus stop located at the bottom of Blaine Ave. We were. just made aware that National Fuel is planning to replace the existing gas line along Harrison Avenue in the vicinity of the proposed storm sewer. We are working to coordinate this with National Fuel representatives as this was not noted when they responded and marked the PA One-Call Redmond Construction has begun work ont the. Johnsonburg Community Center Phase 11 Exterior Restoration Project. The project will consist of pressure washing the brick and stone, repairing any loose or missing mortarj joints, sealing cracks and waterproofing the exterior. The contractor isa also cleaning and painting the trim around the windows in conjunction with work requested by thel Recreation Board andi included int the original grant request. Funding for this project has been made available through a grant from the A.J. and Sigismunda Palumbo Charitable Trust. We are currently working with the County and PennDOT to get the Center Street Storm Sewer Replacement Project re-classified sO pipe and catch basins can be ordered and construction scheduled. The report is mostly complete; however, they will be organizing it sO that the overall project can easily be broken out into smaller phases if funding is only available in smaller amounts. This project is being funded through a previously approved DCED Flood Mitigation Grant. The Report deadline has been extended tot the end of. June 2025. Work continues on the Hemlock Street Stormwater Project design, plans and project specifications. We are still working with the solicitor to establish utility easements along the proposed alignment. Annex. Building, Thomas G. Wagner Conference Room. Thei meeting was opened with the Pledge of Allegiance. Those present were Commissioners M. Fritz Lecker, Matthew G. Quesenberry and Gregory J. Gebauer. Also present were Rick Brown, Solicitor; Patrick Straub, Chief Clerk; Emily Anders, Office Administrator; Calvin Moore, IT Director; Becki Taylor, CDBG Coordinator; and Marilyn Secco, Press. Joining via Zoom was Nancy Baker, CYS Director and Laura Kurtz, Eckert Seamans Cherin & Mellott, LLC. APPROVAL OF AGENDA carried unanimously. APPROVAL OF MINUTES PRESENTATIONS- Correction to Presentation 1, correct the amount from $2,016.452 to $2,016,452. Motion to approve with change made by Matthew G. Quesenberry, second by M. The County of Elk was awarded $2,016,452 grant from the Department of Community & Economic Development. This grant will be used for the Horton Township Whetstone Waterline Project. These funds were applied for andj projects will be administered by Becki Taylor, CDBG Coordinator for the Elk County Planning Department. Becki Taylor stated this project is an immediate need as the waterlines are old and breaking, causing asbestos tol bei released. The water lines are too small to supply firel hydrants which did cause al home 2. The County ofI Elk was awarded $218,749 along with $94,983 for Ridgway Borough from the Department of Community & Economic Development through the CDBG program. These funds were applied for and projects will be administered by Becki Taylor, CDBG Coordinator for the Elk County Planning Department. The Commissioners commended loss. The project includes 3: fire hydrants. Becki on her hard work in obtaining these grants. RESOLUTIONS- 1. 2024-16-I Dickinson Center Certificate of Approval. The Elk County IDA is requesting the County of] Elk approve the use oft tax-exempt financing. The project consists of the issuancel by the Elk County IDA ofa ai tax-exempt Obligation Note in the maximum amount of$2,000,000. The proceeds will be loaned tol Dickinson Center, Inc., to finance the engineering, design and construction of at treatment center facility in order to provide mental health, intellectual disabilities and related prevention services to residents ofElk County. The project is located at 18 Rail Road Street, St. Marys PA and will be owned by Dickinson Center Inc. Section 147(f) ofthe Internal Revenue Code of 1986 instructs that such tax-exempt obligations must be approved by the County, as the County is the next higher governmental unit. Laura Kurtz explained there is no financial ramifications to the County of Elk, but was ai requirement in order for the Dickinson Center to obtain tax-exempt financing. Motion by Matthew G.
