Presentation: HRG representative Robert Grimm, presented the results oft the borough's Strategic Management Planning Program and Five-Year Financial Plan (STMP) conducted through a Pennsylvania Department of Community & Economic Development (DCED) grant. DCEDrepresentative Terri Cunkle was also available to explain the program and answer questions. Several of the tudysrecommendations were reviewed and discussed. Minutes: Ar motion was made by Councilman DeAngelo and seconded by Councilman Warmbrodt to approve the minutes from the regular meeting held on April 8, 2024. Motion carried unanimously. Chief Clopp reviewed his report andi informed Council that the department conducted a K9 search oft the high school on April 3rd, the officers were recently fitted for new body armor, and there will be al Police Memorial Day Service on May After review and recommendation by the Civil Service Commission, a motion was made by Councilman DePanfilis and seconded by Councilman Poague to hire Owen Schreiber as a full- time police officer as of June 1, 2024. President Maletto called for a roll call vote which was 15th at 11:00 a.m. unanimously in favor of the motion. Motion carried. Fire Chief: Monthly report is on file. Superintendent: Monthly report is on file. Superintendent Imbrogno publicly thanked Jim President Maletto asked for an update on the damaged storm drain near 100 Center St. causing ponding issues on ther roadway. Superintendent Imbrogno reported that PennDOT and Domtar are looking at the infrastructure to see what can be done and he will follow up. Council Committees: Councilman DeAngelo reported that at few members of Council met with the. Johnsonburg Municipal Authority manager about the Powers Run dam area and the possibility of turning it into a recreational area. A brief discussion was held ont this matter. Finance & Bills for Payment: President Maletto read the borough's account balances and the bills. This month's bills include General Fund - $14,599.65, Community Center Fund $5,155.58, Community Improvement Fund $975.00, and Highway Aid Fund $555.81. .A motion was made by Councilman Warmbrodt and seconded by Councilman Poague to pay the bills as presented and to accept the finance report. Solicitor Thomas explained the resolution being presented to place a voter referendum asking for an EMS tax on the November ballot.
