MINUTES Borough of Ambridge Workshop Meeting of Borough Council Executive Session - 5:30 Contract Negotiations Tuesday, September 24th, 2024-6:30PM I. Call to Order/Roll Call Present: Mr. Cafarelli, Mr. Gill, Mr. Dunn, Mr. Basalyga, Mr. Prentice, Ms. Gilliam, Borough Manager Mario N. Leone Jr Absent: Ms. Tessaro II. Pledge of Allegiance III. Public Comment on/off Agenda Items (5 minutes per speaker) Nakeya Mosley, Borough Intern, gave a presentation for the GIS study she completed in the First Ward between 1St and 4th Streets. The study was very detailed showing owner occupied properties were in better condition than rental properties. Inaddition, her study showed the further away the property owner resided from Ambridge, the worse condition the property was in. Those properties seemed to be in the worst condition. Residents asked for more green space and possibly better access to a grocery store. Ms. Mosley had a number of handouts, graphs and charts in regard to the study. She also included video interviews with residents asking their concerns. Many residents are excited to see the streetscape project, and new businesses moving into. Ambridge. The residents expressed they are excited for the future. Ms. Mosley's study was very detailed and contained excellent data that can be used by council to assist them in addressing the residents' concerns, wants, and needs. Overall, the residents seem encouraged with the direction the current leadership to moving. They understand it's aj process but are supportive of the efforts and have aj positive outlook of the Borough. Suggestion would be to encourage local ownership, more green space, possibly a grocery store. Also, coordinate participation between businesses and owners to work together in community days and beautification projects. IV. New Business 1. Discuss/Consider Approval of Firework Committees recommendation for their Annual Ambridge Firework event to be held on July 5th, with rain date of. July 6th. Motion by Mr. Prentice. Discuss/Consider Approval to accept PA Realtor Association "Place Making" Grant in the amount of $7,500 for the purchase of2 Concrete Chessboard tables, a Lawn Chessboard set to bei installed at the 5th St Parklet, and 2 sets of Concrete Corn Hole Mr. Leone offered that another community was unable to see through with the Grant obligation. Ambridge was approached by PA Realtor Association asking if we would be able to fulfill the grant. It was a situation that the grant must be spent within a particular boards to be located near the Outdoor Fitness Court. time frame, therefore time is ofthe essence to fulfill the grant. Discuss/Consider Authorization to purchase proposed 3 -5 properties to be demolished through the DECON Project at approximately $1,500.00 to $2,500.00 9 (Approx: $500.00 per parce!) Junior Council - Mr. Leone stated that Ms. Tessaro was waiting for school to start to 3. IPMC- Ticket Ordinance for Zoning/Code Violations - Mr. Askar is currently working on Mr. Leone added that the Borough is getting ready to submit its yearly Municipal Separate Storm Sewer Systems (MS4). Annual Report to the PADEP by the end of September. The MS4 program is a statewide program that regulates stormwater in municipalities. Stormwater in the Borough gets conveyed through roadway storm drains, parking loti inlets, curbs, gutters, ditches, etc. and eventually outlets to Big Sewickley Creek, French Point Creek, or the Ohio River through permitted outfalls located throughout the borough. The MS4 program requires municipalities toi implement programs to reduce the discharge of pollutants from the storm sewer system. Some common pollutants include dirt, car oil, lawn fertilizer, pesticides, paints, solvents, and other debris which eventually flows into the rivers and streams. Some of the borough's routine MS4Program efforts include outfall inspections by our Public Works Department, street sweeping, snow removal, stormwater inlet cleaning, and park and open space begin. this item. maintenance. -3- VI. Adjournment Mr. Gill asked ift there would be a committee formed to work with American Legion to renovate the Honor Roll. Mr. Gill, Mr. Basalyga, and Mr. Prentice offered to serve on Mr. Basalyga would like to explore how to continue lawn debris pickup/drop-off. With the problems that recently arose, Mr. Basalyga wants to see how we can continue the the committee. program with limited disruption to Public Works. Motion to adjourn by Mr. Prentice.
