City Manager Stroud, City Attorney Wiley (via phone) and Clerk Ford were also present. Mary Jo Haywood Council Chambers. CITIZENS AND GUESTS APPROVAL OF AGENDA Sign-in Sheet Attached. Mayor Owens asked for a motion to approve the Work Session Agenda. A motion was made by Councilman Morgan and seconded by Councilman Burley to approve the agenda. The motion passed by a 4-0 vote. ITEMS AMENDMENT NUMBER3TOFOWER PURCHASE CONTRACT (PINEVIEW SOLAR LLC) - MUNICIPAL ELECTRIC AUTHORITY OF GEORGIA/SOLAR PARTICI- Mayor Owens commented this was the third creation of the document and MEAG's position is they are still moving forward. He also recommends the City move forward with the latest agreement. A motion was made by Councilman Palmer and seconded by Councilman Collins to approve the latest amendment to the power purchase contract for solar participants. The motion PANTS passed by a 4-0 vote. ADDITIONAL SPEAKERS Airport Supervisor Nicholas Wright addressed the Mayor and Council regarding the perimeter fencing project at the Airport and concerns he and the airport consultant have with property lines. Michael Joseph, representing Passero and the City's airport consultant, commented GDOT issued at tentative allocation letter to let the City know what they will fund in the next fiscal year, which started July 15t. It is the security perimeter fencing and the City needs to apply to GDOT by September 23rd by signing the tentative allocation letter agreeing to move forward and to fund the City'ss share ofthe cost. The first part ofthe project will bet the site re-design due toi issues with the current design, which does not work with the Airport's property. GDOT has agreed to participate in funding the redesign at 90% with ai total project cost under $900,000. There is some flexibility and he suggests funding the entire project. The City's portion will be under $50,000 after thei re- Page 1of3 ADDITIONAL SPEAKERS (cont.) imbursement of the redesign. The timeline will be to accept bids around March 1St. There is no guarantee but GDOT has issued a tentative allocation letter. After further comments and discussion, a motion was made by Councilman Palmer and seconded by Councilman Morgan to authorize Passero to notify the Georgia Department of Transportation the City of Camilla will move forward with a $50,000 match for perimeter fencing at the Airport. The motion passed by a 4-0 vote. AGENDA AMENDMENT Mayor Owens asked for a motion to amend the agenda to include voting on Passero notifying the Georgia Department of Transportation (GDOT) of the City's intent to move forward with a perimeter fencing project at the Airport with a front cost of $50,000. A motion was made by Councilman Palmer and seconded by Councilman Burley. The motion passed by a4 4-0 vote. AIRPORT PERIMETER FENCING PROJECT/GEORGIA DEPARTMENT OF An motion was made by Councilman Morgan and seconded by Councilman Burley to authorize Passero to: notify GDOT the City of Camilla will move: forward with the perimeter fencing project. The motion passed by a 4-0 vote. Mr.. Joseph stated they will prepare the letter ont the City's behalf TRANSPORTATION and forward for signature. EXECUTIVE SESSION A motion was made by Councilman Morgan and seconded by Councilman Burley to enter executive session to discuss a personnel matter. The motion passed by a 4-0 vote. WORK SESSION RECONVENED At the conclusion of the executive session, a motion was made by Councilman Burley and seconded by Councilman Morgan to reconvene the work session. The motion passed by a 4-Ovote. Amotion was made by Councilman Burley and seconded by Councilman Morgan to authorize the Mayor to sign the Executive Session Affidavit. The motion passed by a 4-0 vote. AGENDA AMENDMENT Ar motion was made by Councilman Morgan and seconded by Councilman Burley to amend the work session agenda to add the consideration of positions related to the City's position and classification plan. The motion to amend the agenda passed by a 4-0 vote. POSITION AND CLASSIFICATION PLAN A motion was made by Councilman Morgan and seconded by Councilman Burley to remove from the position and classification plan the Administrative Operations Manager position located in the customer service department. Mayor Owens commented pursuant to discussions regarding SGGSA (responsible for managing CNSNext for our city and other member cities), discussions started ai fewr months ago. During last month's work session and/or council meeting it was decided, by unanimous vote, to accept the intergovernmental agreement to remove certain CNS operations Page2of3 POSITION AND CLASSIFICATION PLAN (cont.) from member cities to SGGSA control in Thomasville. As mentioned during the meetings, the result of that would probably have an impact on: member cities and Camilla. Tonight's vote, as it relates to this particular position, is ai result oft those months of negotiations and discussions related to SGGSA and the discussions and ultimate unanimous approval of the body to accept the intergovernmental agreement. He wants to make sure the public is aware of the foundation of where the decision came from. Itisnot a decision taken lightly nor have the discussions been taken lightly. They have been as careful and diligent as they could to go about this as fairly as possible. Voting in favor of the motion to remove from the City of Camilla position and classification plan the Administrative Operations Manager position in customer service: Councilmen Burley, Morgan, Collins and Palmer. The motion passed by a 4-0 vote. Mayor Owens stated he would retake the votet to assignas specific date ofthe removal. A motion wasi made by Councilman Morgan and seconded by Councilman Burley to set an effective date of October 1,2 2024 for the removal of the Administrative Operations Manager from the position and classification plan. APPROVAL OF AGENDA Amotion was made by Councilman Morgan and seconded by Councilman Burley to approve the September 12, 2024 agenda. The motion passed by a 4-0 vote with Councilmen Burley, Morgan, Collins and Palmer voting in favor oft the motion. SPEAKER APPEARANCES Chamber Executive Don Gray presented an outline of events and activities proposed for the upcoming holiday season and scheduled events/activities for the upcoming new year. PUBLIC HEARING - FY 2024/2025 BUDGET The Mayor, members of Council, CFO Hosford, and City Manager Stroud discussed in detail allocated departmental funds for each department for the 2024/2025 budget. After discussion and comments, Mayor Owens opened the last public hearing for the budget and asked for comments from the public. There being none, the public hearing was closed. RESOLUTION NO. 2024-09-12-1 Mayor Owens read Resolution No. 2024-09-12-1 adopting the 2024/2025 budget in the amount of $49,653,999: into the record and asked for a motion to approve the resolution. A motion was made by Councilman Morgan and seconded by Councilman Burley. Voting in favor of the motion via roll call: Councilmen Morgan and Burley. Voting in opposition: Councilmen Collins and Palmer. The motion to approve the resolution failed. Mayor Owens commented on October 1st they would continue to operate under the 2023/2024 budget per the Charter. PROCLAMATION- RETIRED EDUCATORS DAY The Mayor and Council reviewed aj proclamation in recognition ofr retired educators in our community who remain dedicated and continue to perform hours of vital community service. Governor Brian Kemp has proclaimed Sunday, November 3, 2024 as Retired Educators Day in Georgia and the City of Camilla calls upon the citizens to observe this day in an appropriate manner honoring the retired educators in our midst. The Council recommends approval of the proclamation and proclaiming November 3, 2024 as RETIRED EDUCATORS DAY: IN CAMILLA. b. PROCLAMATION-I RED RIBBON WEEK The Mayor and Council reviewed at their October work session a proclamation for Red Ribbon Week tobe recognized the week of October 23-31. Red Ribbon Week is a national drug prevention and awareness campaign that began following the murder of DEA agent Enrique Camarena in 1985. The City of Camilla Youth Council is a proud supporter of this year's Red Ribbon Week and will be engaging with students and the community to encourage their personal commitment to a drug free lifestyle during the week-long recognition. The Council recommends approval of the Red Ribbon Week Proclamation and officially proclaiming October 23 -31, 2024 as Red Ribbon Week in Camilla. C. 2025. ALCOHOLI LICENSE RENEWALS The Council reviewed applicants for calendar year 2025 for on-premises and off-premises alcohol licenses Deer/wineliquorretail package store). Chief of Police Hendricks conducted required background checks and approved the applications as presented. Council recommends approval of the applicants for calendar year 2025 on-premises and off-premises alcohol licenses. d. TAX COMMISSIONER CONTRACT-2024 COLLECTIONS The Mayor and Council reviewed a contract submitted by Mitchell County Tax Commissioner Brian Brock for billing and collection of the City's 2024 ad valorem property taxes. The contract total is $5,909.75 and payable to Tax Commissioner Brian Brock in the amount of $2,954.88 and the Mitchell County Board of Commissioners in the amount of $2,954.87.
