Problem Statement Provide a clear and concise description oft the problem that this project will address. What is the purpose oft the project? Climate change is having a significant impact on Wisconsin, and weather variability is a concerning issue. Notably, the winter of2023/20241 marked the first time on record that snowmobile trails in) Northern Wisconsin remained closed due to insufficient snowfall. In stark contrast, the spring and summer of 2024 brought frequent, heavy rain events, leading to severe flooding inj many communities. This deluge overwhelmed stormwater systems, caused dam failures, and resulted in: significant infrastructure damage, with Lincoln County facing frequent road closures to The contrasting weather patterns of2023 and 2024 have highlighted the critical impact ofinadequate culvert crossings on our local waterways. During the 2023 drought, perched inlets on culverts restricted water flow, leading to sections oft the Little Hay Meadow, a Class 2 trout stream, drying up. This raised concerns within our Department about the Conversely, the intense rainfall in 2024 has exposed issues with many culvert crossings, revealing that they are often undersized, deteriorating, ori improperly positioned. The need for emergency replacements has underscored the importance of considering the sizing, elevation, and orientation oft these structures, which can be overlooked in urgent Recognizing these challenges, our Department aims to shift from a reactive to aj proactive approach. We intend to collaborate with local municipalities to develop comprehensive plans for culvert replacements and upgrades. "One of the most important habitat improvements on many streams in the Northern Lakes and Forests is restoring stream connectivity. Many northern stream reaches do not contain all the necessary habitat for all life stages oft trout and seasonal migration is very important to maintaining healthy trout populations. For example, adults often migrate to small tributaries tos spawn and then migrate tol larger downstream locations to overwinter. To improve migration the primary technique is replacement of culverts with ones that are adequately sized and set at aj proper depth. Improperly placed culverts are often perched or set incorrectly leading to velocity barriers, depth issues, or ponding issues that impede fishj passage." G. External Support implementation. Mike Huth-Zoning Program Manager Planned Land Use Change Application, Petition for Rezoning The applicant is requesting to rezone a parcel of land totaling approximately 22 acres from RL2-Rural Lands to the RR2-Rural Residential zoning district. The purpose of the rezone request is to allow for the applicant to pursue a minimum lot size that would be permitted in the proposed zoning district designation for each of the existing dwellings and then also prepare for any future land division of the property. Perzoning ordinance section: 17.2.101, the minimum lots size for new lotsi int the RL2 is 40,000sqft andi in the RR2 the minimum lot size is 40,000sqft. Its should be noted that the Town of Bradley regulates at town subdivision ordinance which requires new lots to be a minimum of 50,000sqft. The current RL2i is ac density based: zoning district; meaning the propertyi is restricted to only 2 dwelling units. The RR2: zoning district is not density based; but any future development of lots would need to meet the minimum lot sizes, width, depth, and any other onngAorelandubdwson standards. SUMMARY OF NOTEWORTHY TOPICS The parcel currently contains multiple residential structures. Chapman Cove Rd; a private road; provides access to the property from the North. Additionally, the western edge of the property potentially is accessible by Beach Rd, a Town of Bradley roadway.
