BOARD OF COUNTY COMMISSIONERS MINUTES SEPTEMBER 25, 2024 The Board of County Commissioners meeting began in work session at 8:00 AM. Those present were. Dave Hornung, Stan Hitchcock, Cory Wall, Theresa Korbelik, and Nancy Gilley. In-Person Schedule - Commissioners Board Room 8:00 AM - Work Session 9:00 AM - Russ Higgins - Update on CDOT Project Russ Higgins gave updates on the I-70 projects. The current overlay project from Kansas state line tol Burlington is almost complete. They had to add an extra layer of asphalt due to the damage oft the original surface. The Burlington to Bethune project is in its final stage as well. Traffic should bel back to normal by the end of October. Next year projects were also discussed. Lisa Belden, Victims Advocate Director, presented a request for the 2025 Victim Assistance & Lawl Enforcement (VALE) Grant application for approval for. January -December 9:30 AM-Lisa Belden VALE Grant Application 2025. Approval oft the application was made during the Business Meeting. 10:00 AM -] BEAD Update from NEO - Broadband Doug Flentge, Diann Cruz, and Chris Stebner were present via Zoom to explain how NEO Connect, a consulting firm that offers help to area ISP providers through Federal funding to navigate the BEAD(Broadband Equity, Access, & Development) application process. The goal ofBEAD is toj provide broadband internet access to rural households. On the current plan there are 134 eligible locations in Kit Carson County. 10:30 AM - Amy Bredehoft- - Stratton Area Foundation Amy Bredehoft and Lynn Gottman shared an update on the Stratton day care center. The construction plans are 50% complete and should be ready by December to accept bids with construction starting in May 2025. Assistance from the Colorado Child Care Assistance Program for Families would help to subsidize tuition. It was suggested to contact Jennifer Gribble with Human Services for support. The day care center will be open Monday - Friday & offer after school care as well. 11:00 AM - Heather Morris - Ambulance The County Commissioners presented Heather with their fee structure for the Ambulance hours &j pay schedule. New Orange Sheets will need to be drawn up & the policy will also need to be changed. The new billing service is going well & they are almost caught up. Stan Hitchcock: moved toa approve the September 18thi minutes for Board ofCounty Commissioners & Board of Public Health and to pay the Accounts Payable in the amount of $102,814.41 and payroll in the amount of $395,523.14, seconded by Cory Wall. New Items Cory Wall moved to authorize signing the 2025 VALE Grant Application requesting $11,550.00 for personnel and $1,450.00 for supplies & operating expenses which is a total of $13,000.00, seconded by Stan Hitchcock. Monthly Reports Stan Hitchcock moved to confirm the August 2024 Carousel Report as presented with the full year report, seconded by Cory Wall.
