MINUTES CITY OF AMES 304 MARTIN. DR. - AMES, TEXAS SPECIAL CALLED CITY COUNCIL MEETING SEPTEMBER 23, 2024 6:00 PM  The City Council for the City of Ames, Texas held a meeting at the Ames City Hall at 6:10 p.m. Mayor Pro Tem Michael Trahan called the meeting to order at that time. Mayor Pro Tem Trahan conducted the roll call, at this time the members of the City Council who were present were: Mayor Barbara Domain, Michael Trahan II, Elizabeth (Liz) Hardy, and Councilman Eddie White. Councilman Alfred Freemen Jr., and Councilwoman Audrey Harrison were absent. Invocation  was conducted by Councilman Eddie White. Thej pledge was recited.  CITIZEN APPREARANCE There were no citizens present at this time. REGULAR AGENDA ITEMS:  1. CITY COUNCIL TO CONDUCT A PUBLIC HEARING ON THE 2025 PROPOSED At6:14 pm the public hearing began for the 2025 proposed budget. The floor was open for anyone to speak at this time. ADOPTINGA BUDGET FOR 2025; FUNDING MUNICIPAL PURPOSES: AUTHORIZING EXPENDITURES: PROVIDING FOR THE FOLLOWING: FINDINGS OF FACT, ENACTMENT: FILING OF BUDGET: REPEALER: SEVERABILTY: EFFECTIVE  BUDGET.  proposed budget was closed. Marivious explained that, after discussion by the Mayor and council about the need to have a zero-based budget, changes toi the proposed budget have been presented to them and may be adopted ifa approved by council. ADOPTINGAN AD VALOREM TAX RATE FOR 2024 AT A RATE OF $0.5000 PER ONE HUNDRED DOLLARS ($100.00) OF ASSESSED VALUATION OF ALL TAXABLE PROPERTY: Marivious at this time explained that this action required separate motions and separate votes for the increase ini the property tax rate, the maintenance operation rate, the debt service rate, and the ordinance. TAKE ACTION TO APPROVE ROADREPAIRS FOR BEROTTE STREET (IN FRONT OF COOKIE'S KITCHEN)! IN THE AMOUNTOF  $5.900.00.    Mayor Domain explained that this repair is one of the repairs that we are submitting to FEMA to possibly have reimbursed at a 75% reimbursement rate. Due to the amount of the repairs, she wanted the council to approve it before she moved forward. Councilman Trahan and Councilwoman Hardy askedi ifthis repair was an emergency repair. Mayor Domain explained that we had to have all repairs listed on our damage inventory sheet and submitted to FEMA for consideration by September 30, 2024. Mayor Domain provided photos of the damage to support the emergency: repair. Mayor Domain also explained the scope oft the work that the vendor would perform. Councilwoman Hardy asked ifiti is a guaranteed reimbursement. Mayor Domain stated that the reimbursement is not guaranteed and ifit is reimbursed, it will be at 75%. Councilman Trahan asked about repairs to Malcolm Street. Mayor Domain informed him that Malcolm Street has already been repaired and has been added to the damage inventory sheet for FEMA. TAKE ACTION TO APPROVE ROAD REPAIRS MayorDomain explained that this repairi isa another repair that wel havet tol have added to the damage inventory sheet for FEMA by September 30, 2024, for possible reimbursement. Councilwoman Hardy asked if we could use the reimbursement from Berotte Street to pay for this repair. It was explained again that we need the council to approve the necessary repairs sO that we can move forward with submitting the streets to FEMA. Mayor Pro Tem Trahan asked for ai motion. MAYOR'S REPORT  We are still working with FEMA on1 the damages to the city hall and to the roads during the We are to hear back from Daniel, who is a lawyer with that we are hoping to use to assist with  flooding from April 26, 2024 - June 06, 2024.  the Donatto Property.    Wel had to repair manhole covers that were damaged by contractors used by TXDOT. We have prepared a quote and submitted it to TXDOT for reimbursement.
